　大阪赤十字病院は、病院全体として積極的に国内国際救援を行うべく、院内に専門部署である国際医療救援部を持ち、国内外の救援活動にあたっています。　部内には、国内救援課と国際救援課があり、それぞれに専任職員がおります。国内救援課では、国内災害発生時に365日24時間すぐに救護チームを出せるよう、資機材や車両、人員の体制を維持し、救護員の研修、訓練、また災害発生時には後方支援基地として派遣職員のバックアップを行います。　国際救援課では、海外で発生した災害や紛争、人道危機に対する緊急支援をはじめ、復興期の支援事業や平時における途上国の開発支援も行います。

ctivities both internally and abroad every year. The international medical relief department is the specialty division for them. The international medical relief department is composed of two divisions, international relief division and domestic relief division that have professional staff respectively. The domestic relief division prepares medical relief teams and their equipment in order to dispatch anytime. It also organizes trainings or workshops for disaster management. The international relief division is responsible for disasters and conflicts abroad. There are projects from emergency phase to recovery phase. We also have development support in developing countries.

【助産師の国際活動に学ぶ~赤十字青少年高校生との講義~ /Learning from a Midwife’s International Mission – A Session with Red Cross Youth Students-】

本日は、静岡県支部が企画されている青少年赤十字加盟高校生の研修プログラムの一環として、当院の角山助産師から「避難民支援における助産師の役割」と題し国際活動に関する講演を行いました。バングラデシュやガザでの活動内容の発表に、高校生の皆さんが耳を傾けながら必死にメモを取る姿が印象的でした。質疑応答のセッションでは「赤十字としてできることは何か」といった鋭い質問や「将来看護師になりたいが、現場での大変なことは何だったか」といった、未来への希望を感じさせる質問もありました。
また、講演後には当院のロジスティクスセンターにて国内・国際救援活動で使用する車両や資機材の説明を行いました。
見学や学びを通して、考えること、実践することのきっかけになればと思います。

Today, as part of a training program for high school students affiliated with the Red Cross Youth organized by the Shizuoka Branch, Midwife Kakuyama of our hospital gave a lecture on our international activities titled “The Role of Midwives in Supporting Displaced People”. It was impressive to see the high school students listening attentively and taking notes as she presented her activities in Bangladesh and Gaza. During the Q&A session, there were sharp questions such as “What can we do as the Red Cross?” and "I want to be a nurse in the future, but what were the difficulties in the field?
After the lecture, the participants were given a briefing at the hospital's logistics center on the vehicles and equipment used in domestic and international relief activities.
We hope that the tour and learning will provide an opportunity for students to think and practice what they have learned.

【川瀨看護師からのジュネーブ便り / Update from Nurse Kawase in Geneva】

スイスの赤十字赤新月社連盟（IFRC）事務局、ヘルス&ケア部門の緊急保健チームとして、4月から働いています。 先日、トルコの首都アンカラで、緊急医療支援チーム（ERU）の登録に向けた3日間のワークショップを開催しました。
昨年12月に正式にERU登録された日本赤十字社の経験を活かし、今回は登録を目指すトルコ赤新月社をサポートするのが私の役割です。
トルコ赤新月社では、多くの医療専門家が国の保健機関で働いています。「困った人の力になりたい」「自分の経験や知識で貢献できれば」という熱い思いでボランティアとして活躍しています。彼らの積極的な協力は本登録に不可欠です。
登録への道のりはまだ続きますが、IFRCとして、日本赤十字社として、トルコ赤新月社への支援を続けていきます。

Since April I have been working as an Emergency Medical Team at the Secretariat of the Federation of Red Cross and Red Crescent Societies (IFRC), Health and Care Department.
I recently participated in a 3-day workshop for Emergency Response Unit (ERU) registration in Turkey.
My role is to support the Turkish Red Crescent (TRC), which is seeking registration, by drawing on the experience of the Japanese Red Cross Society (JRCS), which was officially registered as an ERU last December.
Many of the medical professionals in the TRC work in the national health facilities. They are volunteers with a passionate desire to “contribute with their experience and knowledge.” Their active cooperation is essential for this registration.
The road to registration is still far from over, but as the IFRC and as the JRCS, we will continue to support the TRC.

