Today called on Worthy deputy commissioner Kathua and discussed burning demands which included .
1 That rupees five lakhs compensation may be given to those four persons who died in the road accident near baggan on Billawar Katli road which took place on 17-6-2022 and provide medical aid to all injured in case of serious injuries.
2 That XEN PWD, PMGSY
may be directed to expedite the completetion of black topping and clearance / construction of all taken up roads like Katli to Dhaman, Katli to Malhar , Lohai to Drabber, Machhedi to Banjal Bhatwal, Najote , Bani to Bandhar ,Gitti ,Sutti etc. and clear the land compansation at the earliest possible .
3 That all kinds of vehicles like tractors, minibus, motorcycles, Cars ,load carriers Sumo etc. having complete documents, insurance,driving licence may not be stopped from travelling on any road in Lohai Malhar and Katli to Malhar road which is traficable and was open for transportation and carrying passengers .
4 That daily SRTC bus service may be put in service from Malhar to Jammu .
5 That gun licenses may be allowed to be renewed by tehsildar / SDM Bani ,Tehsildar Lohai Malhar ADC Billawar as poor people are facing lot of problems, also renewal fee may be minimised.
6 That non functioning of SDM Badnota sanction in 1981 may ensured to work from Badnota with in month otherwise people of whole Lohai Malhar would protest against this injustice and negligency of afministration.
7 That teachers engaged in other official works may be relieved so that students may not suffer for want of subject teachers or shortage of staff in schools ,education is priority and it should not be compromised at any cost .
8 That second instalment under PMAY may please be issued so that incomplete construction work may be completed.
9 That MG-NREGA liability of 1.15 crores of Bani and Duggan blocks , Lohai Malhar and Duggan blocks may be released. Also Back to village schemes liability of all four blocks may be issued .
10 That all irrigation or revenue department land in Teshil kathua illegally occupied by land grabbers may be got vacated at the earliest .
11 That road widening earth work from zero more Lohai to Malhar and protections walls from zero more Lohai to Drabber and zero more Lohai to Malhar may be expedited . Earth work of road from Malhar to Malad be also expedited .
D K Kathua heard all demands very patiently
and assured reasonable compensation to all four who died in the road accident . Work on all roads would be expedited after rainy season is over as there would be land sliding ,he assured that necessary directions would be issued to police not to prevent the vehicles on Billwar katli road having all legal documents, SRTC would also be allowed on trial basis first and if it remains successful than daily bus service would be ensured, regarding renewal of gun license he said as of now government not taken any decision . Regarding functioning of SDM office at Badnota he said it is up to JKUT government and not under his capacity ,post is sanction but SDM has to be appointed by general administrative department. D C was informed that matter has been taken up with Secretary GAD recently also. All other demands would be given proper consideration. Thanked DC kathua for patient hearing .

Ashoni Sharma Retd in-charge lecturer has expired after a brief illness today, his last rituals would be performed at Dream Park Kathua at 12 .30 pm today .

Dear incharge lecturers and officers

Today had a telephonic conversation with principal secretary school education Sh B K Singh, special secretary SED Sh Khalid Masjid sir, add secretary law SED regarding DPC meeting to regularise all incharge lecturers and officers of SED.
add secretary law said he has already taken up the matter as legal issues is involved in it ,special secretary said that he verifying all lists and has verified 1700 head masters and ZEOs, CAT judgement is studied and would be implemented regarding 100% utilization vacancies for incharge lecturers regularization.
All assured DPC review meeting and then DPC meeting in ending this month, even in holidays officials are on job, new official have joined in HRM cell that too need to take some time to study the lists, roster, vig clearance reports, etc but be sure that everyone would get justice at the earliest.
I have requested team in Kashmir to visit Civil secretariat to meet principal secretary and special secretary to help and provide any information required.
A press conference would be conducted soon after few days regarding the issues of regularization, promotion, rationalization of teaching staff and online transfers.

