HNYM arms villagers with bows and arroow Reporter Last updated Jul 5, 2023

Hynniewtrep National Youth Movement (HNYM) president, Louis Dohtdong.

SHILLONG, June 5: Police on Tuesday arrested Hynniewtrep National Youth Movement (HNYM) president, Louis Dohtdong for distributing over 100 traditional bows and 1,000 arrows among the residents of Mukroh village in the disputed areas in Block-I under West Jaintia Hills “to protect them from high-handedness and atrocities of the Karbi militants”.

He said he had already informed the police that these weapons were distributed in July last year.

The police registered a suo motu case against Dohtdong and booked him under various sections of the IPC. He was charged, among others, with attempting to cause communal violence. His statement was also recorded.

“The Khasi-Pnar population would need to protect themselves if the state government is not able to take steps to protect them by setting up a police outpost,” Dohtdong told reporters after he was summoned at the Lumdiengjri police station.

The police summoned him for his remarks during the protest against the Mukroh firing incident in November last year where he had termed the Secretariat as a “den of thieves” and also for threatening to float a militant group in Khasi-Jaintia Hills.

Stating that he is not encouraging people to use guns, the HNYM president said people will need to protect themselves in case the government fails to do its duty of protecting them from the Karbi militants.

“If the state government fails to protect the people at the border area, it is our bounden duty to protect our people,” he said.
He said he had made the “Secretariat is a den of thieves” remarks after witnessing wasteful expenditure of public money by the state government.

He said the government is wasting a lot of money by deciding to appoint over 60 private consultants. This is unnecessary, he said.

Dohtdong lambasted the government for allegedly patronising politicians, including former MLAs who were defeated in the Assembly elections, by appointing them as chairmen and co-chairmen of various boards and corporations.

“I want to ask if this is not misuse of public funds,” Dohtdong said.

He asked why he should reveal if there is a move to float a militant group.

“If the government fails to protect the local population residing along the interstate border, then we are ready to take any extreme steps,” he reiterated.

Behdieñkhlam Festival’s vibrant celebrations await in Jowai, Meghalaya
|The Rising MeghalayaJuly 3, 2023|

Jowai is all set for the grand Behdieñkhlam Festival this year! The festival, which lasts for four days and three nights, will begin on July 6 and culminate on July 9. This year’s festival has a theme that includes social issues, politics, environmental protection and the G20 agenda, showcasing its broader significance.

The Behdieñkhlam Festival, also known as “Khlam,” focuses on driving away the plague or pestilence. The main highlight of the festival is the creation of “Dien Khlam” and “Khnong,” which are rounded, polished, and straight tree trunks obtained from the forest. These trunks will be brought to Jowai town.

The youth in various localities of Jowai showcased their artistic skills by designing “rots” to display in the sacred pool, while women are busy with food preparations and cleaning their houses for various rituals. In the nighttime, the youth gather in different localities to dance to the beat of drums, pipes (Tangmuri), and cymbals, welcoming the Behdieñkhlam festival with vibrant celebrations.

The Behdieñkhlam festival is expected to attract tourists from outside the state and abroad, and dignitaries including the Governor of Meghalaya and Minister of Health, Ampareen Lyngdoh, have confirmed their visits. Invitations have also been extended to officials from the Ministry of DoNER and the minister in charge, awaiting their confirmation.

The festival is supported by the Tourism Department and Arts and Culture Department of Meghalaya, highlighting its importance in promoting tourism and preserving the cultural heritage of the region.

President Seinraij Jowai, OR Shallam in a press briefing on Monday said the festival’s primary purpose is to chase away the plague in society, it has now expanded to combat corruption and promote positive change in individual mindsets for a better future. The issue of drug abuse has also been a concern, with recent police confiscations of significant amounts of drugs, including cannabis.

Dolloi Elaka Jowai, Puramon Kynjing, the chief of Elaka, leads all the rituals, and preparations for Behdieñkhlam have been underway since March. He said various rituals, such as “Thoh Langdoh,” “Chad Thoh,” “Knia Khang,” and the recent “Knia Pyrthat,” have been performed to seek protection from the Almighty and to pray for good health, prosperity, and abundant harvest.

The ritual called Knia Pyrthat, dedicated to the Thunder God, with participation from Soo Langdoh. It aimed to strengthen the administration in various raij, including Ialong, Tuber, Chyrmang, and Jowai, all falling under Elaka Jowai, Dolloi said.

