American Medical Center’s Upper Tumon and Mangilao Locations Approved as NHSC Sites

Guam – American Medical Center (AMC) proudly announces that its Upper Tumon and Mangilao clinic locations have officially been approved as National Health Service Corps (NHSC) sites. This federal designation recognizes AMC’s commitment to expanding access to quality healthcare for underserved communities across the island.

The NHSC designation allows AMC to attract and retain highly qualified healthcare professionals by offering eligibility for federal loan repayment programs. These programs help reduce workforce shortages in areas where medical care is most needed, ensuring patients have consistent access to compassionate, skilled providers.

“This recognition is a significant milestone for our clinic and the people we serve,” said Drs. Hoa Nguyen and Vincent Akimoto founding members of AMC. “It reaffirms our mission to provide accessible, patient-centered care and reinforces our commitment to improving health outcomes throughout Guam.”

MEDIA STATEMENT
American Medical Center Opposes Bill 82-38
Protecting Guam’s Access to Quality Healthcare

For 20 years, American Medical Center has proudly provided quality healthcare to the people of Guam. Every day, especially Mondays, our busiest day of the week, we show up to care for patients who rely on us for essential services.

Today, however, we were forced to *limit operations and reduce access to care* because Senators William Parkinson and Telo Taitague chose to hold a public hearing on a *Monday morning*, pulling doctors and providers away from their patients to respond to a bill that directly threatens our ability to serve this community.

*Bill 82-38* proposes to eliminate mandatory medical arbitration in Guam. If passed, this legislation would open the door to a flood of litigation, putting our already fragile healthcare system under even greater strain. The real cost will not be measured in courtrooms, but in *longer wait times, higher premiums, fewer providers, and limited access to care.*

Let’s be clear:
✅ We support accountability.
✅ We support justice for patients who are truly harmed.
❌ We do not support legislation that threatens access to care, discourages providers from practicing on island, and destabilizes an already strained system.

We urge Guam’s leaders to consider a more balanced path forward, one that respects both patients’ rights and the needs of a sustainable healthcare workforce.

*Guam deserves better.*
Our patients deserve better.
And American Medical Center will continue to stand for what’s right, for our providers, and most of all, for the people we serve.

American Medical Center Announces Modified Clinic Operations on June 30 in Response to Bill 82–38.

Tamuning, Guam — American Medical Center (AMC), with locations across Guam, will have limited operations on Monday, June 30, 2025 from 8:00AM to 6:00PM, in support of a peaceful demonstration regarding Bill 82–38, titled “Do Not Harm: The Anti-Medical Misconduct Act of 2025.”

During this time, only select healthcare providers will maintain scheduled appointments, and some services may be temporarily unavailable. Patients with appointments affected by these changes will be contacted directly by clinic staff.

AMC President (Dr. Hoa Van Nguyen) says,

“As dedicated healthcare professionals, we are committed to providing compassionate, ethical, and high-quality care. While we fully support accountability in medicine, we believe portions of Bill 82–38 present unintended consequences that could interfere with patient care and provider safety. This demonstration is an opportunity to advocate for thoughtful, collaborative reform.”

American Medical Center emphasizes that this is not a shutdown, but a temporary adjustment to highlight concerns and stand in solidarity with providers across the island.
