اس اجلاس میں آپ کی شمولیت کو تہہِ دل سے شکریہ ادا کرتے ہوئے یہ چند کلمات پیش کرنے کی جسارت کررہاہوں۔آج کی نشست سے قبل اور ان ہی معاملات سے متعلق جڑے مسائل کے سلسلے میں7 جنوری کوایک نشست منعقد ہوئی اور اس سلسلے کو آگے بڑھاتے ہوئے آج ایک بار ہم جمع ہوئے ہیں تاکہ جن مسائل کو قبل ازیں زیر غور لایا گیا،ان پر موثر عمل درآمد کے سلسلے میں ایک مشترکہ سوچ اور اپروچ کو طے کیا جاسکے ۔یہ نکات ہمارے لئے ہدف کی حثییت رکھتے ہیں اور سماج کو درپیش مسائل کے موثر حل کے لئے اور ایک لائیحہ عمل طے کرنے کے لئے مشترکہ حکمت عملی اور سوچ و اپروچ کو متعین کیا جائے
۱. والدین اور بچوں کے درمیان بڑھتی ہوئی خلیج۔
دور حاضر کا ایک بڑا چیلنج "جنریشن گیپ" یعنی بڑھتی ہوئی دوریاں ہیں، گھر میں والدین اور اولاد کے درمیان، اسکولوں میں اساتذہ اور طلبہ کے درمیان، معاشرہ میں بڑوں اور چھوٹوں کے درمیان، اور دینی جماعتوں میں بزرگوں اور نوجوانوں کے درمیان۔ ان دوریوں کو قربتوں میں بدلنا ضروری ہے، ورنہ ہمارے خواب چکنا چور ہوجائیں گے، اور رفتار کا فرق سمتوں اور منزلوں کا فرق بن جائے گا، اور یہ وہ نقصان ہوگا جس کی ذمہ داری سب پر عائد ہوگی
ہمیں یہ بھی خبر نہیں ہے کہ ہمارے چھوٹے بچے کس سمت میں سفر کر رہے ہیں، کن مشاغل میں بسر کر رہے ہیں اور کیا خواب دیکھتے ہیں۔ لازم ہے کہ بڑوں اور چھوٹوں کے درمیان اتنا گہرا رشتہ ہو کہ بڑے چھوٹوں کے ساتھ مل کر مشکل ترین مسائل کے حل تلاش کریں، بڑے اپنے خوابوں میں چھوٹوں کو شریک کریں، اور چھوٹے اپنے خواب بڑوں کو بلا جھجک بتا سکیں۔ نصیحت کا موقعہ آئے تو بڑے چھوٹوں کو نصیحت بھی کریں، لیکن اس طرح جیسے لقمان اپنے بیٹے کو نصیحت کرتے تھے سمجھداری، حکمت، محبت اور پیار بھری نصیحتیں۔ کہ کوئی نصیحت بار خاطر نہ ہو۔
اس کے لئے سوچئے کہ ہم اپنے لخت جگر کو دلوں کے قریب کیسے لائیں اور اس اندھی دوڑ نے جو دوریاں پیدا کی ہیں ،اسے کیسے کم کیا جائے۔
۲. ہمارے گھروں میں دینی تعلیم کا فقدان اور اس کے اثرات
آج ہم جس ماحول میں زندہ ہیں، اسے جتنی بھی اچھا کہنے کی کوشش کر لیں، اس کا کوئی بھی جزو ایک مثالی معاشرے کی تصویر پیش نہیں کر رہا۔ یہاں تعلیم، غربت، برداشت، رواداری، امن، باہمی عزّت و تکریم ، کوئی بھی پہلو مثبت تبدیلی پیش کرتا نظر نہیں آ رہا۔
ایک مثالی معاشرہ ہمارا نصب العین ہے۔ اور اگر ابھی تک ہم یہ مقاصد حاصل کرنے میں ناکام ہیں یا ا ن کے حل کی طرف صحیح سمت کا تعین نہیں کر سکے تو ہمیں ان پہلووں پر توجہ دینا ہوگی جہاں جہاں سوالیہ نشان ہیں۔ ظاہر ہے ہم اپنی منزلوں کا تعین صحیح طور نہیں کر سکے ہیں اور اپنی آنے والی نسلوں کی تربیت کی بنیادیں ہی نہیں بنا سکے۔ میرے خیال میں ہمارے معاشرے کا سب سے بڑا المیہ ہی یہ ہے۔
ہم وثوق سے کہہ سکتے ہیںکہ بچے کی پیدائش سے لے کر اس کی تربیتی عمر کی تکمیل تک وہ بہت ہی خود غرض ہاتھوں میں ہوتا ہے۔ والدین سے لے کر یونیورسٹی تک، گلی محلے کے ماحول سے شہری نظام تک، مسجدو مدرسے سے لے کر سکول و کالج، اسے ہر جگہ ایک خود غرض، شخصی اور سطحی قسم کی تعلیم و تربیت سے گزرنا پڑتا ہے۔ اس کا نتیجہ یہ ہوتا ہے کہ جب وہ عملی میدان میں قدم رکھتا ہے تو معاشرے کو وہی کچھ سود سمیت لو ٹانا شروع کر دیتا ہے، جو حصولِ شعور کی عمر میں اسے معاشرہ اور اس کا تربیتی نظام عطا کرتا ہے۔اس سمت سوچنے کی ضرورت ہے ہمیں دنیاوی تعلیم کے ساتھ دینی تعلیم کا بھی انتظام کرنا ہوگا اور یوں ہم ان سے پھر کسی خیر کی امید کرسکتے ہیں اور یہ دینی تعلیم کے بغیر ناممکن ہے۔
۳. مہدسے لحد تک پیش آرہے معاملات میں بڑھتاہوااسراف
انسان اپنی آنکھ کھولتے ہی خود کو ایک ایسے سماج میں پاتا ہے جہاں بے جا خرچہ ،فضول خرچی اسے کسی بھیانک دیو کی صورت میں دکھائی دیتے ہیں ۔ پہلی سیڈھی سے لے کر حتیٰ کہ جب انسان لبِ گور پہنچتا ہے تو اسے ختنہ،سکول میں پہلے درجے میں داخلہ ،زیب و زیبائش ،رفقاءسے تعلقات ،رشتہ داریاں نبھانے ،شادی بیاہ کے معاملات ،رہائش کے لئے جگہ حاصل کرنے ،ٹیوشن حاصل کرنے اورکتابیں خریدنے ،دوستوں کی محفلوں کو رونق بخشنے اور پھر جب وہ بڑھاپے کی دہلیز پر پہنچ کر موت کی آغوش میں چلا جاتا ہے ،تو اس وقت بھی رسم رواج اور اس پر بے جا خرچہ کی وجہ سے نہ صرف اپنے پس ماندگان پر بوجھ بن جاتا ہے بلکہ جاتے جاتے سماج کے لئے ایک سوالیہ نشان بھی چھوڑ جاتا ہے

