[譴責警方濫用武力怠忽職守 促請開展獨立調查還民公道]
就七月二十七,二十八日一連串示威活動,本會就警方打壓集會自由,以及暴力執法,罔顧市民安全作出嚴厲譴責。
面對政府漠視民意,警務人員涉嫌瀆職,民間曾陸續發起示威活動督請政府正視問題根源,回應五大訴求。然而警方卻針對上述兩日的示威發出反對通知書,明言禁止市民發聲,本會對於警務處打壓集會自由深感不解。
二十七日,前線警務人員疏散元朗民眾時於老人院附近投放大量催淚煙,致使多名老人受到波及,引發身體不適。部分警員更無差別攻擊記者及落單示威者,造成多人受傷。二十八日晚,警方毫無預兆下向示威者連續開槍,部分更以水平角度瞄準示威者上半身,以及近距離發射橡膠子彈。對於警方公然使用過份武力,本會敦促警方依從《警察通例》使用能維持和平所需的最低程度武力,以免對示威者及無辜市民造成無法挽救的身體損傷。
先前元朗有暴徒公然毆打民眾,警方當晚遲遲未到現場,亦在有充分證據下沒有即時進行拘捕行動。如今卻粗暴對待示威群眾,實有選擇性執法的嫌疑。警察作為執法者,原應竭盡所能維護及彰顯法治。但如今有部分警員目無法紀,以過份武力鎮壓和平示威者,卻讓真正的暴徒逍遙事外,背棄作為警員的基本原則,未能肩負其承擔守護香港的責任。
作為奉身於醫學的學子,我們亦痛心警方未能履行職責而出現有損市民生命安危的事件。本會在此呼籲警方盡快交代事件緣由,追究失責警員,勿再顛倒黑白,失信於民。

[Statement on Condemning Usage of Excessive Force by Police and Urge for Thorough Investigation on Assaults on 27-28/7]
This statement is issued to condemn the Hong Kong Police for their following actions on 27-28/7:
1. Abolishment of the freedom of assembly
2. Usage of excessive force on protestors and Yuen Long residents
With the government failing to respond to public opinion and the breach of duty by certain police officers, community organisations have organised several demonstrations in Sai Wan and Yuen Long to urge officials to solve problems and respond to the 5 demands, only to find the Hong Kong Police Force blocking their voice with a Letter of Objection. The Society hereby expresses skepticism towards the HKPF’s abolishment of protestors’ freedom of assembly through this action.
It is reported that during the peaceful demonstration in Yuen Long, the anti-riot Police Force used unnecessary force during the clearance operation involving usage of tear gas adjacent to an elderly home, directly causing irritation to several senior citizens. The night after, they are also reported firing rubber bullets in close proximity to the protestors at a horizontal angle, aiming at their upper body parts. We are especially concerned that such actions may inflict permanent damage towards the protestors. Hence, we urge the Police Force to follow the Police General Orders strictly and retain the minimal usage of force.
In the previous violence act in Yuen Long, the Police took a suspiciously long time to arrive at the crime scene, and no arrests were made that night even under clear sufficient evidence. Yet few days ago, they were seen oppressing protestors’ voices with brute force, drawing suspicion towards their standards of law enforcement. As the law enforcers of Hong Kong, the Police should do their best to uphold the rule of law and manifest its spirit. Lamentably, some police officers were repeatedly reported to be flouting the regulation, using excessive force to suppress peaceful protestors during the past months of frequent social movements. These actions have shown that those officers abandoned the principium of being part of the Police Force and defied their pledges to serve as law enforcers.
As students who dedicate their lives in the medical field, it is heartbreaking to hear such incident that threatens the safety of the general public due to failure of the Police Force to fulfill their responsibilities. Our society calls upon the police to give an account for the matter, to look into those police officers who shirk their duties, and to follow up those violent attacks that took place in Yuen Long bringing those thugs to justice. We strongly urge the Police Force not to distort the truth deliberately and betray the trust of the people of Hong Kong.
