Regarding compulsory transfer of PHC Medical Officers due to redeployment of 78 posts of medical officers for new PHC's (28 rural PHC'S & 22 urban PHC'S) posted by MRB 2025

Nearly 40 Medical Officers are displaced and posted on compulsory transfer due to Redeployment of Medical Officers Posts to new phcs (28 Rural phcs and 22 urban phcs).

Some to other districts far way like Sivakasi hud to vellore hud
Sivakasi hud to Ariyalur hud .

SDPGA requests to conduct a special transfer counseling for them to relocate to a phc of their choice sir .
as there available vacancies of phcs in nearby places in their HUD.

SDPGA state officer bearers met honourable HM at his residence today along with affected PHC medical officers.

SDPGA thanks honourable HM for accepting our requests for special transfer counselling for these affected medical officers.

Tamilnadu Government has issued an Order to establish Dialysis facilities in Upgraded Primary Health Centres. Director of Public Health is given responsibility to run the units through PPP model. SDPGA strongly objects such move by the govt for the following reasons:
1. PHCs are mainly focused on the primary preventative aspect of health system. Offering Dialysis service is a tertiary care which requires technicians under the supervision of physicians.
2. As Tamilnadu is seeing an increase in numbers of Non communicable diseases involving High BP, Diabetes, Heart, Kidneys etc we have to strengthen PHCs in early identification of risk factors to prevent further damages. Bringing tertiary service will divert from their main role.
3. When we have been demanding the govt to declare all deliveries only in Cemonc centres to reduce the burden of PHC manpower to concentrate on preventive measures, establishing Dialysis service will cause extreme hardship in future especially fixing targets for them .
4. Including the private sector in government setup may lead to full privatisation in future.
5. Introducing CMCHIS in PHCs is the next step to ask the medical officers to earn and meet out all expenses similar to what is happening right now in DMS and DME side.

At present Dialysis facilities are available in all District Headquarters hospitals and Medical College Hospitals without private partners. *SDPGA demands the govt to expand the same kind of Dialysis services to Taluk and Non Taluk Hospitals*

மருத்துவர் பெருமாள் பிள்ளை மற்றும் சக மருத்துவர்களை காவல் துறை இன்று மாலை கைது செய்யப்பட்டு தற்போது விடுவிக்கப்பட்டனர். பல்வேறு கோரிக்கைகளை வலியுறுத்தி மேட்டூரிலிருந்து பாத யாத்திரை தொடங்கி இன்று சென்னை நோக்கி வந்தடைந்த நிலையில் அவர்களை காவல் துறை கைது செய்து இருப்பது அரசு மருத்துவர்களிடையே பெரும் அதிர்ச்சியை ஏற்படுத்தி உள்ளது. அற வழியில் போராட்டம் செய்வதை தடுப்பது ஜனநாயகத்திற்கு எதிரான செயல். இதனை நமது சங்கம் வன்மையாக கண்டிக்கிறது. நீண்ட நாட்களாக அனைத்து மருத்துவ சங்கங்களும் அரசாணை 354 ஐ மறுஆய்வு கோரிக்கை வைத்து பல்வேறு போராட்டங்களை நடத்தி வருகின்றனர். அதையும் வலியுறுத்திய மருத்துவர் பெருமாள் பிள்ளை அவர்களை கைது செய்தது நாம் நடத்தும் போராட்டங்களை முடக்க செய்யும் முயற்சியாகவே அமைகிறது. இத்தகைய செயல்களை சமூக நீதி பேசும் அரசு செய்வது வருந்தத்தக்கது. கடந்த 2019 ல் அன்றைய அரசுக்கு எதிராக நடைபெற்ற சாகும்வரை உண்ணாவிரதம் மற்றும் காலவரையற்ற வேலைநிறுத்தத்தை நாம் நடத்தும் போது எதிர்க்கட்சி தலைவராக களத்திற்கு வந்து ஆதரவு தந்த நமது தமிழக முதல்வர் அவர்கள் உடனடியாக அனைத்து அரசு மருத்துவர்களின் நீண்ட நாள் கோரிக்கையான அரசாணை 354 ஐ மறுஆய்வு செய்து பதவி உயர்வு மற்றும் பணப்பலன்களை வழங்கி தனது வாக்குறுதியை நிறைவேற்ற வேண்டும்

FOGDA requests all TN Govt doctors to sign in this petition!! To prevent contract posting of retired Govt Drs

Why we are opposing extension to retired persons?
Already we are having enough experienced talented persons to take over
We may not be directly affected now but if this continues one day everyone will be affected

If government needs their advice let them be posted as honorary advisors with out any pay when govt is suffering with lack of funds even to recruit hospital workers

