All India Federation of Anganwadi Workers & Helpers Aifawh CITU This page dedicated to the issues & demands of 28 lakh Anganwadi workers & helpers working all over India in ICDS, the scheme of the Central Government.

The Integrated Child Development Services (ICDS) Scheme is a central Scheme under the Ministry of Women and Child Development, Government of India, which aims at the overall development of the children under six years, through anganwadi centres. It provides supplementary nutrition and referral health services to children under six years and pregnant women and lactating mothers and also to the teenage girls. It also provides pre school education to the 3-6 year old children. Started in 1975 in 33 blocks in an experimental basis, it has now expanded to --- blocks in the country. Nearly 10 lakhs anganwadi centres function all over the country. The anganwadi workers and Helpers are grass root level workers who impart these services to the poor and downtrodden. But the government does not recognise them as workers but call them ‘voluntary social workers” and give them a pittance in the name of ‘honorarium.’

The All India Federation of Anganwadi Workers and Helpers (AIFAWH) was formed by the Centre of Indian Trade Unions (CITU) in a national convention in Delhi in 1989. Its first conference was held in Udaipur in Rajasthan in 1991 with Vimal Ranadive as President, Bhabatosh Roy as Working President and Neelima Maitra as the General Secretary. Subsequent conferences were held in Calcutta in 1994, Bhopal in 1998, Puri in 2002, Bangalore in 2005 and the sixth conference in Chandigarh in 2009. During these twenty years, AIFAWH has led several militant struggles on the demands of anganwadi employees; it has also been consistently fighting for the universalisation of ICDS and for its effective implementation. It has been making efforts to rally the support of the beneficiaries of ICDS – the lakhs of women and children belonging to poor peasants’, agricultural workers’, unorganised sector workers’ families in this struggle. On two occasions it has collected crores of signatures from the beneficiaries all over the country on a memorandum to the Prime Minister against privatisation of ICDS and improvement in the conditions of the anganwadi employees. It regularly publishes booklets and leaflets and conducts campaigns on ICDS and anganwadi employees. The sustained campaigns and struggles led by AIFAWH and its affiliated unions in different states have not only helped in achieving some benefits for the anganwadi employees, they have created self confidence among these lakhs of women workers, most of them working in the villages, hills and urban slums. They have also led to increasing awareness about the importance of ICDS in ensuring the right to food, education and health of the children below 6 years. Today, AIFAWH has units in 23 states in the country across Jammu and Kashmir to Kerala and Tripura to Punjab. Members of AIFAWH actively participate in the joint trade union campaigns and struggles, for the improvement of the conditions of the workers in different sectors, of the agricultural workers, peasants and women.

Anganwadi Employees submitted memorandum to officials and demand

 Ministry of WCD, Government of India must take immediate measurers to observe the completion of 50 years of ICDS in a befitting manner.
 Stop mandatory implementation of FRS authentication immediately. Ensure all services to all eligible right holders.
 With a proper review of experience of five decades of ICDS, take urgent legal and administrative measures to institutionalise ICDS (Saksham Anganwadi and Poshan 2.0)
 Enact a legislation to ensure Right to Early Childhood Care and Education (ECCE) for children under six and Right to maternity benefit for all women with anganwadi centres as nodal agencies. Develop anganwadi cm creches taking care of local needs with proper infrastructure and necessary human resource. Withdraw NEP. No linking of ECCE to formal education system
 Take immediate measurers to implement the recommendations of the 45th and 46th Indian Labour Conferences and provide them minimum wages .26,000 per month, pension .10000 per month and all other social security measures including PF and ESI. Uniform service conditions to all workers and helpers throughout the country
 The Government of India implement the Supreme Court order on Gratuity and the Gujarat High court order on regularisation in letter and spirit with immediate effect.
 Withdraw all measurers weakening the ICDS like direct cash transfer to the beneficiaries, mandatory linking of Aadhar for benefits of schemes, targeting and surveillance in the name of digitization of schemes, privatization by introduction of centralized kitchen etc.
 Withdraw the four Labour Codes forthwith. Acknowledge the labour rights of anganwadi workers and helpers

