Haemo_Pal Enhancement of clinical services for the management of rare blood diseases in Palestine

Il Programma HAEMO_ Pal, condotto dall’Istituto Superiore di Sanità e coordinato dal Centro Nazionale Sangue, è finanziato dall’Agenzia Italiana per la Cooperazione allo Sviluppo (AICS). Esso mira a dare supporto al Ministero della Salute palestinese per lo sviluppo di centri clinici specializzati per la diagnosi e cura delle malattie ematologiche congenite, tra le quali emofilia e talassemia, e per offrire opportunità terapeutiche ai pazienti palestinesi. I punti salienti del progetto sono: l’invio umanitario di medicinali salvavita provenienti dalla donazione volontaria e non remunerata di plasma da parte dei donatori italiani; la creazione di cinque centri per la diagnosi e cura delle malattie emorragiche congenite in Cisgiordania e nella Striscia di Gaza; il potenziamento delle competenze dello staff medico palestinese, che sta seguendo uno specifico programma formativo; il supporto psico-sociale ai pazienti e ai loro familiari, attraverso il coinvolgimento delle associazioni locali dei pazienti. HAEMO_ Pal project led by the Italian National Institute of Health (ISS) and coordinated by the National Blood Center (CNS) is funded by the Italian Agency for Development and Cooperation (AICS). It aims at supporting the Palestinian Ministry of Health in order to strengthen dedicated clinical centers for the diagnosis and treatment of the main congenital hematological diseases such as haemophilia and thalassemia, to provide therapeutic opportunities for the Palestinian patients. Highlights of the project include: the humanitarian delivery of life-saving medicines produced from the Italian voluntary and non-remunerated blood and plasma donation, the set up of five centers for the diagnosis and treatment of the congenital bleeding disorders in the West Bank and Gaza Strip, the capacity building of Palestinian medical staff, who are following a specific training programme, and the psycho-social support for patients and their families, through the involvement of the local Patients Associations.



يتم تمويل برنامج HAEMO_Pal من قبل الوكالة الإيطالية للتعاون الإنمائي الذي ينظمه المركز العالي للصحة و الذي تم تنسيقه مع البنك الوطني للدم، والذي يهدف بدوره إلى دعم وزارة الصحة الفلسطينية في تطوير مراكز سريرية متخصصة لتشخيص و علاج الأمراض الوراثية في الدم، بما فيهم التلاسيميا و الهيموفيليا. بالإضافة إلى توفير فرص علاجية للمرضى الفلسطينيين.

أبرز نقاط المشروع :
- توفير و توزيع الأدوية المنقذة للحياة عبر تبرعات البلازما الطوعية و غير المدفوعة من قبل مانحين إيطاليين.
-إنشاء خمسة مراكز لتشخيص وعلاج اضطرابات الدم في الضفة الغربية وفي قطاع غزة.
- تعزيز مهارات الكادر الطبي الفلسطيني الذي يتابع برنامج تدريبي محدد.
- تقديم الدعم النفسي و الإجتماعي للمرضى و ذويهم بمشاركة جمعيات المرضى المحلية.

A registry of congenital hematological diseases that will enable the assessment and improvement of diagnosis and management of Palestinian patients affected by hemophilia and other congenital bleeding disorders, as well as thalassemia and other hemoglobinopathies. It is the result of the work carried out by our team, thanks to the funding of Agenzia Italiana per la Cooperazione allo Sviluppo and to the partnership established between the وزارة الصحة الفلسطينية /غزة Palestinian Ministry of Health and Centro Nazionale Sangue. The project has continued to operate in the field despite the severe challenges posed by the ongoing humanitarian crisis in Palestine and now this target has been reached.

The inauguration of the Registry in Ramallah was attended by the Palestinian Minister of Health, Dr. Maged Abu Ramadan, and the Director of AICS Jerusalem, Mirko Tricoli and by the representatives of all the most important patient associations in Palestine, جمعية اصدقاء مرضى الثلاسيميا-فلسطين TPFS-Palestine, Palestinian Bleeding Disorder Society, Palestinian Avenir Children Foundation.

The Italian Federation of Thalassemias, Rare Hemoglobinopathies and Sickle Cell Disease (United ETS) promptly responded to an urgent appeal from the Palestinian patient community, represented by the Thalassemia Palestinian Friends Society (جمعية اصدقاء مرضى الثلاسيميا-فلسطين TPFS-Palestine), with a generous donation of medical devices for the infusion of iron-chelating agents and related disposable supplies, to help address a severe local shortage.

Heartfelt thanks from the coordination group of the Haemo_PAL project (AID 11719), funded by the Agenzia Italiana per la Cooperazione allo Sviluppo and coordinated by the National Blood Centre (Centro Nazionale Sangue), whose on field personnel delivered the donation despite the immense challenges posed by the ongoing humanitarian crisis in Palestine.

Special thanks also go to the FORANEMIA Foundation, a Haemo_PAL partner, which supported and contributed to the success of the initiative.

Through this generous act, a strong bond based on shared goals has been established between UNITED and TPFS, reaffirming the transnational brotherhood among patients across different regions and the steadfast commitment to sharing knowledge, expertise, and best practices for the protection of patients.

✈️On June 8, a new shipment of life-saving plasmaderived medicinal products meant for the Palestinian population was delivered to the competent authorities in Ramallah. The shipment, organised by the National Blood Centre in collaboration with the Agenzia Italiana per la Cooperazione allo Sviluppo brought to the Palestinian territories 3,648 vials of coagulation Factor VIII, 544 vials of Factor IX and 416 vials of Prothrombin Complex.

💊These medicinal products, produced thanks to plasma donated by Italian volunteer donors, exceed the national requirement and will help treat patients with haemophilia and other severe coagulopathies.

The third cycle of training, entailing internships has just concluded as part of the Haemo_PAL project, coordinated by Centro Nazionale Sangue and the Istituto Superiore di Sanità, in collaboration with the Italian Regions project partners and their clinical centres.

Despite the challenges posed by a highly complex geopolitical situation, the project brought 12 Palestinian healthcare professionals from the to Italy. At the haematology centres of Azienda Ospedaliera di Perugia, AO Dulbecco of Catanzaro, Ospedale Policlinico di Milano, Policlinico Umberto I of Rome, and at the Thalassemia Centre of Ospedale Gaslini di Genova, general doctors, specialists, nurses, physiotherapists, and laboratory technicians had the opportunity to deepen their practical knowledge of the diagnosis and management of and and of and orher haemoglobinopathies.

Since 2021, a total of 23 professionals have been trained in a project funded by Agenzia Italiana per la Cooperazione allo Sviluppo (AICS), through a programme that has integrated online courses and in-person training in , aiming at strengthening local capacities, with the firm belief that health is a universal right.

Today, April 17, 2025, World Hemophilia Day, despite the tense geopolitical climate, the widespread state of emotional exhaustion, and the practical difficulties in moving around the territory, the Palestinian Society for Bleeding Disorders (PSBD, الجمعية الفلسطينية لامراض نزف الدم - الهيموفيليا) has brought together patients and stakeholders, including authorities and the representative of Palestinian Ministry of Health (وزارة الصحة الفلسطينية /غزة) , AICS Jerusalem, and the technical coordination of the Haemo_Pal project. The event aims to highlight the local and global need to continue raising awareness about these disorders and the most critical aspects that significantly affect the daily lives of patients, their families, and the broader social and healthcare systems.