۴ .منشیات کی بڑھتی ہوئی وبا۔نئی نسل کو بچانے کی تدابیر و اقدامات
ایک عمومی اندازے کے مطابق اس وقت ملک میں ایسی مضر صحت اشیا کی فروخت عروج پر ہیں جو قوم کی صحت کو دیمک کی مانند نگلتی جا رہی ہیں۔ گزشتہ کچھ عرصے میں یہ مضر اشیا اس حد تک عام ہو گئی ہیں کہ ہر شخص انھیں کھا کرنا صرف اپنی صحت تباہ و برباد کر رہاہے بلکہ یہ اشیا بچوں میں بھی بہت مقبولیت حاصل کر چکی ہیں۔ لیکن ان اشیا میں نشہ کی آمیزش اس قدر شامل کی جاتی ہے کہ فرد غیر محسوس طریقے سے ان اشیا کا عادی ہو جاتا ہے اور یہ اشیا زندگی کا ایک حصہ بن جاتی ہیں۔
نشہ کے عادی نوجوان گھناونی وارداتوں میں ملوث ہیں۔ لیکن منشیات فروشی کا یہ مذموم کا روبار ہر سطح پر پھیلا ہوا ہے۔ جس کی بار ہا نشاندہی کے باوجود ان مجرموں پر آہنی ہاتھ نہیں ڈالا جا سکا، جو نوجوانوں کے خون میں نشے کی لعنت شامل کر کے معاشرے کی جڑوں کو کھوکھلا کر رہے ہیں۔
ضرورت اس امر کی ہے کہ انفرادی اور اجتماعی سطح پر نشے کے استعمال، فروخت اور تیاری کی حوصلہ شکنی کی جائے۔
۵. نکاح نصف ایمان ہے۔اسے کیسے با عمل بنایا جائے
ایک ایسی شادی جو خدا کے احکام کے مطابق کی جائے بڑی خوشی کا موقع ہوتی ہے۔خدا کے احکام پر عمل کرتے ہوئے شادی کو خوشیوں کا موقع کیسے بنایا جا سکتا ہے۔ شادی کے سلسلے میں ہر ملک میں مختلف قانونی شرائط اور رسمیں ہوتی ہیں۔ اس کے باوجود خدا کے کلام میں شادی کے سلسلے میں چند ایسے اصول ہیں جن پر تمام لوگوں کو سوچنا ہوگا کہ شادی جو معاشرے کو پاک رکھنے کا موجب ہے ،اسے سادہ اور کم خرچ میں کیسے ممکن بنایا جاسکتا ہے
۶. دنیاوی اور دینی مسائل کے حل کے لئے مشاورتی مراکز کی ضرورت
دینی اور دنیاوی مسائل کے حل کے لئے کس طرح کے ادارے قائم کرنے کی ضرورت ہے اور اس سلسلے میں علماء،فقہا اور دانشور کیا کردار ادا کرسکتے ہیں۔کیا دینی تنظیمیں اس میں کوئی رول ادا کرنے کے قابل ہیں یا ہمیں کسی متبادل کی ضرورت ہے جو ہمیں مختلف مسائل کے حل میں رہنمائی کرسکے ۔
۷. سود ی لین دین کے جال میں پھنسے لوگوںکو نجات دلانے کی تدابیر
