　大阪赤十字病院は、病院全体として積極的に国内国際救援を行うべく、院内に専門部署である国際医療救援部を持ち、国内外の救援活動にあたっています。　部内には、国内救援課と国際救援課があり、それぞれに専任職員がおります。国内救援課では、国内災害発生時に365日24時間すぐに救護チームを出せるよう、資機材や車両、人員の体制を維持し、救護員の研修、訓練、また災害発生時には後方支援基地として派遣職員のバックアップを行います。　国際救援課では、海外で発生した災害や紛争、人道危機に対する緊急支援をはじめ、復興期の支援事業や平時における途上国の開発支援も行います。

The international medical relief department is composed of two divisions, international relief division and domestic relief division that have professional staff respectively. The domestic relief division prepares medical relief teams and their equipment in order to dispatch anytime. It also organizes trainings or workshops for disaster management. The international relief division is responsible for disasters and conflicts abroad. There are projects from emergency phase to recovery phase. We also have development support in developing countries.

【国際活動体験ツアー（春）スタート ― 未来の人道支援を担う人材発掘へ：International Field Experience Tour (Spring) Begins – Nurturing Future Humanitarian Leaders】

本日より、日本赤十字の看護学生を対象とした「国際活動体験ツアー（春）」がスタートしました。
本ツアーは2008年に開始され、COVID-19の影響で中止となった2020年・2021年を除き、今年で18回目の開催となります。
プログラムは、これまでの災害や人道危機におけるERU（緊急対応ユニット）の派遣事例をもとに構成されており、日本出発から現地での引き継ぎまでを、2日間で実践的に体験できる内容となっています。
内容は時代に合わせて少しずつ更新され、講師・スタッフも世代交代を重ねながら継続してきました。
本ツアーを通じて、未来の赤十字の人道支援活動を担う人材がでてくることを願っています。

The Spring International Field Experience Tour for Red Cross nursing students has officially begun today.
Since its launch in 2008, this program has been held annually, except for 2020 and 2021 when it was suspended due to COVID-19. This year marks its 18th edition.
The program is based on real deployment scenarios of ERUs (Emergency Response Units) in past disasters and humanitarian crises. Participants experience the full process—from departure in Japan to on-site handover—within an intensive two-day simulation.
The content has been continuously updated over time, while instructors and staff have also evolved across generations.
We hope this program will inspire and develop the next generation of Red Cross humanitarian workers.

From November 2025 to March 2026, Midwife and Nurse Arai from our hospital was deployed as a Program Management Trainee for the Disaster Risk Reduction Project in Indonesia. During her assignment, she provided advice on disaster preparedness and health activities from a medical perspective, conducted training sessions for communities and schools, and was engaged in project monitoring, reporting, and support for public communications.
In the April special edition of our online study session, she will share not only the specific activities carried out at her deployment site, but also the experiences and lessons she gained, and how these insights can be applied in the future.

【災害・紛争下で求められる滅菌の知識 ― ICRC滅菌ガイドライン第3版　日本語版の完成　Essential Knowledge on Sterilization in Disaster and Conflict Situations — Completion of the Japanese Version of the ICRC Sterilization Guideline 3rd Edition】
2026年3月に、ようやくICRCの滅菌ガイドラインの日本語訳が完成しました。お恥ずかしいことに、予定であれば1年前に完成していなければならないのですが、多忙を言い訳に完成させることができず（というか、手を付けることすらしておりませんでした）、今年ようやく製本までこぎつけました。
最近では、病院内の滅菌業務は外部委託されることが多く、看護師が実際の業務に就くことはほとんどなく、知識も技術も失われてきています。しかし、災害や紛争時などフィールドでは、看護師が（あるいは医師の時もあります）必ず行わなければならない業務の一つです。フィールドホスピタルだけでなく、クリニックでも滅菌物は使用しますので、多くの看護師にとって学ぶべき事柄だと思っています。

