Dy CM inspects JDA, JMC upcoming works, sites for new Projects

JAMMU, JUNE 04: Deputy chief Minister Dr. Nirmal Singh today conducted an extensive tour of Jammu city and its adjoining areas and inspected various sites where the Jammu Development Authority and Jammu Municipal Corporation have proposed and started new projects, and also took stock of the pace of progress on various developmental projects.

Dy CM was accompanied by Minister of State for Information, Education and culture Priya Sethi, MLA west Sat Sharma, MLA East Rajesh Gupta, Chief Engineer Irrigation and flood control besides senior officers of concerned departments.

The Deputy Chief Minister visited different sites for inspecting various developmental projects which include, multi-level parking at Panjtirthi, underground Parking cm commercial complex at Parade Ground, site for construction of Market at Indira chowk, Shopping Complex cm parking at Shaheedi Chowk, development of Maharaja Hari Singh Park at Exhibition Ground, Commercial Building Complex Narwal (Narwal Plaza), Cremation Ground Shastri Nagar, Yatri Niwas and Sewerage treatment plant at Bhagwati Nagar,Housing colony at Gole Gujral .

The Deputy Chief Minister Visited Parade Ground where the Jammu Municipal Corporation, Jammu has planned to provide underground car parking facility for 930 Cars , Shopping arcades and play ground on terrace with ultra modern jogger’s track.

Commissioner Jammu Municipal Corporation, Soujanya Sharma apprised the Dy. CM that underground Parking cm commercial complex at Parade Ground Jammu shall be constructed at a cost of Rs.72.36 Cr. Comprising of 3 level underground car parking , 72 No of Shops of different sizes along with Anchor Showrooms , Food Court , 24x 7 Power Back up & Security , Air-conditioning for shopping arcade & Mechanical Ventilation for basement Car Parking , Fire Fighting & separate Service Core with Lifts . It was also informed that to ease out the traffic in parade area , a link road has been designed in between the complex connecting road coming from the Fly Over with Shalimar road .

While inspecting the construction work of shopping complex at Shaheedi Chowk, Dr. Singh instructed the JMC Commissioner for expediting the pending work so as to complete the project in a time bound manner. It was informed that this complex has the facility of basement parking, 11 shops in ground floor, six shops at first floor, 4 halls each at second and third floor besides having the facilities of kitchen, chowkidar Room, Generator set and toilet.

He also visited the site for the artificial lake project and inspected the barrage bridge being constructed for the artificial lake on river tawi.

Enroute, he also visited the proposed commercial building complex site Narwal which has the provision of 28 shops, 4 showrooms, besides having the provision of community hall, Restaurant and offices.

During the tour Dr Singh also visited vegetable Market Shopping Mall at Muthi and took stock of pace of work there. He directed the concerned for accelerating the pace of construction work for ensuring timely completion of these projects.

While inspecting the construction work of the upgradation of the cremation ground at Shastri Nagar, by the JMC Dr. Singh impressed upon the concerned officers for ensuring early completion of the work.

He also visited the Yatri Niwas Bhagwati Nagar and took stock of the arrangements being made by the concerned departments for the Amarnath Yatra pilgrims. He instructed all the concerned officers for making all the necessary arrangements at the earliest.

Other sites which were visited by the Dy. CM were JDA housing colony Gole Gujral, and Birpur, proposed JDA colony Nagrota, Khanpur Bus stand, KHN Nagrota.

Govt releases Rs 436 crore for salaries of SSA teachers

All liabilities to be cleared in phased manner, there would be no such problems in future: Akhtar

SRINAGAR, JUNE 3: In a significant move, the Education Department has released Rs 436 crore to reimburse the pending salaries of the teachers under Sarva Shikhsha Abhiyan (SSA).

“We have received Rs 396 crore from the Centre under SSA and with the State share of Rs 40 crore, a total amount of Rs 436 crore has been made available for reimbursement of the pending salaries of teachers,” Education Minister, Naeem Akhtar said.

Pertinently, the Education Minister had raised the issue of pending salaries of SSA teachers including ReTs with the Union Human Resource Development Minister, Ms Smriti Irani, during his recent visit to New Delhi. He had sought early release of funds from the Centre for the purpose as thousands of teachers were without salaries for the past several months.

