Non Gazetted Staff, Govt. Medical College, Kathua

Today the Non-Gazetted Employees of Government Medical College (GMC), Kathua
observed a Non-Cooperation Day to express strong resentment over the prolonged and
unjustified delay in the finalization of Recruitment Rules for Subordinate Services of the
newly established Government Medical Colleges in the Union Territory of Jammu and
Kashmir.
As part of today’s observance, the employees organized a peaceful protest march
from the Emergency Block of the Associated Hospital to the Administrative Block of GMC
Kathua, bringing attention to their long-pending and unresolved demands.
It is pertinent to mention that posts for Non-Gazetted staff were sanctioned in 2017,
vide Government Order No. 575-HME of 2017 dated 23.10.2017, and were subsequently
advertised by JKSSB in February 2019. However, upon joining, it became evident that the
recruitment had been carried out based on one-time recruitment rules, with no structured
service framework or provision for career progression.
Further adding to the grievance, a clear disparity in pay levels was observed when
compared with equivalent posts in GMC Jammu and GMC Srinagar, where similar positions
are placed in higher pay scales than those in GMC Kathua.
Despite submitting repeated representations to the Health & Medical Education
Department, Civil Secretariat Jammu/Srinagar—first in 2019 and regularly thereafter—no
concrete action has been taken. Though multiple committees were formed and reconstituted
over time, the recruitment rules remain unfinalized even after six years.
In pursuit of justice, the employees have also engaged with local representatives,
Members of Parliament, and concerned officials. Yet, their genuine concerns continue to be
neglected, severely affecting morale and motivation across the workforce.
With no viable alternative, the Non-Gazetted Employees have been compelled to take their
demands to the public domain through the media, urging immediate attention. We strongly
appeal to the administration to finalize and notify the draft Recruitment Rules within one
month.
Failing that, we will be left with no option but to intensify our peaceful and
constitutional agitation until our legitimate demands are fulfilled.
We earnestly appeal to the Hon’ble Lieutenant Governor, the Hon’ble Minister of
Health and Medical Education, and the Secretary, Health & Medical Education Department
to take urgent cognizance of this long-standing issue and bring it to a logical and fair
conclusion without further delay.