In March 2026, the Japanese translation of “ICRC Sterilization Guidelines” was finally completed. I’m embarrassed to say that, according to the original schedule, it should have been finished a year ago, but I used my busy schedule as an excuse and failed to complete it (or rather, I hadn’t even started it), and it wasn’t until this year that I finally managed to get it bound.
Recently, sterilization tasks within hospitals are often outsourced, so nurses rarely perform these duties themselves, leading to a loss of both knowledge and skills. However, in the field—such as during disasters or conflicts—this is one of the tasks that nurses (and sometimes doctors) must inevitably perform. Since sterilized items are used not only in field hospitals but also in clinics, I believe this is something many nurses should learn.
These sterilization guidelines are very simple, based on fundamental principles, and present methods that ensure sterilization quality is maintained even under harsh conditions. 【大阪府支部新規採用職員研修で講義を行いました！Lecture on Red Cross Relief Activities for New Staff！】
大阪府支部管内の新規採用職員の皆さんに、日本赤十字社の救護活動についてお話しする機会をいただきました。
国内救護活動では、令和６年能登半島地震における巡回診療や、当院の発災直後の対応について紹介しました。国際活動では、バングラデシュでの避難民支援や、ガザでの医療支援事業についてお話ししました。
新たに赤十字の仲間となった皆さんが、それぞれの現場で活躍されることを期待しています。いつか同じフィールドでご一緒できる日を楽しみにしています。

We had a opportunity to give a lecture on Red Cross relief activities to newly hired staff within the Osaka Chapter.
For domestic relief, we shared our experiences from the 2024 Noto Peninsula Earthquake, including mobile clinic operations and our hospital’s initial response. For international activities, we introduced emergency support for displaced populations in Bangladesh and medical support projects in Gaza.
We look forward to seeing these new Red Cross members grow and contribute in their respective fields—and hope to work together with them in the field someday.

日本赤十字社(日赤)は、国際赤十字・赤新月社連盟(IFRC)が1994年に創設したERU(Emergency Response Unit)システムの一員として、2001年のインド地震以降、25年間で17回の派遣を行なってきました。2021年には病院型ERUを整備し、2024年にはWHOのEMT Type2認証を取得しています。しかし近年、被災国自身の対応能力向上により、大規模なERU派遣のニーズは減少し、代わって少人数の専門家チームによるRapid Response型支援が増加しています。

The Japanese Red Cross Society (JRCS), as a member of the Emergency Response Unit (ERU) system established by the International Federation of Red Cross and Red Crescent Societies (IFRC) in 1994, has deployed ERUs 17 times over the past 25 years since the 2001 India earthquake. In 2021, JRCS developed a hospital ERY, and in 2024, it obtained WHO EMT Type 2 certification. However, in recent years, as disaster-affected countries have strengthened their own response capacities, the need for large-scale ERU deployments has declined. Instead, there has been an increase in Rapid Response support provided by small teams of specialists. He will share a few casual reflections on the future of JRCS’s international activities.

【第31回日本災害医学会で発表しました: Presentations at the 31st Annual Meeting of JADEM】

本日終了した第31回日本災害医学会において、当部署から
ポスター3件、口演3件、パネルディスカッション1件、
大阪赤十字病院として合計9件の発表を行いました。

内容は、シエラレオネ、ミャンマー、ガザ、クアラルンプールでの派遣報告をはじめ、
EMT認証、災害教育（災育）、病院型ERUの資機材管理、DMAT訓練など、多岐にわたるものでした。

当院の活動を広く発信すべく、精一杯取り組みました。

At the 31st Annual Meeting of the Japanese Association for Disaster Medicine, which concluded today,
our department contributed 3 poster presentations, 3 oral presentations, and 1 panel discussion,
for a total of 9 presentations from Osaka Red Cross Hospital.
The topics covered a wide range, including deployment reports from Sierra Leone, Myanmar, Gaza, and Kuala Lumpur,
as well as EMT verification, disaster education (“Saiiku”), logistics management for hospital-based ERUs, and DMAT training.
We were proud to showcase and share the breadth of our activities through these presentations.

