Jammu Kashmir UT + 2 DPC lecturers forum held meeting today to discuss the regularization process of incharge lecturers,some left out incharge lecturers cases and their requirements to settle their pending regularization , reason of non issuance of regularisation orders in their favour, early convening of next DPC meetings of incharge lecturers and officers, seniority matters, court cases and legal issues.
Speaking in the meeting Amar Nath Thakur President JK+2 DPC lecturers forum informed that ten subject incharge lecturers ,Botany, Economics, Chemistry, EVS were regularized on 18-10-2019 , Now incharge lecturers of English, Physics, Urdu, pol. science, commerce and Statistics have been regularized and 50% vacancies have been utilized for regularization due to court case . In these ten subjects 2361 incharge lecturers are regularised and out of which regularisation orders of more then 1600 have been issued in ten subjects .After the decision of Central admintrative tribunal bench Jammu , 100% vacancies would be utilized for regularization and promotion as a one time exemption as per SAC decision of 7-12-2018. He further informed that +2 DPC lecturers forum has taken up the regularization issues of pending cases of incharge lecturers and other officers with worthy principal secretary school education department B.K. Singh ji many times
and all would get justice in regularization.He further informed that all legal formalities have been taken by +2DPC lecturers forum and by the SED authorities to avoid any unnecessary court cases by habitual hurdle creators ,who since 2014 have made it as business. Thakur informed that he has requested principal secretary to convene next DPC meeting twice monthly to clear all back log regularization of incharge lecturers and officers.Principal secretary has assured in the meeting held on 10-12-2021 that next DPC meeting would be ensured before 10-1-2022 to clear at least 15 more subjects of incharge lecturers, ZEOs and headmasters DPC would also be taken now in the meeting. He has assured that if the vig .clearance of retired or expired has already been received , no further vig. clearance would be sought and record would be checked before issuing regularization orders. Pending regularisation cases of correspondence courses in science subject would be scrutinised by the department as DPC member of GAD had raised the quarries in physics .Genuine degree holders should not bother and worry they would be regularized shortly. In next DPC out of remaining 27 subjects ,15 small would also be included ,vig clearance would be checked and orders issued.
All lecturers thanked honourable Lt governor M. K.Sinha,Chief secretary, principal secretary SED B.K.Singh, add. sec. Naseer Ahmed Wani, Umesh Sharma, both directors, Jammu and kashmir, deputy secretary, nodal officer HRM cell G.M. Bhat, all official in the HRM cell Ab Rashid, Sajad Bhat, Anil Kumar and others for expeditiously taking the regularization process after 15 long years delay and demanded not to issue second senior lecturers list until regularization is completed with in two months in violation of high court directions .
They all requested to complete this long pending process with in two months to provide due justice to expired, retired and serving gazetted incharge by exempting the re-vig clearance of expired and retired incharge lecturers and officers officers. Earlier 1556 principals, 40 joint directors, 82 CEOs have been regularized after 15 years in 2020-21.
