This charter seeks to provide a framework which enables our users to know: What services are available in the 200 Bedded Maternity Hospital Gandhinagar Government Medical College Jammu (MCH Gandhinagar GMC Jammu), the quality of services they are entitled to, the means through which complaints regarding denial or poor quality of services will be redressed. The hospital works in three shifts besides routine work i.e. w.e.f 8 a.m to 2 p.m(Morning), 2 p.m to 8 p.m(Wait) and 8 p.m to 8 a.m(Night) the routine working of hospital is w.e.f 10 a.m to 4.30 p.m in winters and summers. For all shifts including routine roasters are made and displayed in advance, even for the general public. Routine hospital attendance of employees is taken by “BIOMETRIC ATTENDENCE”, Attendance in registers starts half an hour before the routine time and registers are closed 15 minutes after routine time. During routine hours the u/s himself sees that people are in time and during odd hours u/s or his representative takes surprise rounds and checks availability of staff. Resident medical officer is available 24 x 7. SPECIALTIES AVAILABLE –
• Gynecology & Obstetrics – OPD (Out Patient Department), Indoor wards for admissions, 4 labour rooms, 4 operation theaters,
• Pediatrics (Neonatology) - OPD (Out Patient Department), Indoor NICU, family centered wards and general wards

3. Two Lecturer and two registrars on three monthly rotation Duty deputed from SMGS.

6. Ten nos of Staff Nurses & three MTS in Operation Theatre for 24x7 duty.
7. Five nos of staff Nurses & three MTS in Pre post operative ward for 24x7 duty. DEPARTMENT OF PAEDIATRICS (NEONATOLOGY)
Neonatal facility MCH Gandhinagar has been made functional Since March 2022. It is registered as a Separate FBNC facility and empanelled under Ayushman Bharat Yojana. It is providing level III care to sick new borne including extremely preterm’s and very low birth weight babies. Two NICU are functional in 4th floor with five ventilators, five HHH FNC, 15 CPAP’s and two incubators. Family centered pre term care ward which is one of its kind in North India is functional with the bed capacity of 20 in 4th floor. Family centered Phototherapy unit is functional with the bed capacity of 20 in 3rd floor. Skilled staff trained in NICU services is present round the clock in MCH from Dep’t. of Pediatrics including Junior Resident, Senior Resident, Neonatologists who manage both the NICU’s. Dr. Jaspreet Singh Raina, Consultant Neonatologist, Dr. Aneesh Uppal, Consultant Paediatrics are managing the NICUs. Neonatal follow up OPD is being run every day by the staff from Deptt of Paediatrics. Monday : Dr. Jaspreet Singh Raina, Consultant Neonatologist. Tuesday : Dr. Ajay Choudhary, Consultant Peadiatrician
Wednesday & Thursday : Dr. Aneesh Uppal, Consultant Peadiatrician
Friday : Dr. Ashu Jamwal, HOD Neonatology
Saturday : Dr. Pallvi Sharma, Assistant Professor, Paediatrics. Senior Consultants from Deptt of Paediatrics including Dr. G.S Saini, HOD Paediatrics, Dr. Sanjeev Digra, Professor and Dr. Ashu Jamwal, HOD Neonatology are monitoring the facility round the clock. Twenty Staff Nurses & 08 MTS who are trained in NICU functioning are available in 24x7 on 3rd and 4th floor including two ICUs. Upcoming Projects in Department of Neonatology:-
1) Human Milk Bank already sanctioned under NHM on third Floor.
2) Enhancement of functional bed capacity to 150. Two more NICU, to be commisioned soon in third floor (Requirement sent to JKMSCL, equipment awaited).
3) Superspeciality courses to be started soon (Foetal Medicine, Reproductive Medicine,
4) Neonatology : NBES Accreditation awaited)
5) Facilitition of research and establishment of uniform protocol for Neonatal care in whole of Jammu region.
6) Hand Holding and Mentoring of Peripheral New Born Care Unit i,e District Hospital & New Medical Colleges, in whole of Jammu region. The facility is contributing hugely to decongest SMGS hospital and in decreasing Neonatal Mortality in Jammu region. DIAGNOSTIC SERVICES
