No gimmicks.

Make it affordable.
Minimum emphasis on passive pain relief.
Convert limited mobility to better level during follow ups.

The best that government & health ministry can do for Knee Osteoarthritis is to promote exercise (for patients) only under the guidance of physiotherapists.
