الأشخاص ذوي الإعاقة يتمتعون بكل الحقوق الانسانية والقانونية كبقية افراد المجتمع، ويجب التعامل معهم بناء على ذلك، ولا يجوز التمييز ضدهم او حرمانهم من حقوقهم بسبب الإعاقة.

الاشخاص ذوي الاعاقة هم جزء من نسيج المجتمع, وهم جزء لا يتجزء منه, ولا يجوز استبعاد اي شخص من اي نشاط بناء على اعاقتة.
