𝗨𝗻𝗶𝘁𝗶𝗻𝗴 𝗣𝗲𝗿𝘀𝗽𝗲𝗰𝘁𝗶𝘃𝗲𝘀 𝗳𝗼𝗿 𝗧𝗼𝗯𝗮𝗰𝗰𝗼 𝗛𝗮𝗿𝗺 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻

In a session led by Lina Nikolopoulou, experts from Italy, Greece, and the Czech Republic showcased global progress toward integrating harm reduction into to***co control. From Italy’s first national consensus paper to the Czech Republic’s cancer prevention memorandum, panelists emphasized that science - not ideology - must guide policy.

Ignatios Ikonomidis reaffirmed SCOHRE’s call for harm reduction to stand as a third pillar of public health policy, alongside prevention and cessation. “Switching from ci******es to less harmful ni****ne products can save lives,” he stated, “and people have the right to be informed.”

He criticized the FCTC’s growing fixation on ni****ne and youth at the expense of adult harm reduction, urging policymakers to “return to the objective: transforming ni****ne use from high-risk to low-risk behavior.”

At the 𝟴𝘁𝗵 𝗦𝘂𝗺𝗺𝗶𝘁 𝗼𝗻 𝗧𝗼𝗯𝗮𝗰𝗰𝗼 𝗛𝗮𝗿𝗺 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻, Christina-Maria Kravvari, Secretary General of Public Health at the Greek Ministry of Health, presented Greece’s new Law 5216/2025 — a landmark framework to protect minors from to***co, ni****ne, and alcohol. The law enforces strict sales bans and mandatory ID checks, promotes prevention through education and cessation programs, and reflects a broader vision of “freedom with awareness.”

Panelists emphasized that effective prevention requires enforcement, education, and cultural change to truly protect youth and support adults who want to quit.

In his keynote at the 𝟴𝘁𝗵 𝗦𝘂𝗺𝗺𝗶𝘁 𝗼𝗻 𝗧𝗼𝗯𝗮𝗰𝗰𝗼 𝗛𝗮𝗿𝗺 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻, Stelios Kympouropoulos, psychiatrist and former Member of the European Parliament, urged policymakers to base to***co control on science and compassion. Following the Opening Remarks of the SCOHRE Board Members at the 𝟴𝘁𝗵 𝗦𝘂𝗺𝗺𝗶𝘁 𝗼𝗻 𝗧𝗼𝗯𝗮𝗰𝗰𝗼 𝗛𝗮𝗿𝗺 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻, Karl Fagerstrom presented the evolution of ni****ne replacement therapy, from the first gum in 1967 to today’s ni****ne pouches, and highlighted Sweden’s remarkable success in cutting smoking rates to just 5%.

"Harm Reduction must become a pillar of public health."
This was the shared conclusion of participants at the 𝟴𝘁𝗵 𝗦𝘂𝗺𝗺𝗶𝘁 𝗼𝗻 𝗧𝗼𝗯𝗮𝗰𝗰𝗼 𝗛𝗮𝗿𝗺 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻, which took place last week, in Athens and online.