【学校から広がる防災の力 ―インドネシアで進む防災教育プロジェクト― / Building Disaster-Resilient Schools ―Advancing Disaster Education in Indonesia】

インドネシア防災強化事業に派遣されている当院の新井助産師から、現地活動についてのお便りが届きました！

1月から２月にかけてJemberとSukabumiの事業対象校20校で、初めての防災イベントが実施されました。
本事業で実施してきた先生へのSPAB研修(学校で災害に備えるための防災トレーニング)や学校内でのPMR(赤十字青年ボランティア)の結成。その成果が、いよいよ“実践”として動き始めています。
中心となったのは、研修を受けた先生と事業地スタッフ。
企画立案から運営まで主体的に担い、防災・減災に関する授業やポスター大会、啓発動画作成大会、防災大使の選出、PMRによる搬送方法の実演を実施しました。別日には、配布した警報機などを活用した避難訓練も行われました。
「訓練は3か月に1回継続したい」
現場からは、次につながる具体的な改善意欲も。
プロジェクトは折り返し地点へ。
研修で得た知識が、学校の仕組みとして動き始めています。
一過性のイベントではなく、
災害に強い学校づくりを“自走”させるための第一歩です

We have received an update from Midwife Arai of our hospital, who is currently deployed to the Disaster Preparedness Strengthening Project in Indonesia, sharing her experiences from the field !

Between January and February, the first disaster preparedness events were held at 20 project schools in Jember and Sukabumi.

Through this project, teachers received SPAB training (school-based disaster preparedness training), and PMR (Red Cross Youth volunteers) groups were established in the schools.
The knowledge gained from these activities is now beginning to take shape in real practice.

The events were mainly led by trained teachers and project staff, who took the initiative in planning and organizing the activities.
Students participated in disaster risk reduction classes, poster competitions, awareness video contests, the selection of Disaster Preparedness Ambassadors, and demonstrations of patient transportation methods by PMR members.
On another day, evacuation drills were conducted using the alarm systems that had been distributed to the schools.

“We would like to continue these drills every three months.”

Voices from the field show a strong motivation to improve and continue these activities.

The project has now reached its halfway point.
The knowledge gained through training is beginning to function as part of the schools’ systems.

This is not just a one-time event.
It is the first step toward building schools that can independently sustain disaster preparedness and resilience.

【3.11東日本大震災から15年。：　3.11、15 years since the Great East Japan Earthquake.】
仮設住宅の提供は、今年3月で終了となります。
一方で、避難からの帰還が進まず、街の姿が大きく変わってしまった地域も少なくありません。
災害の影響は、時間が過ぎても長く続きます。
被災地での経験は、そのことを私たちに教えてくれました。
医療に携わる私たちにとっても、あの日は災害への備えを考え続ける原点です。
あの日の教訓を忘れず、次の災害に備えること。
それが、未来の命を守る力になります。
日本赤十字社は、医療救護体制の整備や訓練を通じて、これからも災害への備えを続けていきます。
記憶を、未来の備えへ。

Temporary housing support will officially end this March.
However, in many areas the return of residents has been slow, and the landscape of communities has changed.
The impact of disasters often lasts long after the event itself.
Our experiences in the affected areas have reminded us of this reality.
For those of us working in healthcare, that day remains a starting point for continuously strengthening disaster preparedness.
Remembering the lessons of that day and preparing for the next disaster helps protect lives in the future.
The Japanese Red Cross will continue strengthening medical response systems and disaster preparedness.
Turning memory into preparedness for the future.

