The works of a king may be visible, invisible and inferential.
That which he sees is visible and that which he is taught by another is invisible and inference of the nature of what is not accomplished from what is accomplished is inferential..
As works do not happen to be simultaneous, are various in form and pertain to distant and different localities, the king shall, in view of being abreast of time and place, depute his ministers to carry them out. Such is the work of ministers. Him whose family and character are highly spoken of, who is well educated in the Veds (Learning, Understanding, Application prudently) and the six Ang, is skilful in reading portents providential or accidental, is well versed in the science of government-Administration and who is obedient and who can prevent calamities providential or human by performing such expiatory rites as are prescribed in the Atharv Ved, the king shall employ as high priest. As a student his teacher, a son his father and a servant his master, the king shall follow him.
That Kshatriy breed which is brought up by Brahmns, is charmed with the counsels of good councillors and which faithfully follows the precepts of the Shastr-scriptures becomes invincible and attains success though unaided with weapons.
The present form of government allows greedy, low origin, corrupt, illiterate, ignorant (duffer, idiot, moron), criminals to become ministers, judges and advisers. It takes years for the verdict to be pronounced in their criminal cases. A tainted person must not reach high office. In Japan, England and America the tainted is made to resign (नौकरी त्याग देना) immediately, unlike India.
Previous Congress regime adopted policies which favoured minorities-Muslims and deprived the Swarn of their natural rights and the present government-BJP RSS combine is also busy crushing the upper castes. The provisions of IT act are sufficient to crush any one who raises his voice against the wrong policies of the government. The Pandits and the Brahmans have no say in these governments. Thousands of Kashmiri Pandits have been uprooted by the previous regime and the present regime is also silent over this issue of their rehabilitation.

आकाशात्पतितं तोयं यथा गच्छति सागरम्।

This supreme sound (Shabd Brahm) is neither Omkar neither a Mantr, nor a seed syllable (Beej), nor an alphabet. It is the Anahat Nad (the unstruck sound i.e., a sound produced without any impact or striking). It is contemplated without being articulated. It is of nine types :-
(2.1.1) Ghosh Nad (Roaring/Rumouring Sound) :- It purifies the soul, destroys all diseases, subjugates the mind, and attracts it towards itself.
(2.1.2) Kansy Nad (Bell-metal Sound) :- It immobilizes the movement of beings. It binds/neutralizes poison, ghosts, malefic planets and other entities.
(2.1.3) Shrang Nad (Horn Sound) :- This is associated with sorcery or occult practices (Abhichar).
(2.1.4) Ghanta Nad (Bell Sound) :- Bhagwan Shiv himself utters this. It attracts all the deities, grants great mystic powers (Maha Siddhis), and fulfils all desires.(2.1.5) Veena Nad (Lute Sound) :- By this, the power of clairvoyance is attained.(2.1.6) Vanshi Nad (Flute Sound) :- By meditating on this, one attains all the cosmic elements (Tattvas-gist).
(2.1.7) Dundubhi Nad (Drum Sound) :- By meditating on this, the practitioner is liberated from the sufferings of old age and death.
(2.1.8) Shankh Nad (Conch Sound) :- Through meditation and practice of this, the power to assume any desired form is attained.
(2.1.9) Megh Nad (Thunder/Cloud Sound) :- By contemplating on this, one never has to face adversities. Apart from all these, the other sound that is heard is called Tumkar. Meditating on Tumkar directly leads to the attainment of the state of Shiv (Shaevatv).[Shiv Puran, Uma Samhita]

तेषां वेदविदो ब्रूयुस्त्रयोऽप्येनः सुनिष्कृतिम्।
सा तेषां पावनाय स्यात्पवित्रा विदुषां हि वाक्॥
ऐसे ब्राह्मणों में से वेद को जानने वाले तीन ब्राह्मण छुटकारा पाने के लिये जो उपाय बतायें उनसे भी पापियों की शुद्धि हो जाती है, क्योंकि पण्डितों की वाणी ही पवित्र होती है।[मनुस्मृति 11.85]
The penances prescribed by three Brahmans of the status of demigods well versed in Veds are capable of diluting the sin-impact of Brahmhatya, since their words carries weight.
Here the Brahman is pure-pious, truthful through mind, speech and deeds मनसा, वचना, कर्मणा).
अतोऽन्यतममास्थाय विधिं विप्रः समाहितः।
ब्रह्महत्याकृतं पापं व्यपोहत्यात्मवत्तया॥
इसलिये इनमें से किसी उपाय संयतात्मा होकर ब्राह्मण अनुष्ठान करे। आत्मसंयम से ब्राह्मण किसी भी, कैसे भी पाप का नाश कर सकता है।[मनुस्मृति 11.86]
Any of the methods prescribed above for emancipation from Brahmhatya can relieve the guilty from the sin by a Brahman who has perfect control over himself if he undertake the job.

अज्ञात गर्भ यज्ञ करते हुए, क्षत्रिय और वैश्य को तथा रजो धर्म युक्त स्त्री को मारकर ब्रह्महत्या से छुटकारा पाने वाले उपायों (पूर्वोक्त) को ही करे।[मनुस्मृति 11.87]
The penances prescribed for Brahmhatya should be adopted for foeticide (भ्रूणहत्या), killing a Kshatriy & Vaeshy and a woman undergoing periods-menstrual cycle.

