April 23, 2026. General Meeting and Birthday celebrations for: Ms. Lyn, Ms. Irish, Ms. Geline, Ms. Yasmin, Ms. Jeah and Sr. Milagros.
We gave thanks to God thru Mama Mary, Maria Kamalen for sparing our island from the super typhoon Sinlako. We discussed that our preparations this time were better than last time. We are collating our experiences to make a better preparation. GOD IS SO SO SO GOOD. BIBA.

Guam in COR 4; Government of Guam Operations

Governor Lou Leon Guerrero and Rear Adm. Brett Mietus has placed Guam and the respective military installations in Condition of Readiness (COR) 4 as of 12 p.m. today. At COR 4, the island resumes normal operations.
Joint Region Marianas installations moved to Tropical Cyclone Condition of Readiness (TCCOR) 4. TCCOR 4 indicates a return toward normal operations, including the restoration of installation access for authorized personnel and residents, as recovery and restoration efforts continue.
Marine Corps Base Camp Blaz and Naval Base Guam, including U.S. Naval Hospital Guam, returned to TCCOR 4 at 12 p.m. today. Andersen Air Force Base returned to TCCOR 4 at 2 p.m. today. Select installation services, including commissaries, fuel stations, and other essential retail services, are beginning to reopen as conditions permit. Availability and operating hours will vary by installation.
Government of Guam Operations
In accordance with the declaration of COR 4 at 12 p.m. today, the Government of Guam resumed operations at 2 p.m. today. GovGuam employees are advised to check in with their supervisors for further instruction. The first order of business for agencies is to assess for damage and confirm that offices are safe to occupy and work from. While government agencies are again open to the public, please be prepared for the possibility of extended service and processing times as agencies get fully back on their feet again.

All Guam Department of Education (GDOE) schools will remain closed Friday, April 17, 2026.

Stay Out of the Water
Everyone should remain out of the water due to life-threatening surf conditions. Hazardous to dangerous sea and surf conditions are still expected. High risk of rip currents is in effect. Rip currents can sweep even the best swimmers away from the shore into deeper water. Residents and visitors of Guam and the CNMI are advised to remain out of the water. Residents and visitors are also advised against venturing along trails close to the water or shoreline, as high surf can knock a person down and sweep them off beaches and rocks. These waves can be deadly, even for the most experienced swimmers.

April 16, 2026: Although we are still in COR 1 as of today, everything has calmed down and we are just THANKFUL that there are no serious damages to the facility and convent both people and structures.
As I said, we were swamped with rain water and there was continuous scooping and cleaning of the premises.
Nonetheless, ALL OUR RESIDENTS ARE DOING WELL AND ARE ALL STABLE!
Our Medical Director is here to check on them today.

Guam Remains in COR 1; DPW Crews Continue Clearing Major Roadways;
GPD Reports Road Hazards; GSWA Update; DPR Update

Tropical Storm Force Winds Continue on Guam
From the latest brief from the National Weather Service, the eye of Typhoon Sinlaku has only moved 25 miles over the last 14 hours, which further highlights just how slow-moving the system has been, making it an extended period event.

Guam remains in Condition of Readiness (COR) 1. Joint Region Marianas remains in TCCOR 1E, indicating destructive winds of 50 knots (57 mph) or greater are occurring. Installation access points are closed, with the exception of U.S. Naval Hospital Guam for emergency department access only. REMAIN INDOORS UNTIL COR 4 IS ANNOUNCED.

Guam can expect:
Damaging winds of 39 mph or more will continue well into the evening, after sunset. Such winds will continue to pose risk to public safety, infrastructure and power lines.
Remain indoors until COR 4 is declared.
Peak conditions with sustained winds of 40 to 60 mph and gusts of 70 to 85 mph decreasing through the morning, eventually falling to between 25 and 40 mph this afternoon.
Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until the end of the week.

DPW Update
The Guam Department of Public Works (DPW) crews began clearing major thoroughfares of debris this morning and continuing.

Road Hazards
The Guam Police Department (GPD) has reported the following road hazards as of 11:00am:
Major Road Hazards:
Large debris on Route 1 from Alupang Beach Tower to East Hagatna Shell.
Tree down and debris on the east lane toward Gun Beach.
Tree down on Pale San Vitores Road near GVB, Fountain Plaza, and Rivera Lane.
Tree down along Route 26 and Route 15 by Adacao Elementary School.
Tree down on Route 26 in Latte Heights near Camelia Lane.
Tree down on Chalan Koda and Chalan Mataguac in Machanao, Dededo.
Flooding:
Flooding near Tiyan tri-intersection in front of Golden Sea restaurant.
Flooding on Pale San Vitores Road in front of Sand Castle.
Traffic Light Outages:
Traffic lights out at Route 1 and DPW intersection.
Traffic lights out at Route 1 and JFK intersection.
Traffic lights out at Route 1 and GTA/Ilipog Drive intersection.
Traffic lights out at Pale San Vitores Road and Tumon Sands Plaza intersection.
Traffic lights out at Pale San Vitores Road and GPD Tumon Precinct intersection.

GSWA Update
The Guam Solid Waste Authority (GSWA) facilities will be closed and trash collection services will be suspended until Condition of Readiness (COR) 4, or unless otherwise announced by GSWA.

DPR Update
Department of Parks & Recreation (DPR): All parks and recreational areas are closed until further notice. DPR is conducting damage assessments. Residents are encouraged to stay away from all parks and recreational areas until all safety concerns are addressed. Lifeguards are not on duty.
