　大阪赤十字病院は、病院全体として積極的に国内国際救援を行うべく、院内に専門部署である国際医療救援部を持ち、国内外の救援活動にあたっています。　部内には、国内救援課と国際救援課があり、それぞれに専任職員がおります。国内救援課では、国内災害発生時に365日24時間すぐに救護チームを出せるよう、資機材や車両、人員の体制を維持し、救護員の研修、訓練、また災害発生時には後方支援基地として派遣職員のバックアップを行います。　国際救援課では、海外で発生した災害や紛争、人道危機に対する緊急支援をはじめ、復興期の支援事業や平時における途上国の開発支援も行います。　
　
Japanese Red Cross Osaka Hospital is strongly dedicated to the international humanitarian activities. We have a lot of activities both internally and abroad every year. The international medical relief department is the specialty division for them. The international medical relief department is composed of two divisions, international relief division and domestic relief division that have professional staff respectively. The domestic relief division prepares medical relief teams and their equipment in order to dispatch anytime. It also organizes trainings or workshops for disaster management. The international relief division is responsible for disasters and conflicts abroad. There are projects from emergency phase to recovery phase. We also have development support in developing countries.

【中南米から研修員がお越しになりました / Trainees from Latin America visited us】

本日は、JICA中南米災害医療マネジメントコースを受講されている、エルサルバドル、メキシコ、ブラジルなど中南米8か国から15名の研修員の皆様が当院にお越しになりました。日赤の緊急対応ユニットの概要に加え、教育体系や訓練、また、資機材の備蓄や管理についての講義を行ないました。ロジスティクスセンターでは、国内救護や、国際救援で初動班が手持ちする機材などの紹介を行ないました。各国の保健省や消防署などの様々なバックグラウンドの研修員の皆様からは、たくさんの質問を頂き、とても刺激的な訪問となりました。

Today, 15 trainees from eight Latin American countries, including El Salvador, Mexico, and Brazil, who are participating in the JICA Latin America Disaster Medical Management Course, visited our hospital. In addition to an overview of the Japanese Red Cross emergency response units, we delivered lectures on the training and education system, as well as on the stockpiling and management of relief equipment and supplies. At the Logistics Center, we introduced equipment used for domestic relief activities and items carried by initial response teams for international missions. The trainees, who came from diverse backgrounds such as ministries of health and national fire departments, asked many insightful questions, making this a truly stimulating visit.

【国際赤十字連盟 Emergency Team Leader Training 開催 in 湘南国際村】
【IFRC Emergency Team Leader Training in Shonan International Village】

今週日曜日から神奈川県の湘南国際村センターにて、国際赤十字連盟（IFRC）の Emergency Team Leader Training course が開催されました。

この研修は、災害や難民危機などで派遣される緊急チームのリーダーを育成するもので、日本で初めて開催されました。目的は、次世代の日本赤十字社国際活動を担うリーダーを育成することです。

参加者は25名、そのうち12名が日本から。当院からも薬剤師1名とスタッフ（学習支援者）1名が参加しました。

研修は、グループワークやアクティビティ、ロールプレイを4日半行い、最後の1日半はシナリオ演習で順番にチームリーダー役を務める形式。参加者は皆大きく成長し、有意義な研修となりました。

This week, the IFRC Emergency Team Leader Training course is being held at the Shonan International Village Center in Kanagawa, Japan.

This training develops leaders who can guide emergency response teams during disasters or refugee crises. It is the first time the course has been hosted in Japan, with the goal of nurturing the next generation of Red Cross international leaders.

A total of 25 participants joined, including 12 from Japan. From our hospital, one pharmacist and one staff member (as a learning facilitator) took part.

The program consisted of 4.5 days of group work, interactive activities, and role-plays, followed by 1.5 days of scenario-based exercises where participants took turns as team leaders. Everyone showed remarkable growth, making this a truly meaningful training.