دیکھا گیا ہے کہ لوگ اپنی ذاتی اور کاروباری ضرورتوں کے لئے بنک یا ساہوکار سے رجوع کرلیتے ہیں اور بعد میں اس چنگل میں اس طرح پھنس جاتے ہیں کہ ہاتھ سے کاروبار بھی جاتاہے اور بعد میں اپنی ذاتی جائداد فروخت کرکے قرضہ ادا کیا جاتا ہے ۔اس طرح کے واقعات بھی سامنے آئے کہ کئی لوگوں نے سود کے جال میں پھنس کر خود کشی کی اور یوں ایک طرف جان بھی گئی اور اس کے ورثا نجات حاصل کرنے کے بجائے اس کے قرضہ کو اتارنے کی کوشش میں زندگی کی خوشیوں سے محروم ہوئے ۔یہ سوال ہے جس کا ہمیں جواب ڈھونڈنا ہوگا
۸. سماج میں بڑھتی ہوئی بے حیائی
موجودہ معاشرے میں ہم دیکھتے ہیں کہ نوجوان لڑکے اور لڑکیاں کس جانب جارہے ہیں ،ایک طوفان بد تمیزی ہے ،جس کا ہمیں سامنا ہے ،یہ وبا ہے اور اگر اس کا ہم نے بر وقت تدارک نہ کیا یا اس پر کسی حد تک قابو نہ رکھا تو یہ بلا ہمارے سماج کے تانے بانے کو ہلاکر رکھ دے گی
۹. بے روزگاری کے مسائل
ایک طرف تو آبادی میں اضافہ دیکھنے کو مل رہا ہے تو دوسری طرف بے روزگار افراد کی تعداد میں بھی مسلسل اضافہ ہورہا ہے۔ایک بڑا المیہ یہ بھی ہے کہ بے روزگار افراد میں سے ایک بڑی تعداد ڈگریوں والی اور تعلیم یافتہ کی بھی ہے۔بے روزگاری کے بڑھنے کی وجہ سے ایک نہیں ان گنت مسائل جنم لے رہے ہیں۔ والدین
اپنے بچوں کوہر قسم کا خرچ برداشت کر کے دن رات محنت کر کے تعلیم دلواتے ہیں تاکہ وہ اپنے والدین کا سہارا بن سکیں وہ اپنی زندگی کامیابی سے گزار سکیں۔ لیکن اعلیٰ تعلیم ھاصل کرنے کے باوجود اور ریاست میں کاروباری سرگرمیاں اور انتظامیہ میں رشوت اور چور دروازے سے انتظامیہ میں داخلے کیوجہ سے یہ جوان خود کو ایک دو راہے پر دیکھتے ہیں اور نتیجہ ظاہر ہے کہ بے روزگاری کی وجہ سے سماج میں اب جرائم بھی بڑھ رہے ہیں اور خود کشی کا گراف بھی بڑھ رہا ہے
بے روزگاری کی وجہ سے ہی غربت جیسے مسائل جنم لے رہے ہیں۔جب نوجوانوں کو نوکری نہیں ملتی تو غربت ان کے آنگن میں آ جاتی ہے تووہ بہت مایوسی اور ڈپریشن کا شکار ہوجاتے ہیں نفسیاتی مریض بن جاتے ہیں چڑچڑاپن کا شکار ہو جاتے ہیں۔ان کو اپنے مستقبل کی فکر ستانے لگتی ہے مستقبل تاریک میں نظر آنے لگتاہے۔ذریعہ معاش کے لیے ناجائز طریقے ستعمال کرلیتے ہیں۔غربت اور بے روزگاری کی وجہ سے کچھ لوگ نشہ،ڈرگ،الکوحل، اور تمباکو نوشی میں مبتلا ہو جاتے ہیں نشے اور ڈرگ کی وجہ سے اپنی ساری زندگی تباہ کر لیتے ہیں۔ یہ مسلہ بھی ہماری توجہ چاہتا ہے ۔

