Atty. Cyrus E. Torreña, DPA, MNSA
Legal Counsel, AmHUMAN International

Atty. Cyrus E. Torreña’s life story is a testament to perseverance, hard work, and the transformative power of education. From his earliest years, he excelled academically—graduating with the highest honors at Impao Elementary School in 1982 and continuing his journey at Notre Dame of Isulan, where he finished high school with honors in 1986. His pursuit of knowledge led him to earn a Bachelor’s degree in Agricultural Business from Mindanao State University – General Santos City in 1991.

While working at a bank, Cyrus pursued his dream of becoming a lawyer. He completed his Law degree at the University of Mindanao in 2002, and by 2004, he was admitted to the Integrated Bar of the Philippines. His thirst for learning did not stop there—he earned a Master’s Degree in Public Administration from Notre Dame University, Cotabato City in 2006, followed by a Doctoral Degree in Public Administration from Southwestern University, Cebu City in 2011. In June 2024, he further distinguished himself by graduating with a Master in National Security Administration (MNSA) from the National Defense College of the Philippines.

Beyond his academic achievements, Atty. Torreña has lived a life of service. He has offered free legal assistance to farmers, police officers, fire personnel, jail staff, and members of the armed forces—reflecting his deep commitment to justice and community welfare. His public service career includes roles as Municipal Legal Officer of Isulan (2011–2012), Municipal Vice-Mayor of Isulan (2013), and Member of the Sangguniang Panlalawigan of Sultan Kudarat (2016–2019). In 2021, he was appointed Provincial Administrator of Maguindanao, and following the province’s reorganization in 2022, he became the first Provincial Administrator of Maguindanao Del Sur.

Today, Atty. Torreña continues his legacy of service as the Legal Counsel of AmHUMAN International, where his wisdom and integrity guide the institution’s mission of blending education, civic responsibility, and integrative sciences.

A multi-awarded public servant and lawyer, Atty. Torreña embodies resilience, leadership, and a lifelong devotion to education and public service.