【東京都日赤紺綬有功会の皆さまがご来院　Visit from the Tokyo Japanese Red Cross Dark Blue Ribbon Members】
このたび、東京都日赤紺綬有功会の皆さまに当院をご訪問いただきました。
はじめに、国際要員の角山助産師から、日赤のERU（Emergency Response Unit）の概要と、2017年から続くミャンマーからバングラデシュへ避難された方々への支援活動についてご紹介しました。支援は巡回診療から始まり、レントゲン撮影や処置が可能な仮設診療所の開設を経て、現在ではプレハブ式診療所の運営にまで発展しています。角山助産師自身の現地での助産師経験も語られました。
講演後は、ロジスティクスセンターにて、国内・国際救援で使用する資機材の説明を受け、自由に見学していただきました。dERU車両に搭載されたコンテナを実際に降ろす様子もご覧いただきました。
明日は大阪・関西万博の赤十字パビリオンをご訪問予定です。今回のご訪問を通じて、赤十字の活動への理解をより深めていただけたことと思います。今後とも、日本赤十字社への温かいご支援をよろしくお願い申し上げます。

We were pleased to welcome members of the Tokyo Japanese Red Cross Dark Blue Ribbon Members to our hospital.
First, Midwife KAKUYAMA, an international staff member, introduced the Japanese Red Cross ERU (Emergency Response Unit) and the support activities for people who evacuated from Myanmar to Bangladesh, which have been ongoing since 2017. The support began with mobile clinics, progressed to temporary clinics capable of X-ray and medical procedures, and has now developed into the operation of prefabricated clinics. KAKUYAMA also shared her personal experiences working as a midwife in the field.
After the presentation, the visitors toured our Logistics Center, where staff explained the equipment used in domestic and international relief activities. They also observed the unloading of containers from our dERU vehicles firsthand.
Tomorrow, they are scheduled to visit the Red Cross Pavilion at the Osaka-Kansai Expo. We hope this visit helped deepen their understanding of Red Cross activities, and we sincerely appreciate their continued support for the Japanese Red Cross Society.

日本赤十字社は2015年より日赤中東地域代表部を設置し、中東各地での支援活動のため医師や看護師等を派遣してきました。パレスチナ赤新月社レバノン支部事業においては要員派遣を実施してきましたが、2023年10月に急遽中断を余儀なくされたことから、パレスチナ赤新月社へのフォローアップが必要となっております。９月の勉強会では、７月から１か月間現地へ派遣された要員からの報告を行ないます。

Online monthly workshop in September

The Japanese Red Cross Society established its Middle East Regional Office in 2015 and has dispatched doctors, nurses, and other personnel to support relief activities across the Middle East. While personnel dispatch has been implemented for projects with the Palestine Red Crescent Society's Lebanon Branch, the sudden suspension of these activities in October 2023 necessitates follow-up with the Palestine Red Crescent Society. At the September workshop, personnel dispatched to the field for one month starting in July will provide a report.

【秋の国際活動体験ツアー 開催中！Autumn International Activity Experience Tour – Day 1】
�本日より、社会人向けの「秋の国際活動体験ツアー」を開催しています。全国の赤十字施設から参加者が集まり、2日間にわたり赤十字の人道危機対応を体験するイベントです。
1日目の今日は、参加者の皆さんにERU（赤十字の緊急派遣チーム）の一員として、緊急医療支援を疑似体験していただきました。�題材はバングラデシュ南部の避難民支援。発生から出発、現地展開までを想定し、実際に使われる資機材や薬品を用いたシミュレーションを実施しました。最後には、現在バングラデシュで活動中の当院職員と中継をつなぎ、現場の生の声をお届けしました。
明日2日目は、テントを建て診療所を立ち上げる実践からスタートします！

�Today, we kicked off the Autumn International Activity Experience Tour for working adults. Participants gathered from Red Cross facilities across Japan to experience humanitarian crisis response over two days.
On the first day, participants joined a simulation as members of an ERU (Emergency Response Unit), the Red Cross emergency deployment team. Using real medical supplies and equipment, they simulated the process of supporting displaced people in southern Bangladesh—from the outbreak of a crisis to deployment and on-site operations. To conclude, we connected live with our staff currently working in Bangladesh, giving participants the chance to hear firsthand voices from the field.
Tomorrow, on Day 2, the training continues with setting up tents and establishing a field clinic!

