2.⚖️ Resolution Passed:
The DOA Board unanimously resolved to:

Appoint a team of senior advocates of high standing and public credibility to file a Public Interest Litigation (PIL) in the Supreme Court of India.

Advocate for the establishment of a dedicated Optometry Profession Council, distinct from the Ophthalmic Science Council currently proposed under the NCAHP Act, 2021.

Draft and submit formal suggestions and objections against the improperly approved nomenclature for optometry diplomas and degrees under the Act.

3.🔍 Key Concerns Raised:
Lack of Autonomy:
Optometrists are not permitted to practice independently or use the “Dr.” prefix, unlike physiotherapists.

4.Misclassification:
Optometry is grouped under Ophthalmic Sciences, undermining its distinct identity and scope.

5. Incomplete Implementation:
The regulatory framework under the NCAHP Act remains unexecuted, creating ambiguity.

6.Professional Recognition:
Optometrists must be acknowledged as primary eye care providers, not subordinate technicians.

7. 🚨 Breach of Trust Allegations:
The board also discussed serious concerns regarding the conduct of certain national optometry bodies, including:

Indian Optometric Association

Optometry Council of India (Confederation)

Indian Optometry Federation

Association of Schools and Colleges of Optometry (ASCO)

These organizations are alleged to have failed in representing the interests of optometrists and students, prompting DOA to take independent legal action.

8. 🤝 Next Steps:
DOA will convene an in-person meeting with all registered optometry associations to align on a unified agenda: the creation of an Optometry Profession Council under the NCAHP Act.

9. Funds required a tentative estimated litigation expenditure: ₹35–₹40 lakhs.