सीटू से संबद्ध गुजरात आंगनवाड़ी कर्मचारी संगठन के आह्वान पर, आंगनवाड़ी कार्यकर्ताओं ने सड़कों पर उतरकर अहमदाबाद में एक विशाल विरोध सभा आयोजित की, जहाँ राज्य सरकार द्वारा आंगनवाड़ी कार्यकर्ताओं और सहायिकाओं को न्यूनतम वेतन देने के गुजरात उच्च न्यायालय के आदेश को लागू करने से इनकार करने के विरोध में प्रदर्शन किया गया। साथ ही, उन्होंने सेवानिवृत्ति की आयु बढ़ाने और काम के लिए मोबाइल फोन वितरित करने सहित अन्य अनसुलझे मांगों को भी उठाया।
बार-बार विरोध प्रदर्शनों, रैलियों और ज्ञापनों के बावजूद, सरकार ने बातचीत के लिए कोई तत्परता नहीं दिखाई है। यह निर्णय लिया गया कि 1,000 आंगनवाड़ी कार्यकर्ता 1 से 10 दिसंबर तक भूख हड़ताल पर रहेंगी और अपना विरोध तेज करेंगी।

On the call of CITU-affiliated Gujarat Anganwadi Karmachari Sangathan, Anganwadi workers took to the streets and held a massive protest meeting in Ahmadabad against the state government's refusal to implement the Gujarat High Court order on minimum wages to anganwadi workers and helpers, and raised other unresolved demands including raising of retirement age and distribution of mobile phones for work purposes.
Despite repeated protests, rallies, and representations, the government has not shown readiness for dialogue. It was decided that 1,000 Anganwadi workers will go on a hunger strike from December 1-10 and intensify their protest.

• AIFAWH, AWFFI and MDMWFI welcomes the increase in remuneration of Anganwadi, ASHA and MDM workers in Kerala
• Demand the Government of India implement the 45th ILC recommendations on scheme workers immediately
• Will organise day and night dharna in central minister’s constituencies in December

Kerala Left and Democratic Front Government announces increase in Remuneration to Anganwadi Workers and Helpers (Rs.1000 per month for both), ASHA Workers (Rs.1000 per month) and Mid Day Meal Workers (Rs.50 per day).
All India Federation of Anganwadi Workers and Helpers (AIFAWH), ASHA workers and Facilitators Federation of India (AWFFI) and Mid Day Meal Workers Federation of India (MDMWFI) congratulates the Anganwadi, ASHA and MDM workers of Kerala and their movement for their achievement.

We also Congratulate the LDF government of Kerala for its commitment to the working class of the country, especially to the care workers. Kerala is the state where the MDM workers are paid the highest. Kerala is among the states where Anganwadi workers and helpers as well as ASHA workers get highest remuneration.

This announcement is all the more important considering the fact that the government of India is denying Kerala the state share for these schemes ICDS, NHM and MDMS since many months. In spite of its financial constraints, the Kerala LDF government has fulfilled its promise to the anganwadi, ASHA and MDM workers of the state whereas the Government of India has not increased the remuneration since 2018 and is making efforts to privatize the schemes and eliminate the beneficiaries.

AIFAWH, AWFFI and MDMWFI demand that the Government of India immediately release the state share of the funds due to all the states including Kerala. We also demand that the government of India institutionalise these basic services schemes contributing much to the development of the nation and its people. In 2025, ICDS has completed 50 years, the MDMS 30years and the NHM 20 years. We demand that the government regularise the scheme workers, pay them minimum wages, pension, gratuity and other social security benefits as per the recommendations of the 45th Indian Labour Conference and many court orders.

AIFAWH, AWFFI and MDMWFI will organise massive day and night protest in all the central ministers’ constituencies in the first week of December 2025.