【第４ブロック赤十字救護班研修会を開催しました。4th Block Red Cross Relief Team Training Held】

8月23日・24日の2日間、京都第一赤十字病院にて「第４ブロック赤十字救護班研修会」を開催しました。
この研修は、従来は本社で行われていたものですが、昨年からブロック単位で実施されるようになり、第４ブロックでは研修スタッフの育成も兼ねています。今回は、受講生42名に対してスタッフ61名という体制で行われました。

受講者は、救護班活動の基本から安全管理、病院支援・避難所支援に関する講義やグループワーク、新しいEMISの操作実習、二次トリアージの実技と搬送優先度決定、さらに病院支援や避難所支援の演習など、実践的な内容を2日間にわたり学びました。

当院からも受講生5名、スタッフ4名が参加し、現場で役立つ知識と技術を共有することができました。
参加者の皆様、2日間お疲れさまでした。

On August 23–24, the 4th Block Red Cross Relief Team Training was held at Kyoto Daiichi Red Cross Hospital.
This training, previously conducted at headquarters, has been organized on a block basis since last year and also serves to train new block-level staff. This time, 61 staff members supported 42 participants.

Over the two days, participants learned the fundamentals of relief team activities, safety management, hospital and evacuation shelter support through lectures and group work. They also practiced using the new EMIS system, carried out secondary triage and patient transport prioritization, and engaged in practical exercises for hospital and shelter support.

From our hospital, 5 participants and 4 staff members took part, gaining valuable knowledge and skills that will be essential when deployed as relief team members.
A big thank-you to everyone for your dedication over the two days!

【シエラレオネ便り 9 Sierra Leone News 9】
昨年に引き続き、今年度もシエラレオネのJMB-PCEから研修員を受け入れ、訪日研修を実施しました。研修員の方々は、日本の病院で５Sが根付いていることを実感し、昨年から５Sを進めていっています。
しかし、日本と異なり、シエラレオネでは整理整頓用の収納ボックスを入手することも容易ではありません。いろいろ探し回ってようやく使用可能なボックスを見つけ、少し物品が使いやすくなりました。そうすると、シエラレオネの看護師自身が、自分たちでどうすれば動線を短くし、かつケアしやすい環境を作るのか？ということを自主的に考え、ワゴンに物品を配置しセッティングしました。本当にうれしいことです。
次のステップは、使用したものをきちんと元の位置に戻すという当たり前のことを全スタッフに根付かせていくことです。

Continuing from last year, JRC Osaka Hospital accepted trainees from JMB-PCE in Sierra Leone for a training in Japan this fiscal year. The trainees realized that 5S has taken root in Japanese hospitals and have been promoting 5S in their hospital since last year.
However, unlike in Japan, it is not easy to obtain tidy storage boxes in Sierra Leone. After much searching, I finally found usable boxes, which made things a little easier to use for nurses. Then, the nurses in Sierra Leone themselves began to think independently proactively about how to improve the lines of flow and create an environment conducive to care. They placed the items on the trolley and set them up. I am really happy about this.
The next step is to make all staff take it for granted that they will return used items to their original positions.

【中東のミッションから帰国しました: Returned from a Mission in the Middle East】

中東での任務を終え、昨日帰国しました。本日は本社に帰国報告のため訪問。
本社には殉職救護員慰霊碑と救護看護婦立像があり、そこに献花台が設けられていました。

今日は終戦記念日。
今も世界各地で紛争が続いています。
一日も早く戦火が収まることを祈りながら、花を捧げました。

I returned yesterday after completing my mission in the Middle East.
Today, I visited headquarters to report on my return.
At the headquarters, there is a memorial monument for relief workers who lost their lives in duty, and a statue honoring relief nurses. A memorial flower stand had been placed there.

Today is the anniversary of the end of World War II in Japan.
Conflicts are still ongoing in many parts of the world.
I offered flowers, praying for the day when the fighting everywhere will come to an end.

