This condition is typically due to weakness or paralysis of the dorsiflexor muscles, most notably the tibialis anterior, and can arise from various causes including peroneal nerve injury, stroke, multiple sclerosis, muscular dystrophy, or spinal cord disorders.

Conservative treatment aims to manage symptoms and improve functional mobility. A key aspect of conservative management is the use of orthotic devices, particularly Ankle-Foot Orthoses (AFOs).
