Создан в 2003 году. Мероприятия проводятся на русском языке, в партнерстве с МАШАВ-ом и в сотрудничестве с правительственными и неправительственными международными организациями, включая Агентство США по международному развитию (USAID), Международную организацию по миграции (IOM), Фонд Сороса, Всемирный банк, Программу развития ООН (UNDP), и другие.
Основное внимание Центр уделяет обществам, находящимся в процессе существенных изменений:
• от централизованной к рыночной экономике
• от политической диктатуры к демократии
• от нищеты к социальному и экономическому прогрессу
Центр поддерживает:
• исследования в области новых технологий
• инициирование и развитие стартовых проектов
• передачи технологий
Все программы Центра ориентированы на конкретные заявки. Участники учатся совмещать теорию и практику путем развития творческого мышления и поиском как традиционных, так и современных ответов.
Учебные курсы и семинары нацелены на разработку процесса, который можно охарактеризовать как "Делай Сам" путем адаптации израильских методов к реальностям стран участников программы.
Деятельность Центра концентрируется на следующих областях:
• Образование – "Интеграция детей-инвалидов в системе образования" (программа, ведущаяся совместно с правительством Москвы уже 10 лет)
• Общественный порядок – "Полиция и общество" (общественность и общинное руководство за обеспечение безопасности на местах)
• Роль НПО (неправительственных организаций) как важных факторов в обеспечении социального благополучия и деятельности по привлечению средств
• Лидерство в демократических обществах
• Переход к рыночной экономике
• Роль средств массовой информации в гражданском обществе
• Стратегии СМИ в области социальных изменений (сдвигов)
• Научные исследования и развитие технологий в Израиле и их передача как средство стимулирования экономического роста
• Технологические инновации и предпринимательство путем совершенствования промышленной базы знаний в Израиле, стимулирования научно-исследовательских и опытно-конструкторских работ (НИОКР) с высокой добавленной стоимостью и поощрения международного сотрудничества в сфере НИОКР.
В 2013 году Центр организовал и провёл:
• Международные курсы в Израиле, (более 190 специалистов из 12 стран СНГ)
• 1 курс в Москве (две группы общим числом более 100 участников)
• 8 Курсы в Израиле, специально подготовленных для организаций из стран СНГ
The Center for Cooperation and Advancement (CCA) was established in 2003. The center’s activities are conducted in Russian, in partnership with MASHAV and in cooperation with governmental and non-governmental international organizations, including USAID, IOM, the Soros Foundation, the World Bank, UNDP, and others. CCA focuses on societies undergoing significant processes of transformation:
• From centralized to free markets economies,
• From political dictatorship to democracy
• From poverty to social and economic advance. In addition, the CCA supports: Research for new technologies, the initiation and promotion of start-up projects and the transfer of technologies. The professional programs are application oriented: Participants learn to combine theory and reality by developing creative thinking and finding both traditional and modern responses; Training courses and workshops aim to develop a process which may be described as “self-doing” by adapting the methods learned in Israel to the realities of the participant’s home country. Our uniqueness:
• Territorial specialization: Russia and the former Soviet Union.
• 14 years of experience in the development, planning and execution of MASHAV courses and close cooperation with organizations and goverernmental bodies in the target countries.
• Long years of working relationships connected us to a wide array of organizations and facilities, enabled us to work with new factors and sources of information operating in Israel. Courses offered based directly on needs / requests from our target countries. Experienced staff and coordinators.
• Practical work experience in the former Soviet Union and vast knowledge with the factors associated with our areas of activity.
• Ability to conduct courses in the countries of the former Soviet Union and with experts from Israel.
• Our Center has a "track record of courses that became projects or implemented governmental policies in our target countries. A part of our courses and programs subjects:
• Education- mainly integration of disabled children in educational system".
• “Police and Community”, which teaches public and community leaders about local and communal security in cooperation with the country's police force.