*42-Year-Old Man Held, Brown Sugar Seized Near LoC In Karnah*

In its ongoing drive against drug menace, Police during a raid arrested a person alongwith contraband substance in Taad area of Karnah along the Line of Control (LoC) in north Kashmir’s Kupwara district on Saturday.

*“Police and sleuths of Directorate of Revenue Intelligence (DRI) on a specific information raided the house of one person Zafar Ali (42), son of Fatah Ali of Prada near line of control LOC in Karnah and recovered brown sugar,” official sources told GNS.*

While carrying out the searches, the team has recovered about 4.272 kilograms of brown sugar from the house, they said.

Station House officer (SHO) Waseem Ahmad also confirmed the incident.

*Over 50kg Fukki seized by Budgam Police, 2 drug peddlers arrested*

Budgam, August 03 (KNO) : Jammu and Kashmir Police Friday claimed to have arrested two persons along with 50kg fuki on Chadoora-Pampora Road. A senior police official told KNO that on Friday evening a naka was laid by a police party of Police Post Chadoora Budgam at Keer Kadal on Chadoora- Pampore road.

“During checking, a vehicle bearing registration number JK01L-5909 was stopped for checking. On enquiring two persons namely Gulzar Ahmad Ganai, son of Abdul Rahman of Kakpora Pulwama and Mudasir Ahmad Dar, son of Ali Mohammad Dar of Chudsu Pulwama were found boarding the vehicle,” he said.

From their possession, 50 kgs of Fukki concealed in six gunny bags were recovered, he added. Officials told KNO that a case under FIR number 138/2019 under section 8/15 NDPS Act was registered against the drug peddlers in Police Station Chadoora Budgam and further investigation has been started. *Man held with he**in in Kupwara*

Srinagar, Aug 2 ,A person was arrested with approximately 3 kilograms of he**in in Kupwara district of north Kashmir on Friday afternoon.

Official sources told GNS that based on a specific input, officers established a naka at DPO Kupwara during which a Sumo (JK09-4751) was stopped and during searches the narcotic substance (he**in) concealed in three polythene packets weighing approximately 3 kilograms were recovered.

They said that has also been seized in the matter and the driver Sajad Ahmad was detained.

The vehicle was on way from Tanghdar towards Srinagar when it was stopped at DPO Kupwara.

A police officer also confirmed the incident and said that further details will be shared later.

On recieving this information concerned Magistrate was informed and accompanied by the Police team of PS Devsar under SHO Devsar the house was raided, and Muzzaffar Ahmad Shah S/O Gul Mohd Shah R/O Churat Qazigund was arrested on spot. Baramulla, August, 01 ÷ Tangmarg police claimed have arrested two drug peddlers and recovered huge quantity of chars from their possessions.