The Central Government, according to SSA officials, had withheld the funds following non-submission of the requisite utilization certificates by the previous government. Out of Rs 1100 crore central share of funds under SSA for the financial year 2014-15, the Government of India had released only Rs 504 crore withholding the remaining Rs 600 crore following complaints of deviation of norms by the previous regime in the State.

Akhtar said the Education Department has almost cleared the mess left behind by the previous regime with regard to SSA funds and there would be no hiccups in the future as an appropriate system is being put in place to ensure regular flow of funds from the Centre and its proper utilization as per norms, “which was not a case in the past.”

“I want to assure the teachers and other workforce in the education department that there will be no such problems in future and I now expect them to give in their best to transform the education sector in the State so that our schools turn out to be institutions of excellence in academics,” he said.

DC Doda conducts surprise inspection of PHC Assar

DODA, JUNE 03- Deputy Commissioner Doda Bhupinder Kumar yesterday conducted surprise inspection of Public Health Centre Assar and reviewed functioning of the health institution.

While scrutinizing the attendance roll, the DC found five employees and a BMO absent without authorization and taking serious note of this casual attitude of the employees, he directed the CMO Doda to take strict action against them and asked to submit a report in this regard.

He also asked CMO Doda to conduct surprise visits at all the health institutions so that essential public services could be provided to people in an efficient manner.

Education Minister inaugurates One Day Conference of Principals & Academic Administrators on ‘Higher Education: Issues & Challenges’
SRINAGAR, JUNE 03: The Minister for Education, Naeem Akhtar today said although J&K has the best talent available among students and teachers, there is need to provide an enabling environment and requisite motivation to excel. He said there is need to develop working models within institutions with the help of students on commercial lines, so that they could explore their inner abilities, imbibe local needs and job-intensive skills to be enterprisers.
The Minister said this while speaking as Chief Guest on the occasion of Mega Job Fest-2015, organized by the Centre for Career Planning & Counselling, University of Kashmir, in collaboration with the CT Group of Institutions, Jallandhar, at University of Kashmir, here today.
Addressing a well attended gathering, the Minister said that the aspirants at the fest present the best face of the State. He said it is the day that will mark their first step into the world of realities and beautiful dreams. He said finding a job may be a challenge in the point of time, however it is the knowledge, time, skills that have been invested in their overall personality development which may help them sail through on the day.
Advising the students, to consider such opportunities as launching platform for their career, the Minister said that initially there may be a phase when they would have to rough it out against odds, but sticking around will ensure them a better and secure future.
The Minister said that in today’s market economy the companies or the enterprises look for the people who would work hard to add value to their organization, and thus would look for nothing else but hard-work, soft skills, loyalty and determination in the people that they hire.
Appreciating the organisers for their endeavour, the Minister said he would wish the ambit of such an exercise is further widened and results in picking up record number of aspirants.
Vice Chancellor, University of Kashmir, Prof. K. I. Andrabi, Registrar, University of Kashmir, Prof. Zafar Ahmad Reshi, Director, Centre for Career Planning & Counselling, Prof. Farooq Ahmad Khan and representatives of CT Group of Institutions were present on the occasion.
Later, the Minister also attended One Day Conference of Principals & Academic Administrators at the University. The conference with the theme ‘Higher Education: Issues & Challenges’ was organised by the UGC- Human Resource Development Centre, University of Kashmir.
The Minister said that it was an important decision of the present dispensation to club the Education Ministry, which is turning out to be a game changer, trying to turn around the whole education system in the State.
The Minister said that the education scenario especially at the Higher Education level is fast changing in rest of the World, adding that it is high time that we in the State put in our best towards rejuvenating the education system to bring it to speed. He said that the expansion of the Higher Education system needs to be properly planned and challenges overcome.
The Minister said that creativity, talent and inquisitiveness needs to be encouraged among the students, adding that there is need to ponder on the issue as how education would add value to a human being. He said we need to work towards development of a knowledge society, and added that diversity of learning environments and learning approaches should be encouraged and there should be freedom to experiment on a much larger scale with innovative ideas.
The Minister said that another level of education which is key to the educational system, to the growth of the society, for the development of a knowledge society, to tap human energies and a potentiality is the School Education. He said we need to devise means to integrate Higher and School Education systems meanwhile, adoption of certain schools by the Colleges could provide guidance and handholding to them to develop into model schools at par with private counterparts.