एआईएफएडब्ल्यूएच, एडब्ल्यूएफएफआई और एमडीएमडब्ल्यूएफआई ने केरल में आंगनवाड़ी, आशा और मध्यान्ह भोजन (एमडीएम) कर्मचारियों के मानदेय में वृद्धि का स्वागत किया।

केंद्र सरकार से मांग की गई कि वह तुरंत स्कीम वर्कर्स से संबंधित 45वें भारतीय श्रम सम्मेलन (ILC) की सिफारिशों को लागू करे।

दिसंबर महीने में केंद्रीय मंत्रियों के निर्वाचन क्षेत्रों में दिन-रात धरना आयोजित किया जाएगा।

केरल की वाम लोकतांत्रिक मोर्चा (एलडीएफ) सरकार ने आंगनवाड़ी कार्यकर्ताओं और सहायकों को ₹1000 प्रति माह, आशा कार्यकर्ताओं को ₹1000 प्रति माह, तथा मध्यान्ह भोजन (एमडीएम) कर्मियों को ₹50 प्रति दिन की दर से मानदेय में वृद्धि की घोषणा की है।

ऑल इंडिया फेडरेशन ऑफ आंगनवाड़ी वर्कर्स एंड हेल्पर्स (AIFAWH), आशा वर्कर्स एंड फैसिलिटेटर्स फेडरेशन ऑफ इंडिया (AWFFI) तथा मिड डे मील वर्कर्स फेडरेशन ऑफ इंडिया (MDMWFI) ने केरल के आंगनवाड़ी, आशा और एमडीएम कर्मचारियों तथा उनके आंदोलन को इस उपलब्धि के लिए बधाई दी है।

हम केरल की एलडीएफ सरकार को भी बधाई देते हैं, जिसने देश के मेहनतकश वर्ग, विशेष रूप से देखभाल करने वाले कर्मचारियों (care workers) के प्रति अपनी प्रतिबद्धता को साबित किया है। केरल वह राज्य है जहाँ एमडीएम कर्मियों को सबसे अधिक वेतन मिलता है। साथ ही, यह उन राज्यों में से एक है जहाँ आंगनवाड़ी कार्यकर्ता, सहायक और आशा कार्यकर्ताओं को भी सबसे अधिक मानदेय प्राप्त होता है।

यह घोषणा और भी महत्वपूर्ण है क्योंकि भारत सरकार पिछले कई महीनों से केरल को आईसीडीएस (ICDS), एनएचएम (NHM) और एमडीएमएस (MDMS) योजनाओं के तहत राज्य की हिस्सेदारी की राशि नहीं दे रही है। वित्तीय कठिनाइयों के बावजूद, केरल की एलडीएफ सरकार ने राज्य के आंगनवाड़ी, आशा और एमडीएम कर्मियों से किए गए वादे को पूरा किया है, जबकि भारत सरकार ने 2018 से अब तक उनके मानदेय में कोई वृद्धि नहीं की है और इन योजनाओं के निजीकरण तथा लाभार्थियों को समाप्त करने की दिशा में कदम उठा रही है।

एआईएफएडब्ल्यूएच, एडब्ल्यूएफएफआई और एमडीएमडब्ल्यूएफआई भारत सरकार से यह मांग करते हैं कि वह सभी राज्यों, जिनमें केरल भी शामिल है, को राज्य की हिस्सेदारी के बकाया धन को तुरंत जारी करे।

हम यह भी मांग करते हैं कि भारत सरकार इन मूलभूत सेवाओं से संबंधित योजनाओं को संस्थागत रूप प्रदान करे, जो राष्ट्र और उसके नागरिकों के विकास में अत्यधिक योगदान देती हैं। वर्ष 2025 में आईसीडीएस को 50 वर्ष, एमडीएमएस को 30 वर्ष और एनएचएम को 20 वर्ष पूर्ण हुए हैं।

हमारी मांग है कि सरकार इन योजनाओं के अंतर्गत कार्यरत कर्मियों को नियमित कर्मचारी घोषित करे और उन्हें न्यूनतम वेतन, पेंशन, ग्रेच्युटी तथा अन्य सामाजिक सुरक्षा लाभ प्रदान करे — जैसा कि 45वें भारतीय श्रम सम्मेलन और कई न्यायालयों के आदेशों में अनुशंसित किया गया है।

एआईएफएडब्ल्यूएच, एडब्ल्यूएफएफआई और एमडीएमडब्ल्यूएफआई दिसंबर 2025 के पहले सप्ताह में सभी केंद्रीय मंत्रियों के निर्वाचन क्षेत्रों में बड़े पैमाने पर दिन-रात विरोध प्रदर्शन (धरना) आयोजित करेंगे।
