Strengthening To***co Control in Uttarakhand

We are delighted to share that Prof. Sonu Goel, Director, RCTC & Professor, Department of Community Medicine and School of Public Health, PGIMER Chandigarh, had a highly constructive meeting with Dr. R. Rajesh Kumar, I.A.S., Health Secretary, Government of Uttarakhand.

The discussion centered on reinforcing and ensuring the effective implementation of Article 5.3 policy in the state—an essential safeguard against to***co industry interference.

🚨 GST 2.0 Update | To***co & Pan Masala Stay Out of 40% Slab (for now)

At its 56th meeting, the GST Council approved a major shift to a two-slab GST system (5% & 18%), effective September 22, 2025.

A new 40% tax rate has also been introduced for “sin & luxury goods” like pan masala, gutkha, ci******es, and chewing to***co—calculated on retail sale price (RSP) rather than transaction value.

👉 However, the rollout of this 40% slab on to***co & pan masala has been deferred. These products will continue under the existing GST + compensation cess regime until cess-linked borrowings are fully repaid.

Why this matters:
✅ Prevents disruption to state revenues tied to compensation cess
✅ Eases transition for businesses in the sector
✅ Maintains reform momentum while balancing fiscal stability

This phased approach signals India’s cautious but determined path towards tax simplification.