Chander Parkash visits JK Cements office, takes stock of damages due to inferno
SRINAGAR, JUNE 03: Minister for Industries & Commerce Chander Parkash today visited Nawa-e-Subah Building at Zero Bridge here for on the spot appraisal of loss of property of local entrepreneurs and J&K Cements Ltd (JKCL) due to fire.
The Minister consoled the effected parties and ordered the concerned authorities to investigate the cause of fire. Further the Minister directed the authorities to take effective steps to avoid such incidents in future.
MD J&K Cements Ltd besides, other senior officers of the concerned department were present on the occasion.

Forest Service Probationers meet Governor
SRINAGAR, JUNE 3: A group of 33 Indian Forest Service Probationers of the 2014 Batch from the Indira Gandhi National Forest Academy, Dehradun, currently on a tour to Jammu and Kashmir, called on Mr. N. N. Vohra, Governor, here at the Raj Bhavan today.
The Governor, while interacting with the IFS Probationers, observed that we must protect our forest wealth as this is vital for the survival of human and animal life on planet earth. He stressed that the preservation of forests is deeply connected with the protection and preservation of environment and ecology and the threatening challenges posed by Climate Change.
Replying to the queries from the Probationers on a wide range of subjects, the Governor observed that the difficult situation which had prevailed in the State in the past years had resulted not only in huge human and economic losses but also caused severe damage to forest wealth. He said that, with the return of normalcy, high attention is now being devoted to the conservation and regeneration of forests in the State. The Governor, who is Chairman of the Shri Mata Vaishno Devi Shrine Board, referred to the initiatives being taken by the Board for the conservation and promotion of green cover in the entire Shrine area in the Trikuta Hills where the Forest wing of the Shrine Board has already planted over 12 lakh saplings in the past 4 years.
The Governor enquired from the Probationers the places which they had so far visited in J&K and in the other States during their Tour and shared with them his own experience of working in the high altitude areas in the years past. He also called for definitive efforts to look after the bona fide interests of the people living in the forest areas while taking steps for the preservation of forest wealth.
The Governor wished the Probationers successful careers in the Indian Forest Service.

Sunil Sharma flags off Mindal Mata Yatra

KISHTWAR, JUNE 02 - Minister of State for Revenue and R&B Sunil Kumar Sharma today flagged off Mindal Mata Yatra from historic Gori Shankar Mandir Kishtwar in presence of district administration and prominent citizens of the district.

Speaking on the occasion, Sharma said that Kishtwar has emerged as a prominent pilgrimage centre and every year numerous yatras and Urs Sharifs attract huge number of devotees here. It not only gives fillip to tourism potential of the district but also boost economic activities related to tourism.

Sharma informed that the process of changing the alignment of Mindal Mata yatra track between Tyari and Ishtyari Padder, that was stalled due to some local dispute, has been restarted and soon a safe alignment will be provided to the devotees as well as the people of the area.

Pertinently, Mindal Mata Mandir is located in the scenic Chamba district of Himachal Pradesh and every year thousands of pilgrims from different states of India throng here to participate in the yatra.

Parkash inaugurates exhibition-cum-sale at Kashmir Haat

Chairs High Level Monitoring Meeting, several decisions taken to promote industrial growth

SRINAGAR, JUNE 02: Minister for Industries and Commerce Mr. Chander Parkash Ganga today inaugurated exhibition cm sale at Kashmir Haat. The show is being organized by the Department of Handicrafts and different stalls were displayed having various craft items. Athwas Kashmir a Non-Governmental Organization also participated in the demonstration and presented various cultural items on the occasion.

The Minister went round the premises of the Kashmir Haat and inspected various stalls installed by the District Handicrafts Centers of Doda, Kishtwar, Udhampur, Kathua, Samba, Srinagar and Ganderbal.

