What is the most likely diagnosis??

Pay special attention to following features before considering your most probable diagnosis.

1. Relatively dry macula with no exudation.
2. Hyperemic disc with telengiectasia
3. Relatively better vision
4. Diabetic patient
5.Absence of disc pallor
6. Bilateral disease
7. Cotton wool spots
