Job Description: Block Coordinator
The Block Coordinator will play a pivotal role in overseeing and implementing the program across 7 Gram Panchayats in Manatu Block. Reporting to the Project Director, the Block Coordinator will lead a team of 15 Panchayat Coordinators and collaborate with the MIS Coordinator and Accountant to achieve program objectives.
Key Responsibilities
1. Program Management and Coordination
I. Oversee program implementation across 70 villages in 7 Gram Panchayats, ensuring alignment with the Programme Design Document and Grant Agreement.
II. Coordinate with Panchayat Coordinators to ensure effective ex*****on of Tola Sabhas, Gram Sabhas, and community campaigns.
III. Monitor progress toward program outcomes, including linking to social security schemes, creating MGNREGA assets, submitting CFR/IFR claims and prepare forest management plan.
2. Community Engagement and Capacity Building
I. Facilitate the identification and training of community leaders to represent Gram Sabhas and drive citizen engagement.
II. Support regular Tola Sabhas and ensure women’s participation in Gram Sabhas.
III. Promote awareness of schemes, entitlements, and governance processes among tribal, SC, and PVTG communities.
3. Institutional Strengthening
I. Ensure all 7 Gram Panchayats operate regularly (thrice weekly) with functional help desks for grievance redressal and application support.
II. Support Gram Sabhas to make coordination with GPs and block/district administration.
III. Facilitate Gram Sabha meetings.
4. MGNREGA and Livelihood Support
I. Oversee MGNREGA activities, including plantation and asset creation (e.g., percolation tanks, field bunds, irrigation wells) for ~350 households.
II. Ensure 10–15 additional MGNREGA workdays per year for workers.
5. Monitoring and Reporting
I. Collaborate with the MIS Coordinator to track program progress, including scheme linkages, petition submissions, and asset creation.
II. Prepare regular reports for the Project Director and stakeholders, highlighting achievements, challenges, and recommendations.
6. Stakeholder Engagement
I. Liaise with Gram Panchayats, block/district administration, and other stakeholders to ensure smooth program implementation.
II. Address challenges related to inactive grievance mechanisms and low awareness of schemes.
Qualifications and Skills
• Bachelor’s degree in social work, rural development, or a related field (Master’s degree preferred).
• Minimum of 4–6 years of experience in community development, rural governance, or livelihood programs, preferably in Jharkhand.
• Strong understanding of MGNREGA, social security schemes, and forest rights (CFR/IFR).
• Proven leadership and team management skills, with experience coordinating field teams.
• Excellent communication and interpersonal skills to engage with diverse communities, including tribal and SC populations.
• Ability to work in challenging, resource-constrained environments.
• Proficiency in data monitoring and reporting; familiarity with MIS tools is a plus.
• Knowledge of local languages (e.g., Hindi, local languages) is highly desirable.