3500 govt schools already closed 2000 more to be closed where enrollment,less then 10 and with in one kilometers, medical facilities centres would be opened in abondaned school buildings.
All want soft posting, those who have no approach are victimized,
In 2019, 714 transfers of teachers of Jammu district were kept in abeyance by the advisor to governor Farooq Khan till date are in abeyance, last year online transfer policy was initiated but not a single transfer was effected in Jammu district and udhpur districts , why because VIP teacher are allowed to enjoy home choice postings,
,I when raised the issue with higher authorities they say, they are help less, as wives of bureaucrats, police officers, other big officers, political leaders, business men, judges, relatives of all these bureaucrats do not want to serve out of district, and all other district teachers also want their transfer to jammu city to get their children admitted in PVT schools, no teacher of city want to go out of city, because they loose city allowances, in city govt run schools only children of poor families, labourers or low caste read, that also due for mid day meals ,ten teachers for ten students in city and two teacher for 400 students in very remote areas all schools, where is system, who would bell the Cat.
What would be future of poor students of remotest areas god knows,
All stake holders have to think and come forward on moral grounds what is their responsibility, should they be paid for no class work . It needs a strong will of government to take action and frame a policy based on justice, equality and truth to provide quality education to every child.

Education department has been put back on track now by B K Singh principal secretary school education department which can be judged from the fact that many good and historic initiatives have been like, regularization of 2300 in-charge lecturers, 1656 principals , 20 joint directors, 120 CEOs, placement of 2400 lecturers as senior lecturers, initiative of historic online transfer policy for all teaching staff last year to make transfers corruption free in the SED ,earlier education department was rated as the third most corrupt department after revenue and PWD, online transfers policy was started last year to root out corruption in transfers of teaching staff, no online transfer policy has been initiated in any other department in JKUT, For the first time seniority list of 19000 masters of JKUT has been prepared in a record time by HRM cell , almost all vacant posts CEOs, principals, ZEOs have been filled, process of filling 1200 vacant posts of headmasters are likely to be filled and adjustment orders would be issued soon, DPC meeting to regularise 1614 ZEOs ,4200 headmasters and lecturers post poned on 30-3-2022 is expected before ending April 2022 50 teaching and non teaching staff attached in civil secretariat were relieved off, now from DSE kashmir also by principal secretary school education , many teachers who were on unauthorized long leave or involved in unwanted activities have been removed , process of teacher pupil ratio and mentor teacher is under process to utilize the services of 10000 ret teachers whose schools are closed due to non availability of students, the service of all surplus teaching staff need to be utilized by rationalizing the posts and adjusting the teaching staff in under staff institutions where teachers are needed the most, this has put all teaching fraternity and SED into disrepute.
VVIP and VIP teacher culture need to be ended by implementing strict transfer policy with a minimum stay of two years and showing no favouritism, nepotism or political interference . We can not put future of students at stake by keeping teacher idle in city schools. Teaching and non teaching staff must be sanctioned in all 110 hanging schools and 60 education zones . There are many other policies / schemes which need be taken on priority.For this all gazetted cadres, lecturers, masters, teachers and Ret teachers has to work hard, show spirit of serving in remote areas, honestly and to support the honest officers. But it seems that some elements do not want the system to be put back on track which is unfortunate and discouraging . This must be stopped , victimization, harressment must be stopped, expired, retired incharge gazetted officers and lecturers whose vig clearance is received must not be victimized in regularisation. On line vig clearance must be expedited.
DPC meeting if not convened to regularise remaining all incharge expired, retired and serving incharge gazetted officers and lecturers in the shortest possible period. It would be presumed that department is least interested in providing justice and there would be a strong protest against this.

In SED 12000 in-charge gazetted officers, 70Joint directors, 300 Chief Education officers, 1800 Principals,1625 Zonal education officers, 6000,Lecturers and 4200 headmasters are to be regularised , after 15 years waiting for their regularization, hundreds expired, thousands retired till date. Due to five court cases department too was unable but after the SAC decision on 7-12-2018 and creation of HRM cell in SED after 70 years on 23-3-2019 process of regularization started in SED, again many court cases filed by PSC lectures to create hurdles .Order No 115 of 2019 was challenged in court but later got withdrawn by incharge lecturers leaders with cooperation of department.
Then a case was filed in court which has now been decided by CAT bench Jammu on the department filing of urgency memo six times in favour of the department as a policy matter.
Till date 22 joint directors, 90 chief education officers, 1656 principals, 2361 in-charge lecturers have been regularized
Process of regularization is constantly going on ZEOs, lectures and 4000 head masters would be regularized in next two month by holding regular DPCs by SED,
We thank previous edu department secretaries A K Sahu ji for initiating process and commissioner Sarita Chuhan ji who got first DPC regularization orders issued after withdrawal of court case on 25-9-2019 and
regularization orders of 865 in-charge lecturers, 8 joint directors, 33 Chief education officers were issued on 18-10-2019 by Sarita Chuhan ji
Principal secretary school education department Sh B K Singh ji has regularized 1656 principals, 1520 lecturers last year , senior lecturers placement to 2400 lecturers too has been given on 15-3-2021 and 12-1-2022 . After completion of regularization of all incharge lecturers 700 lecturers would be given sr lecturer grade as 15% vacancies have been reserved and 1/3 quota.
Due to non production of Vig clearance, APRs of retired, expired , available vacancies and seniority list it get delayed which is a process to be followed by all department.