He forgives, without being asked happily, though capable to punish with the strength, power and might possessed by him. He is immune to defamation, back biting and insult.
This is period when the Brahman is undergoing undue insult from those who much more inferior to him.
He bears simple cloths. He is simple, honest and open. He is free from cheating, cunningness, trickery, fraud, deceit, deceiving, ill will etc.
He studies and learns Ved, Puran, Upnishad, Brahman, Ramayan, Mahabharat, Geeta and History; acquires the knowledge of various other scriptures to understand, accept and act in accordance with them. He has the understanding and experience of do’s and do not’s of performing Vedic rites, sacrifices and scientific methods.
He has firm faith and belief in God, Ved, other Abodes (life after death, rebirth) and respects and honour them. A Brahman is not burdened to act in accordance with them, since he is born in such families, where purity of blood has been maintained. He has the natural Brahmanical genetic tendencies (DNA, chromosomes, genes) in him due to the atmosphere, company and association. Importance is not given to the means of livelihood-earning for living due to the presence of Satvik characters, practice, company, self study. It’s for the society to take care of him, since he is the real owner of the earth and all means of livelihood.

(1.9). THE COUNCILLORS AND PRIESTS ::
निर्वर्तेतास्य यावद्भिरितिकर्तव्यता नृभिः।
तावतोऽतन्द्रितान्दक्षान्प्रकुर्वीत विचक्षणान्॥[मनु स्मृति 7.61]
राजा को अपने पवित्र कार्यों के सम्पादन करने के लिये जितने मनुष्यों की आवश्यकता हो, उतने आलस्य रहित, कार्यदक्ष, प्रवीण व्यक्तियों को रखे।
The king should enrol-appoint as many experts, free from sloth-laziness, who are able-skilful to perform pious jobs.
Natives, born of high family, influential, well trained in arts, possessed of foresight, wise, of strong memory, bold, eloquent, skilful, intelligent, possessed of enthusiasm, dignity and endurance, pure in character, affable, firm in loyal devotion, endowed with excellent conduct, strength, health and bravery, free from procrastination and fickle mindedness, affectionate and free from such qualities as excite hatred and enmity; these are the qualifications of a ministerial officer (Amaty Sampat). Such as are possessed of one-half or one-quarter of the above qualifications come under middle and low ranks.
Of these qualifications, native birth and influential position shall be ascertained from reliable persons; educational qualifications, skills, from professors of equal learning; theoretical and practical knowledge, foresight, retentive memory and affability shall be tested from successful, application in works; eloquence, skilfulness and flashing intelligence from power shown in narrating stories (Katha Yog i.e., in conversation, story telling); endurance, enthusiasm and bravery in troubles; purity of life, friendly disposition, and loyal devotion by frequent association; conduct, strength, health, dignity and freedom from indolence and fickle mindedness shall be ascertained from their intimate friends and affectionate and philanthropic nature by personal experience.
Present day ministers, MLA, MP, councillors do not possess these qualities-traits.

मनुष्य को क्रोध का त्याग कर देना चाहिए, क्योंकि वह समस्त विपत्तियों-आपदाओं की जड़, संसार बंधन का कारण, धर्म का नाश करने वाला है।
One should give up, control-over power anger, since it is the root cause behind; all tensions, difficulties, troubles, misfortunes, main reason for bo***ge and it reduces-lowers righteousness, piousity, virtuousness, honesty.
Hamas (3H) terrorists are acting restlessly-unwisely, since the Jews have occupied their own motherland and Hamas-Muslims are traitors only. Jews temples have been found buried under their mosques like India.

शिष्ट्वा वा भूमिदेवानां नरदेवसमागमे।
स्वमेनोऽवभृथस्नातो हयमेधे विमुच्यते॥11.82॥
अश्वमेध यज्ञ में ब्राह्मण ऋत्विज और यज्ञकर्त्ता राजा के सामने ब्रह्महत्या का खुलासा करने और अवभृथ स्नान (यज्ञ के अंत में किया जाने वाला स्नान) करने से ब्रह्महत्या के पाप से मुक्ति मिल जाती है।
The murderer of a Brahman is relieved from the sin when he admits it in front of the king & the one organising the Ashwmedh Yagy (Horse sacrifice-symbolic) once the Yagy is over and one has bathed.
Here the judiciary comes into picture. The admittance of the grave crime may compel the king to order to crucify the guilty & confiscate all his belongings. However, the king may pardon him as well, since the guilty has undergone penances.
धर्मस्य ब्राह्मणो मूलमग्रं राजन्य उच्यते।
तस्मात् समागमे तेषामेनो विख्याप्य शुध्यति॥11.83॥
धर्म का मूल ब्राह्मण है और क्षत्रिय उसका अग्रभाग है। इसलिये उन लोगों के समागम से यज्ञ में उनके सामने अपने पापों को प्रकट करने से ब्रह्महत्या करता शुद्ध जाता है।
The slayer of the Brahman is relieved of the sin by confessing-accepting his guilt since the Brahman is at the root of Dharm & the Kshatriy is at the tip of it.
The Brahman postulates-defines the Dharm and the Kshatriy implements it. The religion is a very intricate subject and needs explanation time & again. The Brahman clarifies the hick by quoting illustrations from the Veds, Purans.
ब्रह्मणः संभवेनैव देवानामपि दैवतम्।
प्रमाणं चैव लोकस्य ब्रह्मात्रैव हि कारणम्॥11.84॥
वेद की मर्यादा के अनुरूप, जन्म से ही ब्राह्मण देवताओं का देवता होता है और लोक में प्रमाण माना जाता है।
The Brahman is a deity of the demigods as well by virtue of his birth as a Brahman. His statements, directives, assertions are considered authentic-proof as per doctrine of the Veds.
This is true but the Brahman must be enlightened, learned, unattached, pious, righteous, honest, virtuous. In today's scenario a Brahman by birth may not be a Brahman at all.
A Brahman is not born but made by the Sanskars.
