China Exports Plunge Amid Global Slowdown

BEIJING - China's exports recorded a third straight month of steep declines in July, underscoring the economic headwinds facing the world's second-largest economy.

Chinese customs data released Monday showed overseas shipments plunged 14.5% from a year earlier, the worst drop since early 2020. Imports also contracted 12.4% as domestic demand and investment weakened. The widening trade surplus reached $80.6 billion.

Economists had forecast a 13.3% export decline and 5.6% import fall.

The diminishing export engine compounds China's economic woes amid a property downturn and job market uncertainty. Shipments to major markets like the U.S. and E.U. dove double digits, reflecting reduced overseas appetite.

In a telling move, China's central bank twice reset the yuan's trading band on Monday, allowing more flexibility for depreciation. The currency later sank below 7.23 offshore.

Analysts believe exports may not rebound significantly until late 2022 at the earliest, given inventory overhangs and lingering monetary tightening abroad. The trade figures underscore China's struggle to reboot growth despite pandemic disruptions.

On equity markets, Hong Kong stocks dropped 1.8% Monday as investors reacted to the worse-than-expected trade data. Chinese firms, especially property, and tech, bore the brunt of sell-offs.

Hong Kong's sole rail operator, MTR Corporation, has handed out over 670 penalty notices to fare dodgers in just nine days, with 13% of offenders abusing the HK$2 subsidy scheme for elderly and disabled people.

The company has strengthened the frequency of ticket inspections and deployed manpower, and at the same time enhanced publicity and education on correct fare payment. The 671 cases of fare cheating coincided with the introduction of increased fines for evaders on June 25. Fines for passengers on heavy rail services doubled to HK$1,000 and went up by HK$80 from HK$290 to HK$370 on the light rail network.

The increased fines were launched as part of a drive by the rail giant to target fare cheats amid a debate over whether the subsidy scheme can remain viable because of the city’s ageing population.

Cheats who abused the HK$2 subsidy scheme for elderly and disabled account for 89 of 671 people caught skimping on fares.

However, it also poses several dangers, such as malicious uses, biases, autonomous weapons, and threats to privacy. To ensure AI benefits society, we must implement preventive measures.

AI can be used for malicious purposes, like creating fake news and deepfakes, leading to potential consequences for our democracy and society. Additionally, AI can be used for cyberattacks, causing data breaches and financial losses. AI systems can also be biased and discriminatory, perpetuating existing inequalities and reinforcing stereotypes.

Autonomous weapons, or "killer robots," present a significant threat to global security, as they can malfunction or be hacked, potentially causing catastrophic consequences. AI systems collecting vast amounts of data can also threaten privacy rights through mass surveillance and potential misuse of personal information.

To address these dangers, three key steps must be taken. First, regulating AI technology will ensure it benefits society, requiring laws and regulations addressing job loss, bias, and privacy violations. Transparency and accountability must also be ensured. Second, investment in education and training will prepare people for changes AI brings, providing support and retraining for those impacted by job loss. Lastly, encouraging collaboration between policymakers, industry leaders, and civil society will promote responsible and ethical AI development, involving public input and creating forums to discuss AI dangers and prevention strategies.

In conclusion, addressing AI's dangers requires regulation, investment in education and training, and collaboration among key stakeholders to ensure AI technology is used for societal benefit and not detriment.