In view of fast spreading of coronavirus in JKUT , Jammu Kashmir +2 DPC lecturers forum, Jammu Kashmir govt teacher's Forum request Chief secretary and principal secretary school education department and JKUT to close 10th and 12th classes which are taken as off line in all summer Zone schools of jammu division . As in winter zone schools there are winter holidays for staff and students.
Medical Colleges in jammu division, central university have been allowed for online classes, IGNOU exams. have already been postponed . Teaching fraternity has been assigned other duties like covid- 19 ,election supervision, BLOs etc.
Most of the areas in Jammu city and other district headquarters have too been declared as containment zones.
It is as such requested to please close 12th and 10th off line school classes and allow teachers to take online home classes, 50% staff in schools also as a precautionary measures to save precious lives of students and teachers and others and to prevent further spread of coronavirus in JK UT.
Principal secretary SED Sh. B K Singh ji has assured today that administration is already seized of situation and would take appreciate decision in this regard.

Jammu Kashmir UT + 2 DPC lecturers forum held meeting today to discuss the regularization process of incharge lecturers,some left out incharge lecturers cases and their requirements to settle their pending regularization , reason of non issuance of regularisation orders in their favour, early convening of next DPC meetings of incharge lecturers and officers, seniority matters, court cases and legal issues.
Speaking in the meeting Amar Nath Thakur President JK+2 DPC lecturers forum informed that ten subject incharge lecturers ,Botany, Economics, Chemistry, EVS were regularized on 18-10-2019 , Now incharge lecturers of English, Physics, Urdu, pol. science, commerce and Statistics have been regularized and 50% vacancies have been utilized for regularization due to court case . In these ten subjects 2361 incharge lecturers are regularised and out of which regularisation orders of more then 1600 have been issued in ten subjects .After the decision of Central admintrative tribunal bench Jammu , 100% vacancies would be utilized for regularization and promotion as a one time exemption as per SAC decision of 7-12-2018. He further informed that +2 DPC lecturers forum has taken up the regularization issues of pending cases of incharge lecturers and other officers with worthy principal secretary school education department B.K. Singh ji many times
and all would get justice in regularization.He further informed that all legal formalities have been taken by +2DPC lecturers forum and by the SED authorities to avoid any unnecessary court cases by habitual hurdle creators ,who since 2014 have made it as business. Thakur informed that he has requested principal secretary to convene next DPC meeting twice monthly to clear all back log regularization of incharge lecturers and officers.Principal secretary has assured in the meeting held on 10-12-2021 that next DPC meeting would be ensured before 10-1-2022 to clear at least 15 more subjects of incharge lecturers, ZEOs and headmasters DPC would also be taken now in the meeting. He has assured that if the vig .clearance of retired or expired has already been received , no further vig. clearance would be sought and record would be checked before issuing regularization orders. Pending regularisation cases of correspondence courses in science subject would be scrutinised by the department as DPC member of GAD had raised the quarries in physics .Genuine degree holders should not bother and worry they would be regularized shortly. In next DPC out of remaining 27 subjects ,15 small would also be included ,vig clearance would be checked and orders issued.
All lecturers thanked honourable Lt governor M. K.Sinha,Chief secretary, principal secretary SED B.K.Singh, add. sec. Naseer Ahmed Wani, Umesh Sharma, both directors, Jammu and kashmir, deputy secretary, nodal officer HRM cell G.M. Bhat, all official in the HRM cell Ab Rashid, Sajad Bhat, Anil Kumar and others for expeditiously taking the regularization process after 15 long years delay and demanded not to issue second senior lecturers list until regularization is completed with in two months in violation of high court directions .
They all requested to complete this long pending process with in two months to provide due justice to expired, retired and serving gazetted incharge by exempting the re-vig clearance of expired and retired incharge lecturers and officers officers. Earlier 1556 principals, 40 joint directors, 82 CEOs have been regularized after 15 years in 2020-21.
Others who spoke in the meeting were Tara Mani, Harpal singh, Mohd Salim, Khushi Ram Pawan Gupta, Joginder Lal and others.
