The Healthcare Committee Marks a Year of Successful Achievements

The Chamber Healthcare Committee held its quarterly meeting on October 30, marking the conclusion of a productive year of activity and collaboration.
During the meeting, Committee Lead, Idit Chernovitz, reviewed the committee’s key initiatives of its four active working groups: Rare Diseases, Oncology, Health Equity, and Innovation. These achievements are the result of dedicated work and strong cooperation with the Ministry of Health and other leading healthcare organizations.
In her summary, Idit highlighted two major breakthrough achievements:
The establishment of Israel’s first National Registry for Rare Diseases, a significant milestone that advances data-driven policymaking and improves early diagnosis and treatment.
A national oncology roundtable hosted in collaboration with the National Oncology Council, the Israel Cancer Association, and the Israeli Oncology Society, focusing on the importance of multidisciplinary Tumor Board practices and enhancing collaboration across hospitals nationwide.
During the meeting it was announce on establishing a new working group - “Prevention”. This group will focus on preventive medicine, which includes elements of health education, raising awareness, promoting a healthy lifestyle, and making information available to the public. We welcome additional companies to join our Healthcare Committee’s activities and contribute to efforts aimed to improve Patients’ quality of life.
Looking ahead, the Healthcare Committee will continue to develop its strategic work plans promoting a supportive business environment, advancing public health interests, and maintaining a professional dialogue with key decision-makers.
Galit Meyran, CEO of the Chamber, expressed her appreciation to Avi Matan, Committee Chair, for his leadership over the past two years, and to Idit Czernowitz for her commitment and initiatives to expand the committee’s activities—particularly in developing new initiatives to improve patient care.
Together with the Committee members, we will continue to drive innovation, equity, and better healthcare for the people of Israel.

We extend our heartfelt gratitude to U.S. President Donald Trump for his unwavering support of Israel and his remarkable efforts in achieving a historic agreement that led to the release of the hostages of the October 7 war and bringing an end to two years war between Israel and Hamas.

Foreign Digital Platforms Serving Israelis?
You May Be Subject to Israeli Law and Class-Action Lawsuits

International companies who do not have a physical presence in Israel and engage in online transactions with Israeli consumers are discovering a surprising fact: they may be at legal risk.
The Israel-America Chamber of Commerce (AmCham Israel) has launched a task force to address this fast-evolving legal risk of being subject to Israeli consumer protection law.

Recent Israeli Supreme Court decisions have affirmed that international companies who do not have a physical presence in Israel and engage in online transactions with Israeli consumers may not rely on “choice of law” clauses to exempt themselves from Israeli legal jurisdiction.

The most prominent case to date is the Agoda case. While currently under review following a request for an expanded panel, the Court’s original ruling emphasized that foreign companies without a physical presence in Israel that engage in online transactions with Israeli consumers cannot circumvent Israel’s mandatory consumer protection laws, even if their terms of use specify a different country’s legal system. In particular, the Court ruled that clauses attempting to impose foreign law in standard online contracts are unenforceable where they undermine the protections granted by Israeli law.

While that case is now under review following a request for an expanded judicial panel, the broader trend is clear: Global platforms serving Israeli consumers can no longer rely on foreign law clauses to shield them from local legal exposure.

AmCham Israel’s task force aims to develop concrete policy recommendations that protect consumers while ensuring Israel remains open and competitive for American businesses.

The Innovation Working-Group of the Healthcare Committee of the Chamber and the ARC Artificial Intelligence Center at Sheba Promote Collaboration in Medical Innovation

On July 29, 2025, representatives of the Innovation Working-Group of the Chamber’s Healthcare Committee, led by Committee Chair Avi Matan and Head of the Committee Idit ChernovitzI met with Dr. Gal Goshen, Medical Director of the AI Center and Head of the Artificial Intelligence Academy at the Sheba Medical Center ARC, along with his team.

During the meeting, Dr. Gal Goshen presented the activities of the unit, which operates as an integral part of the innovation and transformation division of the medical center, in close collaboration with the hospital administration, the research fund, and regulatory bodies. The unit is engaged in internal development efforts as well as collaborations with technology companies, the pharmaceutical industry, and academia.

The discussion focused on key areas for collaboration, including: data-driven clinical trials, personalized prevention tools, AI-based therapeutic recommendations, and the establishment of national drug mapping systems.

Several directions for future joint activities between the Committee’s Innovation Working-Group and Sheba ARC were agreed upon, including the integration of industry representatives into joint initiatives with the Ministry of Health and the healthcare system.

The Committee’s Innovation Working-Group will continue to work with all innovation center managers at hospitals and Kupot Holim for the shared goal of improving patient care in Israel.

אישור תקנות הרשם הוא מהלך היסטורי משמעותי אשר יהווה תשתית ארוכת טווח לשיפור שירותי הבריאות הציבורית עבור החולים במחלה נדירה. בזכות הרשם יתבצע מעקב שיטתי אחר שכיחות והיארעות של המחלה, לפתח מענים רפואיים עפ״י צורך, לנתח מגמות ויכולת לתכנן שירותים מותאמים בהתאם לצרכים שיתגלו.
בזכות מהלך מבורך זה, שנעשה בשיתוף כל הגורמים המקצועיים שצוינו, ישראל מצטרפת לשורת מדינות מערביות אשר עוקבת ומנטרת מחלות נדירות לפי הגדרה ברורה.
ועדת הבריאות של לשכת מסחר ישראל-אמריקה תמשיך לפעול לשיפור הסביבה הרגולטורית על מנת להשיק בישראל טכנולוגיות ותרופות פורצות דרך לטובת המטופלים בדומה לארה״ב ואירופה.
