Serangan fajar, istilah yang akrab di telinga masyarakat Indonesia merujuk pada praktik politik uang yang dilakukan menjelang hari pemungutan suara. Praktik ini bagaikan hantu yang membayangi demokrasi Indonesia, menggerogoti nilai-nilai luhur, dan menghambat terciptanya pemilu yang adil dan berintegritas. Serangan fajar biasanya dilakukan dengan cara membagikan uang, sembako, atau barang lainnya kepada para pemilih dengan tujuan untuk memengaruhi suara masyarakat pemilih. Praktik ini tidak hanya merusak moralitas pemilih, tetapi juga memicu berbagai dampak negatif. Praktik ini mencederai demokrasi. Tak bisa dipungkiri, politik uang mendistorsi proses demokrasi dengan menggantikan pilihan rasional pemilih dengan imbalan materi. Suara rakyat tidak lagi didasarkan pada visi dan misi calon pemimpin, melainkan pada jumlah uang yang mereka berikan.
Terkait hukum politik uang, termasuk p**a serangan fajar, Komisi Waqi'iyyah Bahtsul Masail Pengurus Wilayah Nahdlatul Ulama (PWNU) Jawa Tengah telah mengeluarkan keputusan penting terkait politik uang, yang dikenal dengan istilah "serangan fajar". Keputusan ini menyatakan bahwa hukum politik uang hukumnya haram. Terdapat tiga alasan utama di balik keharaman politik uang.