General Secretary Seinraij Jowai Arwotki Sumer calls for the cooperation of all Jowai residents and adjoining villages during these four days, as there will be traffic restrictions due to the concentration of ritual places and dances in the heart of Jowai Town in Iawmusiang. He extends greetings for the Behdieñkhlam Festival to all citizens, wishing them a bountiful harvest, prosperity, and good health.

On the developmental project at Aitnar Pool (Sacred Pool), President Seinraij Shallam informs that the work is still in progress. The Entrance Gate and Gallery have been completed, while the festival facilitation centre is still under construction. These development activities have been carried out by Meghalaya Tourism as part of the Development of Infrastructure for Pilgrimage Facilitation in Meghalaya under the PRASAD Scheme.

The state government of Meghalaya on June 12 issued a notification stating that all individuals above 70 years shall not be employed or re-employed in the state government offices to ensure that the uniform cut-off age is followed in cases of re-employment or employment.

“All Departments/agencies of the State Government like Societies, Corporations who have persons who have been employed or re-employed and are above the age of 70 (seventy) years should henceforth be terminated”, stated the notice.

Meanwhile, the Voice of the People’s Party (VPP) has for long being demanding the halt in recruitment process in various government departments until a roster system for job reservation policy is deliberated upon.

Speaking over the VPP's demand, the Chief Minister said that job recruitment cannot be stopped as it will affect the age of youths applying for employment in government posts.

“Recruitments cannot stop I mean if we put a stop to recruitment, then many of our youngsters who are meant to get jobs and who are going to apply for them will get overage, as the days go by will suffer and hence in the larger interest of ensuring that the youth get the jobs while the review or the discussions or the committees will deliberate on the different aspects of reservation policy. The recruitments will continue,” he added.

Reacting to a question if the Reservation Roster will be retrospective or prospective, Sangma also clarified that roster is a continuous process and it is required to know where we are in the roster at present.

Meghalaya Govt to regulate operation of two-wheelers as taxi aggregators

The state government is all set to regulate the taxi aggregators operating in the state.

This comes after the state capital has witnessed the growing dependence of the public on two-wheelers as a means of transportation.

However, the majority of these two-wheelers, which are popularly known to people as “Rapido”, are operating as taxi aggregators without obtaining any licenses from the competent authority.
When asked about the steps taken by the government to regulate this new public service provider, Commissioner & Secretary in-charge Transport E Kharmalki told reporters on Tuesday that the state government will very soon notify the permit tax, road tax and passenger fares to be charged by the taxi aggregators.
He said the Ministry of Road Transport had issued a statutory order dated June, 2021 which had notified that two-wheelers can be considered as taxi aggregators. Based on this, the state transport department had accordingly floated the advertisement inviting interested parties to register with the department and obtain a license to operate as taxi aggregators.
“So far, only one applicant by the name of Jet 24×7 had got the license to operate as a taxi aggregator in the state. However, they are yet to operate because the state government has to notify the permit tax, road tax and passenger fares,” Kharmalki said.

When asked, the Commissioner & Secretary in-charge Transport said, “The permit tax, road tax and fares to be charged by the taxi aggregators will soon be placed before the State Cabinet for its approval.”
According to him, the government is making all efforts to speed up the matter to regulate the operation of the taxi aggregators in the state.

Tura, June 21: The Centre for Environment Protection and Rural Development (CEPARD) in Garo Hills on Wednesday alleged the presence of numerous illegal sawmills within and near the border of Assam and Meghalaya.
According to the organization, the illegal operations have become a profitable business for timber smugglers, with some even having close ties to politically affiliated entities.
“CEPARD’s study shows that many tribal people living in the region also participate in this illegal trade, selling their timber for quick profit. Unfortunately, the supply of these illegally obtained resources passes through the porous border and riverine zones of Assam and Meghalaya. Since the COVID-19 lockdown, this problem has only intensified and could have serious ecological impacts on the Western Plain Belt of the region,” the organization said.
The organization said that Rajabala, Tikrikkilla, and Phulbari are particularly sensitive regions and urgently called upon the people and the ruling administration to take action adding, lack of it could lead to the complete loss of vegetative cover in the Western Plain Belt areas.
“CEPARD appeals to all stakeholders, including the government, NGOs, and local communities to unite and work towards preserving the rich biodiversity of the Assam-Meghalaya border area. Failure to address the issue could result in permanent damage to the habitat and deprive the generation of the natural wealth which we have inherited,” it warned.
