How can EU policies better support hard of hearing people in Europe?

Hosted by MEP Katrin Langensiepen and co-organised with the European Association of Hearing Aid Professionals (AEA), the event will bring together policymakers, civil society, and experts to discuss concrete policy actions that can make a difference.

Last week, the State of the European Union 2025 was delivered. Yet, it was not accessible to millions of citizens with hearing loss.

The speech was streamed in 24 EU languages, but no streaming provided real-time subtitling in any of the Commission's platforms, leaving millions of Europeans with hearing loss excluded from fully participating in the political life of the Union.

We also note that disability was not mentioned in the speech, leaving us to question the direction on the second half of the Disability Strategy.

Accessibility is not optional, it is a pre-condition to participation in democracy. The EU should apply its own obligations for institutional communications, as set out in:
🔹 CRPD Articles 21, 29 & 30 – t the right to access information and participation in political and cultural life.
🔹 The Audiovisual Media Services Directive (AVMSD) and the Web Accessibility Directive – requiring accessible audiovisual and online communication.

We welcome new commitments such as the European Housing Summit, the Anti-Poverty Strategy, and the Quality Jobs Act, but these policies can only succeed if they are inclusive of persons with disabilities.

EFHOH calls on the European Commission to make real-time subtitling a non-negotiable standard for the State of the Union and all EU institutional communications and stands ready to support with expertise and guidance.

Last week, our webinar “Exploring Google Accessibility Tools” took place, featuring Christopher Patnoe, Head of Accessibility & Disability Innovation (EMEA) at Google, who explored how Google is building accessibility into its products for deaf and hard of hearing users.

Accessible tools already in place include:
🔹Live Transcribe – real-time speech-to-text for conversations
🔹Sound Notifications – alerts for alarms, doorbells, and more (part of Live Transcribe)
🔹Live Caption in Android – captions for videos, voice messages, and phone calls
🔹Google Meet – high-quality, multilingual captions with real-time translation

Christopher Patnoe also shared what’s next: improved Bluetooth streaming in Android today and potential for Google Maps to indicate assistive listening systems in public spaces as part of improvements to awareness of building accessibility. And even from some other companies today, you can find captioning glasses, with exciting opportunities from AndroidXR, their wearables platform.

The latest innovation is SignGemma, which is Google’s open-source model for sign to text interpretation - emphasizing that AI is designed to support, not replace, human interpreters.

The takeaway: accessibility must be built in from the start and developed with the communities it is meant to serve.