Today SDPGA met Respected Director of Medical Education & Research and other officials of DMER and represented issues pertaining to Medical Colleges and Institutions.
1. Regarding NMC biometric attendance, We insisted that NMC has clarified biometric attendance is once a day not both entry and exit. We showed the evidence from NMC. Immediately DMER called NMC officials and asked to clarify the same. Dr. Raghav Langer IAS, Secretary of NMC clarified that Exit attendance is related to HR and hence it's upto state govt decision. Hence SDPGA demands the govt not to insist on exit attendance anymore. SDPGA is against biometric for Govt drs but comply with Entry attendance only because of NMC. We will co-operate for Exit attendance only if it's implemented for all state govt employees including Secretariat staff and also govt should agree to compensate for extra work done by govt drs beyond duty hours.
2. Govt is planning to surrender around 250 JR posts in order to start PG courses in newly developed Medical Colleges. SDPGA strongly oppose such a move as it affects further manpower shortages to take care of patients. SDPGA requested to redistribute for Superspeciality services by creating Assistant and Associate Posts in new Medical Colleges so that Superspeciality drs who have been severely affected for want of adequate posts and delayed promotions will be benefited and also such services will be extended to rural part of Tamilnadu.
3. We requested to create extra Resident and faculty posts of around 900 as per NMC UG/PG 2023 regulations.
4. SDPGA requested to expedite legal battle in Dean panel court cases. We expressed our displeasure for unnecessary appeal in another case against one Prof who won to include in the Dean panel.
5. It's said that Pending promotion counselling of Professors for 2024 panel will be completed this month and Associates next month. We requested Promotions for 2025 panel to be completed before the postings of exam going service PGs this year.
6. We requested to conduct counselling for Emergency dept promotional posts at the earliest.
7. SDPGA requested DMER to redeploy clerk posts to his office from peripheral colleges where it's surplus so that timely promotions and transfers could be done.

SDPGA conducted our state EC meeting in Govt Mohan Kumaramangalam Medical College Hospital, Salem on 25.5.25. State EC felicitated our association Advisor and trusted companion of LN, Prof and HOD of Pediatrics Dr. Sampath Kumar for his retirement this month. He is a true Associationist with fearless, selfless, non corrupt and die hard attitude working for the welfare of govt drs. SDPGA salute his commitment and resilience in spite of several punishments for raising his voice for voiceless govt drs.

EC resolved the following after discussions:
1. To sensitise the govt drs to take part in the ongoing democratic form of agitations restarted by FOGDA demanding Review GO354, 4D2 rectification, PHC allowance and increased manpower. SDPGA resolved to escalate the mode of protests if needed.
2. To include the demand of PG increments for those who completed 20 YRS of service in FOGDA agitations. As of now the PG increment is merged with basic pay during elevation of PB4 from PB3 and thereby we lose several thousands of rupees from our salary.
3. Regarding AEBAS SDPGA reiterate our stand of Entry attendance only. No need for Exit. NMC hasn't insisted about Exit attendance. Nowhere NMC mentioned in it's show cause notice to 35 medical colleges about lack of exit attendance.
4. SDPGA demands the TN govt to implement the norms of NMC in terms of Pay structure equivalent to AIIMS, Junior and Senior Residents alone for 24 hrs service, Saturdays as holidays for faculties.
5. NMC has clearly specified about the minimum manpower requirement for respective strength of students enrollment and to increase extra manpower according to patient load. But govt still reluctant to address the extra manpower shortages and put extreme hardships to govt drs.
6. Similarly in DMS side, to create adequate posts as per IPHS norms according to patients load.
7. To demand PB4 for Associate Professors and Senior Civil Surgeons. Associate Professors are given payband 4 salary in all other depts like arts, engineering, veterinary etc. Hence we demand the same for our govt drs.
8. SDPGA objects the surrender of 200 JR posts for starting PG courses in 13 medical colleges. We request the govt to redistribute those posts to places where patient load is high. That JR posts may be redesignated/redeployed to create Superspeciality dept according to the need. To fill up vacant posts of Superspeciality DM/Mch Assistant Professors and SR with correspinding broad speciality. ( MS General Surgery in Mch vacancies,) and ( MD General medicine in DM vacancies in medical colleges.
9. To create adequate promotional posts for superspeciality drs. Many are still Assistant Professors even after completing 25 years of service whereas some broad specialists have become Professors in less than 12 years of service. It's a gross injustice for those going for higher studies which make them to become subordinate to service juniors. This anomaly could be addressed by rationalising thro Review GO354, bringing back the lost posts in 4D2 and opening up of superspeciality depts with Associate Professors in all Medical Colleges wherever not present.
10. SDPGA demands the govt to promote PHC drs to take up district level administrative posts
11. SDPGA demands the govt to complete the regularisation of Newly joined govt drs.
12. SDPGA requests the govt to allow CPS drs to avail part final amount accrued.
13. To address the grievances of govt drs in warfoot manner to prevent unnecessary court cases
14. To speed up the promotion counselling of Senior Civil Surgeons for this year, Associate Professors and Professors for 24-25 and 25-26 panels immediately.
15. SDPGA demands One-Time Direct Fitment to fill up All vacant posts of CCS, SCS,CS in DMS and DPH side. SDPGA requests to rationalise and redistribute CCS, SCS posts in DMS side and to give CCS posts in all Block PHC and 30 bedded upgraded PHCs in DPH sides.
16. To conduct counselling for Service PGs completing this year immediately and followed by inter Directorate transfer counselling for MRB 2024 candidates.
17. To fill up vacancies of AP SR JR in medical colleges not filled for 2 consecutive years with specialists appointed in MRB and NSPGs
18. Inspite of brutal incident happened in Kalaignar hospital, Govt has scant regard in the security and safety of govt drs. SDPGA demands the govt to implement all the measures proposed during last meeting with Health Secretary.

Sdpga state office will submit the above to govt and meet the press this week.

He is a great associationist with fearless, selfless, straightforward, non corrupt and die hard attitude. He is an excellent academician, able administrator and highly disciplined personality.
