Dr Louise Rooney, Mental Health Reform Policy & Research Manager, spoke today on RTÉ Morning Ireland about the need to reform the Mental Health Bill following the review of North Kerry CAMHS.

The legislation must include a statutory right to independent advocacy to ensure that young people can exercise their rights and express their wishes and concerns.

As the Bill moves to Report Stage in the Seanad, we urge the Government to strengthen safeguards for children and young people.

We are deeply concerned by the recent review of North Kerry CAMHS. Every child who uses mental health services has the right to appropriate care and support. Too many children have been denied this right due to severe failures in clinical oversight, governance and accountability.

The Government must take immediate action to restore public trust in our mental health services.

A Galway family has highlighted serious concerns about how people in acute mental distress are supported in emergency departments. Tomorrow’s Oireachtas meeting is an opportunity to address their petition for dedicated mental health EDs.

Mental Health Reform have called for immediate investment to ensure all emergency departments meet minimum standards for supporting people in acute mental distress, including dedicated, safe spaces. At the same time, sustained funding is needed to develop alternative crisis care pathways. People in crisis deserve timely, compassionate support in appropriate settings.

Mental Health Reform welcomes the passage of the Mental Health Bill through Committee Stage in Seanad Éireann. As the Bill moves to Report Stage, we continue to call for stronger protections and safeguards for those accessing mental health services.

We welcome the Government’s commitment to advancing key amendments to the Bill. This progress reflects the impact of sustained advocacy by Mental Health Reform, its members, and people with lived experience. While progress is welcome, key reforms are still needed to protect the rights of people experiencing mental health difficulties.

As the Bill moves to Report Stage, we will continue to work with Government representatives and Members of the Opposition to secure meaningful improvements in the legislation.

Mental Health Reform is calling for the following key amendments in the Mental Health Bill:
- Provide a statutory right to advocacy
- Establish an Independent Complaints Mechanism
- Prevent the admission of children to adult units

Mental Health Reform is deeply concerned by the revelations in this week’s RTÉ Investigates programme.

The programme has highlighted that people with mental health difficulties are being criminalised through detention in prison due to the lack of appropriate diversion pathways to mental health services and supports.

These issues must be addressed with a whole-of-government approach. We urge the Government to increase investment in diversion schemes to divert people from imprisonment to the care of mental health services. This would reduce the pressure on the prison system and ensure individuals with mental health difficulties receive timely and appropriate treatment in the community.
