For those without formal identification, the government can implement a temporary identification system. This may involve issuing certificates after a basic verification process, such as affidavits signed by community leaders or cross-referencing with existing social service records. Dedicated grant distribution centers for the homeless can also be established, providing additional services such as meals and basic health check-ups alongside grant distribution.
To ensure inclusivity and reduce barriers, the government can consider a digital wallet or voucher system tied to an individual's biometrics. This approach allows recipients to access funds conveniently or redeem vouchers at specified locations, such as grocery stores or pharmacies. Community leaders and trusted individuals in high-risk areas can assist by verifying the identities of those without formal IDs, creating a registry of verified individuals for grant distribution.
An awareness campaign is critical to inform homeless and destitute individuals about the grant and how to access it. Radio, flyers, and word-of-mouth communication through community workers can effectively reach these populations. Additionally, post-grant support, such as financial literacy sessions and counseling, can help ensure the effective use of funds. Connecting recipients to housing, healthcare, and employment programs can also provide longer-term support.