【助産師の国際活動に学ぶ~赤十字青少年高校生との講義~ /Learning from a Midwife’s International Mission – A Session with Red Cross Youth Students-】

本日は、静岡県支部が企画されている青少年赤十字加盟高校生の研修プログラムの一環として、当院の角山助産師から「避難民支援における助産師の役割」と題し国際活動に関する講演を行いました。バングラデシュやガザでの活動内容の発表に、高校生の皆さんが耳を傾けながら必死にメモを取る姿が印象的でした。質疑応答のセッションでは「赤十字としてできることは何か」といった鋭い質問や「将来看護師になりたいが、現場での大変なことは何だったか」といった、未来への希望を感じさせる質問もありました。
また、講演後には当院のロジスティクスセンターにて国内・国際救援活動で使用する車両や資機材の説明を行いました。
見学や学びを通して、考えること、実践することのきっかけになればと思います。

Today, as part of a training program for high school students affiliated with the Red Cross Youth organized by the Shizuoka Branch, Midwife Kakuyama of our hospital gave a lecture on our international activities titled “The Role of Midwives in Supporting Displaced People”. It was impressive to see the high school students listening attentively and taking notes as she presented her activities in Bangladesh and Gaza. During the Q&A session, there were sharp questions such as “What can we do as the Red Cross?” and "I want to be a nurse in the future, but what were the difficulties in the field?
After the lecture, the participants were given a briefing at the hospital's logistics center on the vehicles and equipment used in domestic and international relief activities.
We hope that the tour and learning will provide an opportunity for students to think and practice what they have learned.

【川瀨看護師からのジュネーブ便り / Update from Nurse Kawase in Geneva】

スイスの赤十字赤新月社連盟（IFRC）事務局、ヘルス&ケア部門の緊急保健チームとして、4月から働いています。 先日、トルコの首都アンカラで、緊急医療支援チーム（ERU）の登録に向けた3日間のワークショップを開催しました。
昨年12月に正式にERU登録された日本赤十字社の経験を活かし、今回は登録を目指すトルコ赤新月社をサポートするのが私の役割です。
トルコ赤新月社では、多くの医療専門家が国の保健機関で働いています。「困った人の力になりたい」「自分の経験や知識で貢献できれば」という熱い思いでボランティアとして活躍しています。彼らの積極的な協力は本登録に不可欠です。
登録への道のりはまだ続きますが、IFRCとして、日本赤十字社として、トルコ赤新月社への支援を続けていきます。

Since April I have been working as an Emergency Medical Team at the Secretariat of the Federation of Red Cross and Red Crescent Societies (IFRC), Health and Care Department.
I recently participated in a 3-day workshop for Emergency Response Unit (ERU) registration in Turkey.
My role is to support the Turkish Red Crescent (TRC), which is seeking registration, by drawing on the experience of the Japanese Red Cross Society (JRCS), which was officially registered as an ERU last December.
Many of the medical professionals in the TRC work in the national health facilities. They are volunteers with a passionate desire to “contribute with their experience and knowledge.” Their active cooperation is essential for this registration.
The road to registration is still far from over, but as the IFRC and as the JRCS, we will continue to support the TRC.

日本赤十字社が実施している二国間事業の一つであるバングラデシュ南部避難民保健医療支援事業に、大阪赤十字病院から新たに国際要員が派遣されます。
　来月から現地へ向かう、当院の小濱看護師から意気込みのメッセージが届きました！
「このたび、バングラデシュへの派遣の機会をいただきました。現地主席代表のもとで事業管理補佐として事業管理を担当します。これまでの臨床経験とは異なる業務に携わることになり、不安もありますが、職場や現地の方々から学ばせていただきながら、明るさと粘り強さをもって取り組んでいきます。避難民の方々や地域の方々の声をよく聴き、前向きな姿勢で活動に取り組むことで、健康で安心して暮らし続けられる環境づくりの一助となれればと思います。行ってきます！」

Japanese Red Cross Osaka Hospital will dispatch new international delegate to Bangladesh for a bilateral project of the Japanese Red Cross Society to provide health and medical assistance to refugees in southern Bangladesh.
　We received a message of enthusiasm from Ms. Kohama, a nurse of our hospital, who will go to Bangladesh next month !
“I have been given the opportunity to be dispatched to Bangladesh. I will be in charge of an assistant for Project officer under the supervision of the chief representative. I am anxious about being involved in work that is different from my current clinical experience, but I will learn from the workplace and local people, and will work with cheerfulness and tenacity. By listening carefully to the voices of refugees and local residents and engaging in activities with a positive attitude, I hope to help create an environment where people can continue to live in good health and peace of mind !"
