CMO reviews functioning, ongoing works at PHC Assar

ASSAR, APRIL 14: To review the functioning of health facilities, Chief Medical Officer Dr Tanveer Ahmed Rather conducted a surprise inspection of PHC Assar.

The visit was aimed at checking staff attendance and assessing the overall functioning of the health facility. During the inspection, the CMO visited all sections of the PHC and thoroughly reviewed staff attendance and service delivery.

Dr. Rather also interacted with the staff on duty and impressed upon them to work with greater dedication and commitment in order to ensure quality healthcare services to the public.

Later, the CMO reviewed the ongoing construction work of the BPHU Laboratory at PHC Assar, where Dr Syed Mohd Ismail, BMO Assar, briefed him about the progress and status of the work being executed.

The CMO emphasized timely completion of the project and stressed the importance of strengthening laboratory services to enhance healthcare delivery in the area.

One fully equipped Digital Subtraction Angiography (DSA) Laboratory in the Jammu region; and One fully equipped Digital Subtraction Angiography (DSA) Laboratory in the Kashmir region.
Sukesh C. Khajuria, a Senior Social and Health Activist, has written to the Union Health Minister J.P.Nadda to provide Digital Subtraction Angiography (DSA) is a critical, life-saving diagnostic and interventional technology indispensable for the management of cardiovascular, neurovascular, and peripheral vascular diseases in J&K. He wrote in his representation that in the larger public interest and in furtherance of the constitutional mandate to ensure accessible, affordable, and quality healthcare for all citizens, it was incumbent upon the State to ensure the availability of adequate medical infrastructure, particularly in geographically sensitive and underserved regions such as the Union Territory of Jammu & Kashmir.
He further said that right to health forms an integral facet of Article 21 of the Constitution of India, which guarantees the right to life and personal liberty. He regretted that the availability of such advanced medical facilities within the Union Territory remains grossly inadequate and as a consequence, patients—often in emergency and time-sensitive conditions such as stroke or cardiac events—are compelled to seek treatment outside the Union Territory. :This not only causes unwarranted delays in medical intervention but also imposes severe financial and logistical burdens on patients and their families, thereby adversely affecting health outcomes and, in certain cases, resulting in preventable fatalities,” he added
He requested that the Ministry should Consider the establishment of a fully equipped Digital Subtraction Angiography (DSA) Laboratory in the Jammu region; and a fully equipped Digital Subtraction Angiography (DSA) Laboratory in the Kashmir region.These facilities may preferably be installed in premier government medical institutions to ensure equitable access, affordability, and optimal utilization in the public healthcare system.
He hoped that the proposed initiative would, strengthen tertiary healthcare infrastructure in the Union Territory; facilitate timely diagnosis and intervention in critical medical emergencies, including stroke and cardiac conditions;
Reduce dependency on out-of-region referrals; and Advance the objectives of universal healthcare in alignment with national health policies.
He argued that given the unique geographical constraints and healthcare accessibility challenges in Jammu & Kashmir, the establishment of such facilities is not merely desirable but essential to uphold the principles of equity and justice in healthcare delivery.
He pleaded that his representation be considered with due urgency and that appropriate directions be issued for the implementation of the aforesaid proposal in the larger national interest.

Advanced Gene-Level Cancer Testing Now Available at GMC Jammu, Thousands of Tests Conducted Free of Cost

In a major advancement for cancer diagnosis and treatment, Government Medical College Jammu has started conducting advanced, gene-level cancer tests, enabling accurate detection and personalized treatment planning within the region itself.
An Advanced Molecular Oncology Diagnostic Laboratory has been established in the Department of Pathology, where expensive tests—earlier costing thousands of rupees—are now being conducted free of cost.
In the initial phase, the laboratory is focusing on testing for breast and lung cancer. However, efforts are underway to expand the scope of testing in the near future. Previously, such advanced diagnostic tests were only available outside Jammu and Kashmir. The newly established lab at GMC Jammu is the 22nd facility of its kind in India.
This state-of-the-art laboratory performs cancer detection at the molecular level by analyzing changes in DNA, RNA, and genes within body cells. These insights help doctors determine the most effective treatment for each patient.
The lab offers advanced diagnostic techniques including genetic testing, PCR, next-generation sequencing (NGS), and biomarker analysis. These technologies ensure precise diagnosis, enable personalized treatment, support early detection, and help in making timely and effective treatment decisions.
Dr. Jyotsna Suri, Head of the Department of Pathology at GMC Jammu, said that the facility is especially beneficial for patients already undergoing cancer treatment and those requiring targeted therapy or immunotherapy. Molecular-level testing helps in accurate disease identification and supports personalized treatment plans.
She noted that earlier, cancer patients were often given uniform treatments, which led to several side effects. With the availability of this lab, treatment is now tailored based on test results, improving outcomes significantly. This facility was previously unavailable not only in government institutions but also in private labs across Jammu and Kashmir. The project was proposed to the central government before the COVID-19 pandemic and was approved and established over the past 2–3 years.
Rise in Cancer Cases in Jammu & Kashmir
Dr. Suri highlighted a noticeable increase in cancer cases in recent years in Jammu and Kashmir, attributed partly to environmental factors and increased awareness leading to more testing. Cases of breast and lung cancer have particularly risen.
Importantly, the tests conducted in this lab are not covered under the Ayushman Bharat scheme, yet they are being provided completely free of cost. Lung cancer tests, which are typically very expensive, are also included. Patients receive reports within a maximum of seven days and are required to provide only their Aadhaar card for testing.
Focus on Research Alongside Treatment
The laboratory is not only aiding in accurate diagnosis but also contributing to ongoing research. According to Dr. Suri, studies are being conducted to understand the specific treatment needs of patients in Jammu and Kashmir. Treatments are administered based on specific biomarkers identified in patients.
She added that markers for brain cancer are expected to be introduced soon. So far, around 450 patients have been tested at the facility, including approximately 250 cases of breast cancer.
Patients Arriving from Across the Region
Patients from across Jammu and Kashmir, including those referred from All India Institute of Medical Sciences Jammu and newly established medical colleges, are visiting the lab for testing. The authorities are also working on formulating a dedicated policy for cancer patients in the region in the near future.