A police Spokesman in a statement said that officers at a checkpoint established near zaspora Tangmarg, the Naka party stopped one scooty bearing Registration Number JK05F-7483 for checking one questioning the person's on Scooty disclosed their identity As Abdul khaliq khan S/O Mohd Abdulla Khan And Farooq ah mir S/O Ghulam Mohiuddin Mir resident of Zespora Tangmarg, said an official.

*Narcotic Bid Foiled; Huge Quantity of Banned Intoxicant Drugs recovered*

On a specific information regarding movement of some valley based drug peddlers in Banihal area, naka point at T chowk was strengthened and personally supervised by senior officers. The checking was intensified and during the process frisking and checking of commuters coming from Railway station side, two of them were found in possession of 240 bottles of Codeine phosphate, 600 tablets and 200 capsules, all banned substances.

In this regard case FIR No 107/2019 U/S 8/21 NDPS Act stands registered at PS Banihal and investigation taken up.

During preliminary investigation, the duo disclosed their identity as :1. Shahzad Ahmed S/O M. Maqbool Khawja and 2. Kaiser Ahmed S/O Ali Mohd Mir, both Rs/O Watergam, Baramulla. They had bought the consignment from valley side to sell it to the youth of Banihal and surrounding areas. Further investigation into the case is in progress.

The arrest as well as recovery of the banned drug has been made by police team headed by Insp Abid Hussain Bhukhari, SHO PS Banihal under the supervision of Sajjad Sarwar SDPO Banihal and Sanjay Parihar Addl SP Ramban and overall supervision of Ms Anita Sharma SSP Ramban.

Continuing its war Against Drug Eradication Huge Quantity Of Charas Recovered By Sopore Police.

31 July 2019: Continuing its War against Drug eradication, Sopore police recovered charas(cannabis) in huge quantity from one Dreaded peddler Namely Farooq Ahmad Changal who was running a hotel at chota Bazar and was continuously selling charas among the youth of town.There has been continuous flow of information regarding the rapid increase in charas (cannabis) addiction and supply among the youth but people were unaware about the source (distributor). Sopore police has worked with blood and sweat and finally traced out the main culprit.
After generating the specific information regarding the drugs on the directions of Ssp Sopore Shri. Javaid Iqbal-JKPS a police party of Police Station Sopore headed by SHO Sopore Azim Iqbal under the supervision of SDPO Sopore Raja Majid-JKPS, raided and recovered 2 kgs and 250 grms charas (cannabis), however taking advantage of overcrowded marked and congested area culprit managed to escape. A team has been constituted to nab the accused as early as possible.
In this connection case FIR No. 214/19 U/S 8/22 NDPS Act stands registered at Police Station Sopore and investigation has been taken up. Its quite Pertinent to mention that Sopore Police has arrested 80 years old father and his 45 yrs son in connection with charas smuggling few days back aswell.

General public is once again requested to come forward and help Sopore police in its mission of “DRUG FREE SOPORE”

*Pharmacist among 10 drug peddlers held in Jammu*

Jammu: Ten alleged drug peddlers including a pharmacist were arrested with contraband and narcotic substances in separate incidents in the Jammu region, police said on Sunday.

While eight of the peddlers were arrested from different localities of Jammu district over the past 24 hours, one each was apprehended from Samba and Kathua districts, a police official said.

Parveen Kumar, who runs a pharmacy, was arrested along with his friend Arvind Kumar after 700 intoxicant tablets were recovered from their possession during checking near Bagga Marh Morh in R S Pura on the outskirts of Jammu, the official said.

He said three peddlers -- Vishal Singh, Sadam Hussain and Gagan Singh -- were arrested when six grams of he**in was seized from their possession in Digiana area, while two more peddlers, Pankaj Sharma and Vinod Kudda, were arrested along with 10 grams each of he**in from Roop Nagar and Dogra hall areas of the city.

Jammu Police also arrested Nihal Lokatra and seized 110 intoxicant tablets and two capsules from his possession at Maheshpura chowk in Bakshi Nagar, the official said.

In Samba district, one Suraj Paul was arrested after recovery of 147 intoxicant capsules from him at Mansar Morh, while another drug peddler was arrested along with several kilograms of poppy straw from Rajbagh area of Kathua district, he said.

All the arrested drug peddlers were booked under the Narcotics Drugs and Psychotropic Substances Act and are being questioned, the official said. (Agencies)
