ADIP Scheme And Other Disability Schemes – India
There are many state and central government schemes for deaf and dumb and other disabilities. The ADIP scheme (Assistance to Disabled Persons for Purchase / Fitting of Aids and Appliances) is very popular. There are many other Disability schemes to help the PwD’s, right from free education for the children, training and skilling workshops to financial assistance for the self-employed.

The ADIP Scheme (Assistance to Disabled Persons)
The main aim of the ADIP Scheme is to help disabled persons procure scientifically manufactured modern aids that can promote their physical, social, and psychological rehabilitation by reducing disabilities. PwDs are given aids with the aim of making them independent and arresting their secondary disability. The aids and appliances supplied under the scheme are of good quality with a warranty and are BIS (Bureau of Indian Standards) certified. The ADIP Scheme also provides assistance to conduct corrective surgeries before providing the device to people with disabilities.


The government has laid down certain guidelines regarding eligibility.

Eligibility Of The Beneficiaries
A person with disabilities fulfilling the following conditions is eligible for assistance under the ADIP Scheme.


An Indian citizen of any age.
Holds a 40% Disablement Certificate.
Has a monthly income from all sources not exceeding Rs. 20,001/- per month.
In the case of dependents, the income of parents/guardians should not exceed Rs.20,000/- per month.
Who has not received assistance during the last 3 years for the same purpose from any source. However, for children below 12 years of age, this limit would be one year.
What Is The Amount Of Assistance?
Aids/appliances which do not cost more than Rs. 10,000/- are covered under the Scheme for a single disability. However, in the case of Students with

Conductive hearing loss occurs when something blocks sound waves from reaching the inner ear. Sensorineural hearing loss is caused by damage to the inner ear or to the nerves that send sound to the brain. Sensorineural hearing loss is more likely to be permanent and to cause deafness. Sometimes a mixture of conductive and sensorineural hearing loss can occur.

No. 1971 /DDSW-GA-II/71 The Governor of Haryana is pleased make the following rules namely “Scholarships to the physically handicapped” which will come into force wit effect from Ist April, 1968. These rules are incorporating the amendments made from time to time and shall be applicable throughout the State of Haryana.

DEFINITIONS

The blind are those who suffer from the following conditions:-

The Blind

a) Total absence of sight.

b) Visual acuity not exceeding 3/60 to 10/200 (Sheller ) in the better eye with correcting.

The Deaf

The deaf are those in whom the sense of hearing is on functional for the ordinary purpose in life.

The Orthopaedically Handicapped

The orthopaedically handicapped are those who have a physical defect or deformity which cause an interference with the normal functioning of the bones, muscles and joints.

Scheme of National Scholarships for Persons with Disabilities

Under the Scheme of National Scholarships for Persons with Disabilities, every year 500 new scholarships are awarded for pursuing post matric professional and technical courses of duration more than one year. However, in respect of students with cerebral palsy, mental retardation, multiple disabilities and profound or severe hearing impairment, scholarship are awarded for pursuing studies from IX Std. onwards. Advertisements inviting applications for scholarships are given in leading national/regional newspapers in the month of June and also placed on the website of the Ministry. State Government/ UT Administrations are also requested to give wide publicity to the scheme.

Students with 40% or more disability whose monthly family income does not exceed Rs. 15,000/-are eligible for scholarship. A scholarship of Rs. 700/- per month to day scholars and Rs. 1,000/- per month to hostellers is provided to the students pursuing Graduate and Post Graduate level technical or professional courses. A scholarship or Rs. 400/- per month to day scholars and Rs. 700/- per month to hostellers is provided for pursuing diploma and certificate level professional courses. In addition to the scholarship, the students are reimbursed the course fee subject to a ceiling of Rs. 10,000/- per year. Financial assistance under the scheme is also given for computer with editing software for blind/ deaf graduate and postgraduate students pursuing professional courses and for support access software for cerebral palsied students.

Assistance to Disabled Persons for Purchase / Fitting of Aids and Appliances (ADIP Scheme)

The main objective of the Scheme is to assist the needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation, by reducing the effects of disabilities and enhance their economic potential. The aids and appliances supplied under the Scheme must be ISI.

The quantum of assistance and income limit under the ADIP scheme is as follows:

Reservation to the Persons with Disabilities in posts in Government Establishments

Section 33 of the Persons with Disabilities Act, 1995 provides for reservation of not less than three per cent of vacancies in identified posts, by appropriate Governments, for persons with disability, of which one per cent each is to be reserved for persons suffering from

blindness or low vision
hearing impairment
locomotor disability or cerebral palsy.
As per Allocation of Business Rules, 1961, reservation of posts in the Govt., for certain classes of citizens is the concern of Department of Personnel & Training (DOPT).