Interacting with the members of the management, the Minister said that the aim of organizing of such trade fairs is to provide quality, nominal price and unique items to the customers. He said holding of such exhibitions will help promote the art of artisans of the State besides assist to increase their income and also give chance to promote their skills.

Director Handicrafts Kashmir, other officers of handicrafts departments and a large number of people witness the show.

Earlier, the Minister chaired a High Level Monitoring Committee meeting convened to discuss and review various points with regard to the problems faced by the industrialists of the State.

Financial Commissioner, I&C, Mr. Kusheed Ahmed Ganai, Commissioner Secretary Finance, Mr. N. K. Choudhary, Chairman Pollution Control Board, Mr. Abdul Razzaq, Excise Commissioner, Mr. T. Angchok, Commissioner Commercial Taxes, Mr. Zaffar Ahmed, Labour Commissioner, Ms. Vupra Bhal, HODs of Handicrafts, Industries and Commerce, SIDCO, SICOP, Geology and Mining departments, President Chamber of Commerce Jammu, Mr. Rakesh Gupta, President Bari-Brahmina, Post Chairman CIIJ&K, Mr. Sanjay, Chairman FOI Jammu, Mr. Rajesh Jain, President Association of Industries, Mr. Vijay Aggarwal, Former Chairman FOI, Jammu, Vice Chairman Confederation of Idian Industry, Sheikh Imran, President FCI, Kashmir, Mr. Mohammad Ashraf Mir and other officers and representatives of Industrialists were present in the meeting.

Threadbare discussions were held on various issues of industrialists pertaining to Power Development, Finance, Information Technology (IT), State pollution Control Board, Labour and Industries and Commerce departments and several decisions were taken in the meeting.

Addressing the meeting, the Minister asked the concerned officers and industrialists to come up with their suggestions with regard to the problems faced by them in running industrial units so that the same could be examined and after scrutiny valuable suggestions be incorporated in draft industrial policy. He said ease of doing business initiative was launched in the State but need is to implement it on ground. He said this is the template and asked the concerned officers and industrialists to work with dedication and work on 98 points on ease of doing business as received form DIPP Government of India. He also asked them to work on ATR of the 316 assessment framework items as circulated among the concerned departments as issued by the DIPP Ministry of Industries and Commerce.

The Minister directed the SIDCO authorities to ensure setup the big portal of Government of India in the organization.

Mr. Parkash assured the industrials that the points raised by them will be given due consideration.

Detailed discussion was also held on various issues pertaining to State Pollution Control Board. The Minister directed the Chairman SPCB to fix slab for fee to small and major projects. He also asked them to issue NOCs in a time bound manner.

Shri Amarnathji Shrine Board organizes Pratham Pooja at Chandanwari on auspicious day of “Jyesht Purnima”

SRINAGAR, JUNE 2: Shri P.K. Tripathi, Chief Executive Officer, Shri Amarnathji Shrine Board, performed Pratham Pooja today on the auspicious occasion of Jyesht Purnima at Chandanwari on the traditional Pahalgam-Holy Cave track, amidst chanting of Vedic Mantras to invoke the blessings of Shri Amarnathji, for the smooth conduct of ensuing Yatra to the Holy Cave Shrine. Shri Amarnathji Shrine Board has been organising Pratham Pooja on the auspicious occasion of Jyesht Purnima every year to seek the blessings of Lord Shiva for the peaceful conduct of the Annual Yatra.

The CEO, who was accompanied by Shri Jitendra Kumar Singh, Additional Chief Executive Officer and Shri R.K. Pandita GM (Works) of the Shrine Board, also inspected the on-going works at the Access Control Gate at Chandanwari and directed the R&B Department officers to expedite the er****on of the Shelter Sheds and ensure the timely repair of all damaged infrastructure. The CEO asked the Engineers, and officers of all the concerned Government Departments and agencies to work on war footing to put in place all Yatra related arrangements at all Yatra Camps on this route by 30th June 2015, at least 2 days before the date on which the annual Yatra is scheduled to commence.
