Our Chief Inspector of Social Services, Carol Grogan, presented at the ‘Rights Don’t Get Old’ event at Trinity College yesterday afternoon. The event was hosted by the HSE National Safeguarding Office and the TCD School of Nursing and Midwifery to highlight World Elder Abuse Awareness Day.

Carol spoke about ‘Why a Human Rights-based approach to Health and Social Services is needed’ and how people using health and social care services in Ireland should expect that their human rights will be promoted and protected when they require care and support from services.

We have a number of resources to support staff in upholding human rights in their day-to-day work. Our Guidance on a Human Rights-based Approach in Health and Social Care Services, which was published in conjunction with Safeguarding Ireland, outlines ways of working to assist health and social care staff to embed a human-rights approach in their work. There was a 10% increase in concerns made to HSE Safeguarding and Protection Teams last year compared to 2020.

This week is Carers Week. Many people prefer to receive care in their own homes which allows them to stay there for as long as possible.

We recently published an evidence review of what safe, high-quality, person-centred practices in homecare and services look like. This evidence review will help to inform the development of National Standards Homecare and Support Services in Ireland.

Together with stakeholder engagement and public consultation, these findings will help us to develop the national standards. Feedback will be welcomed when the draft standards are published later.

The development of the National Standards for Homecare and Support Services is an important step towards improving the quality of homecare and home support services in Ireland.

This morning two members of our team presented at the European Social Services Conference.

Our Head of Programme for Children’s Services, Eva Boyle, and Standards Manager, Deirdre Connolly are presenting on ‘Developing Draft National Standards for Children’s Social Services, Informed by the Lived Experiences of Children and Young People Using these Services’.

Their presentation looked at how HIQA engaged with children and young people, hearing their views at every stage of the development process to ensure their voice was central to the standards.

This is the first time that national standards developed by HIQA have been presented in the voice of the child, setting out what outcomes they should expect from a service and what a service needs to do to achieve these outcomes.