JAKASICON 2026 Successfully Concluded at AIIMS Jammu: A Three-Day National Surgical Conference

The 12th annual conference of the Jammu & Kashmir chapter of the Association of Surgeons of India (ASI) — JAKASICON 2026 — was inaugurated at AIIMS Jammu, marking the beginning of a three-day academic extravaganza.
Organized by the Department of General Surgery, AIIMS Jammu, the conference brought together leading surgeons, academicians, and postgraduate trainees from across the country, creating a vibrant platform for exchange of knowledge, innovation, and surgical expertise.
The event was conducted under the patronage of ED & CEO AIIMS Jammu, Prof. (Dr.) D. N. Sharma. The organizing team was led by Dr. Maria Kapoor (Organizing Chairperson) and supported by Dr. Sushma Bhardwaj (Co-Organizing Chairperson), Dr. Varun Dogra (Organizing Secretary), Dr. Julie Singh (Treasurer), and Dr. Suneha Kumari (Co-Organizing Secretary).
The chief guest for the inaugural ceremony was President of ASI, Prof. (Dr.) D. Maruthu Pandian, who emphasised ethical values in surgical practice during his address. Prof. (Dr.) Madhumita Mukhopadhyay, Treasurer of ASI, and Prof. (Dr.) D. N. Sharma were the Guests of Honour for this event. Prof (Dr) Madhumita, highlighted the pivotal role of such conferences in fostering academic growth and improving surgical outcomes. Prof. (Dr.) D. N. Sharma, while addressing the fraternity, delivered a lecture on the role of brachytherapy in breast cancer, which was one of the highlights of the conference.
The inaugural function also witnessed the presence of several distinguished members of the surgical fraternity from various prestigious institutes across the country. The conference featured an extensive and diverse scientific programme spanning key domains of modern surgery. Sessions on breast surgery, endocrine surgery, hernia repair, hepatobiliary surgery, thoracic surgery, and colorectal surgery were conducted by nationally renowned experts. The event witnessed insightful discussions on breast cancer management, including evolving concepts in oncoplastic surgery, followed by sessions on endocrine surgery and advanced hernia techniques.
The subsequent days covered topics on Artificial Intelligence in surgery, ethical considerations in surgical practice, and minimally invasive and robotic surgical techniques. The conference also included panel discussions, debates, and prestigious orations, focusing on both clinical excellence and professional ethics.
A major highlight of JAKASICON 2026 was the active participation of postgraduate students and young surgeons through paper presentations, poster sessions, award competitions, and surgical quiz. These sessions provided an invaluable opportunity for budding surgeons to showcase research and engage with experienced mentors.
In addition to academic sessions, multiple hands-on workshops were conducted on coloproctology, advanced wound and stoma care, open and endoscopic suturing, and Basic Life Support (BLS) training. These workshops aimed to bridge the gap between theory and practice, enhancing surgical skills in a structured learning environment.
The conference concluded successfully with valuable academic deliberations and enthusiastic participation from delegates across the country.

JAMMU, APRIL 14: Lieutenant Governor Shri Manoj Sinha on Tuesday attended the ceremony marking the upgradation of 'Apna Bhojanalaya' at Government Medical College Jammu. The community kitchen is run by Sewa Bharti and supported by J&K Bank along with other donors.

The Lieutenant Governor lauded the noble initiative and partook in a meal at Apna Bhojanalaya.

The Lieutenant Governor said the Sewa Bharti's enduring spirit of giving back, empowers individuals and strengthens communities.

*38 Health Facilities of Block Bhaderwah Equipped with Broadband Devices to Strengthen Tele-Healthcare Services*

In a significant step towards strengthening digital healthcare services, broadband internet devices were distributed to 38 health facilities of Medical Block Bhaderwah at SDH Bhaderwah, on 13-04-2026.