【ERU研修に参加した角山助産師よりコメントをいただきました！/We’ve got comments from Midwife Kakuyama who has participated in ERU Tier1 training】
先月、5泊6日で開催されたERU Tier 1研修に参加しました。
参加者は医療者だけでなく事務担当者も含まれ、海外からの参加者も多数出席し、多職種・多国籍の環境で学ぶ貴重な機会となりました。
実際の派遣で使用するテントや医療資機材を用いた大規模な実践訓練は、現場を具体的にイメージできる内容で、自身の知識や技術の課題にも気づく機会となりました。
模擬患者さんを交えたシミュレーションでは、実際に起こり得る判断の難しいケースも設定され、非常に臨場感のあるトレーニングでした。
私はオーストラリアから参加した助産師と協力し、産科外来と分娩対応を担当しました。日本とオーストラリアでは、陣痛時の鎮痛方法や分娩介助の手技に違いがあり、彼女から現地での実践について学ぶこともできました。
ERUの役割をより深く理解できたことに加え、多部門との連携や英語でのコミュニケーションにおける課題も明確になりました。同時に、異なる経験を持つメンバーと知識を共有できたことは、さらに幅広い知識を学びたいという意欲にもつながりました。
今後は、ERUの現場で実際に力を発揮できる人材を目指し、知識と技術の向上に努めていきたいと思います。

Last month, I participated in a five-day ERU Tier 1 training.
The participants included not only medical professionals but also administrative staff, with many attendees joining from overseas. It was a valuable opportunity to learn in a multidisciplinary and multinational environment.
The large-scale practical training, using the same tents and medical equipment deployed in real missions, helped me clearly visualize field operations. It also made me aware of gaps in my own knowledge and technical skills.
During the simulation exercises with standardized patients, we encountered realistic and sometimes challenging scenarios that required careful clinical judgment. I worked alongside a midwife from Australia, and together we were responsible for the antenatal clinic and delivery care. We discussed differences between Japan and Australia in pain management during labor and delivery techniques, and I learned a great deal about midwifery practices in Australia.
Through this training, I gained a deeper understanding of ERU operations. At the same time, I recognized areas for improvement in interdepartmental coordination and communication in English. Sharing knowledge with team members from diverse professional and cultural backgrounds strengthened my motivation to continue expanding my skills and perspective.
I will continue striving to enhance my knowledge and technical competence so that I can effectively contribute in ERU field operations.

The Association of Southeast Asian Nations(ASEAN) has been promoting disaster health management as a priority area in the health sector in response to the frequent occurrence of natural disasters. Member States are working collaboratively to strengthen regional disaster medical systems.
At our online workshop in March, Mr. Taro Kita, who is JICA Expert in the ARCH(ASEAN Regional Capacity on Disaster Health Management) Project, will share his insights on disaster health management in the ASEAN region. 【シエラレオネ便り　11　 Sierra Leone News 11】
現在シエラレオネに派遣されている池田看護師からお手紙が届きました。
火事？
シエラレオネの小児専門の三次病院を支援していますが、なかなか全ての病棟をオープンして患者を受け入れるというところまで、残念ながら至っていません。使用していない病棟や廊下などは当然、使用している場所よりも、より汚れが目立ってくるようになりました。　　　
今日、消火ホースが使用されているのを見かけ、「あれ？火事でもないのに、どうしたんだろう？」と思い、ホースの行方を追ってみると、消火ホースが高圧洗浄機として使用されていました！主に使用されていないエリアの壁や天井を、豪快に洗っていました。確かに水の勢いもありますし、ホースが長いので代用できないことはないですね。しかし、そんな使い方をされている消火ホースを見たのは初めてでした。

We have received a letter from Nurse Ikeda, who is currently deployed in Sierra Leone.
Spectacular cleaning?!
I am now working in JMB-PCE, a tertiary pediatric hospital, in Sierra Leone. However, we haven't yet reached the point where all wards are open and accepting patients, unfortunately. Unused wards and hallways have become noticeably dirtier than the areas in use. Today, cleaners were deep cleaning the unused hallways, and I was surprised by how bold the cleaning was.
Today, I saw a fire hose being used and thought, “Huh? There's no fire, so what's going on?” Following the hose's path, I discovered it was being used as a high-pressure washer! It was vigorously cleaning walls and ceilings in an area that wasn't being used much. Sure, the water pressure is strong, and the hose is long enough that it could work as a substitute. Still, it was the first time I'd ever seen a fire hose used that way.