The distribution was carried out by the Additional Deputy Commissioner Bhaderwah, Sh. Sunil Kumar Bhutyal (JKAS), in presence of Block Medical Officer Bhaderwah, Dr. Versha Sharma.

The initiative aims to enhance digital connectivity across healthcare institutions and promote tele-consultation services, particularly benefiting patients residing in remote and far-flung areas. With the installation of broadband devices, healthcare facilities will now be better equipped to connect patients with specialist doctors, thereby improving access to quality healthcare services.

These devices are expected to bridge the gap between rural patients and specialized healthcare providers, ensuring timely medical advice and reducing the need for unnecessary referrals and travel to higher centres.

*HPV Vaccination Drive Conducted at NTPHC G*i Dessa*

Doda, April 13, 2026:

Under the guidance of Chief Medical Officer Doda, Dr. Tanveer Ahmed Rather and Dy CMO Doda, Dr. Sat Lal Manhas, a special HPV Vaccination Camp was organized by the Block Medical Officer Ghat at NTPHC G*i Dessa, falling under Medical Block Ghat, District Doda, on 13-04-2026.

The vaccination camp was conducted under the supervision of BMO Ghat, Dr. Abdul Gafoor, and was headed by Nodal Officer HPV, Block Ghat, Dr. Hamid Parray. The initiative aimed to strengthen preventive healthcare services and create awareness regarding HPV vaccination among the eligible beneficiaries.

During the camp, around 42 beneficiaries of the eligible age group were administered the HPV vaccine as per the prescribed guidelines.

A special vaccination team from Block Ghat comprising Mrs. Bimla Rakhwal (Block ASHA Coordinator), Mrs. Rohilla Shamim (FMPHW) & Mrs. Sonika Bhagat (FMPHW) conducted the vaccination drive, with active support from local health staff and ASHAs of the area.

Incharge NTPHC G*i Dessa, Dr. Mohd Iqbal, was also present on the occasion and ensured smooth functioning and successful implementation of the vaccination camp.

Sakeena Itoo reviews proposed AI initiatives of IIT Jammu for reforms in School Education, Health sectors

JAMMU, APRIL 13: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo, today chaired a high-level meeting to review the proposed Artificial Intelligence (AI) initiatives presented by IIT Jammu aimed at bringing transformational reforms in the School Education and Health sectors across Jammu and Kashmir.

The meeting was attended by Commissioner Secretary, Health and Medical Education, M. Raju; CEO, State Health Agency, Anant Dwivedi; Directors of School Education Jammu/Kashmir and other senior officers of the Health and School Education departments, either in person or through video conferencing.

Speaking during the meeting, the Minister emphasized on developing a structured, age-appropriate AI curriculum spanning primary, middle and higher secondary levels, covering AI fundamentals, responsible use of generative AI, prompt engineering and computational thinking. She called upon the representatives of IIT Jammu to conduct in-depth deliberations with School Education department and take all aspects into consideration from the grassroots level before finalizing these initiatives.

The Minister stressed on the need to prepare students for future technological advancements and asked both Directors to explore introduction of Artificial Intelligence literacy in Government schools through a structured and age-appropriate curriculum.

She also called for studying the existing platforms like Smart Classrooms and Atal Tinkering Labs of the School Education department and their integration with these proposed initiatives.

The Minister highlighted that promoting experiential learning and fostering innovation among students is the need of hour adding that such initiatives would empower young learners to develop technology-driven solutions for local challenges and help in building a future-ready workforce across Jammu and Kashmir.

Highlighting the importance of inclusivity in education, Sakeena Itoo directed that AI education content should be made accessible in regional languages to ensure equitable learning opportunities for students across all districts, particularly in remote and underserved areas.

While reviewing the proposed initiatives for Health sector, the Minister underscored the importance of adopting modern technologies to build a transparent, efficient and accountable healthcare system in Jammu and Kashmir. She directed the Health department to examine the proposed AI-based interventions for strengthening healthcare governance and enhancing service delivery.

The Minister laid particular emphasis on leveraging Artificial Intelligence for fraud detection in AB-PMJAY/SEHAT schemes, stating that robust monitoring mechanisms must be established to ensure public funds are utilized transparently and reach genuine beneficiaries without misuse.

Further, the Minister directed for exploring the possibilities of introducing AI-based optimization of hospital operations including bed management, workforce planning, ambulance deployment and infrastructure utilisation to improve patient care and administrative efficiency across healthcare institutions.

She directed the concerned departments to work in close coordination with IIT Jammu for developing a comprehensive roadmap and implementation strategy aligned with Government priorities for phased ex*****on of the proposed initiatives.

Reaffirming Government’s commitment towards modernization and innovation-led governance, the Minister stated that adoption of Artificial Intelligence in education and healthcare would serve as a transformative step towards building a technologically empowered and citizen-centric administration in Jammu and Kashmir.

During the meeting, the team of IIT Jammu presented detailed proposals for integration of AI-driven interventions in government schools and healthcare governance in collaboration with its Institute Incubation & Innovation Council (I3C) and implementation partner Innefu Labs Limited.