　来月から現地へ向かう、当院の小濱看護師から意気込みのメッセージが届きました！
「このたび、バングラデシュへの派遣の機会をいただきました。現地主席代表のもとで事業管理補佐として事業管理を担当します。これまでの臨床経験とは異なる業務に携わることになり、不安もありますが、職場や現地の方々から学ばせていただきながら、明るさと粘り強さをもって取り組んでいきます。避難民の方々や地域の方々の声をよく聴き、前向きな姿勢で活動に取り組むことで、健康で安心して暮らし続けられる環境づくりの一助となれればと思います。行ってきます！」

Japanese Red Cross Osaka Hospital will dispatch new international delegate to Bangladesh for a bilateral project of the Japanese Red Cross Society to provide health and medical assistance to refugees in southern Bangladesh.
　We received a message of enthusiasm from Ms. Kohama, a nurse of our hospital, who will go to Bangladesh next month !
“I have been given the opportunity to be dispatched to Bangladesh. I will be in charge of an assistant for Project officer under the supervision of the chief representative. I am anxious about being involved in work that is different from my current clinical experience, but I will learn from the workplace and local people, and will work with cheerfulness and tenacity. By listening carefully to the voices of refugees and local residents and engaging in activities with a positive attitude, I hope to help create an environment where people can continue to live in good health and peace of mind !"

【パレスチナ赤新月社 医療支援事業に医療要員を派遣: Dispatching Medical Personnel to Support PRCS Hospitals】

日本赤十字社は、2018年よりパレスチナ赤新月社（PRCS）が運営する病院への医療支援を継続しています。
この取り組みの一環として、レバノン国内にてパレスチナ人医師を対象に、救急外来でのエコーを用いた診断技術の指導を行っています。
2023年10月以降、中東情勢の悪化により日本からの医療要員派遣はいったん中断となりましたが、以後はレバノン国内の大学と連携し、座学やハンズオンを通じた研修を継続しています。
今回は、大阪赤十字病院から医師を派遣し、救急外来にて現地の医師とともに超音波検査の実践トレーニングを行いました。また、これまでの大学での研修内容の効果を現場で確認し、今後のフォローアップにもつなげています。
現地の医師からは、「座学だけでは自信が持てなかったが、実際に救急の現場で患者を診ながら経験できることは非常にありがたい」との声が聞かれました。
今後も、現地医師が自信を持ってエコーを活用できるよう、継続的な支援が必要です。

Since 2018, the Japanese Red Cross Society (JRCS) has been providing support to hospitals run by the Palestine Red Crescent Society (PRCS).
As part of this initiative, JRCS has dispatched physicians to Lebanon to train Palestinian doctors (General practitioners, GP) in the use of ultrasound for diagnostics in emergency departments.
Due to the escalation of conflict in the Middle East in October 2023, the direct deployment of medical personnel from Japan was suspended. However, training has continued through collaboration with universities in Lebanon.
Recently, a physician from Osaka Red Cross Hospital was dispatched to Lebanon to conduct hands-on ultrasound training with local doctors in emergency settings. The visit also served to evaluate and assess and enhance the impact of previous university-based training.
Local doctors expressed appreciation, noting that while theoretical learning was valuable, they lacked confidence until they could gain real-life experience with patients in the emergency room.
Continued practical training will be essential in helping them fully integrate ultrasound diagnostics into their clinical practice.

At the August study session, a staff member currently undertaking a three-month mission as a developing Operations Coordinator at the Asia Pacific Regional Office (APRO) of the International Federation of Red Cross and Red Crescent Societies (IFRC) will share insights based on his on-the-ground experience. The report will cover the role of the IFRC in the Asia-Pacific region, the responsibilities of his team, his daily activities, and the challenges and lessons learned in the field.

【シエラレオネ研修ついに修了！学びを行動へ、次は現地での実践へ　Sierra Leone Training Completed! From Learning to Action—Next Step: Field Implementation】
2週間におよぶシエラレオネの研修が、本日修了しました。それぞれペアを組み５グループに分かれて、研修中の学びと、帰国してから学んだことをどう活かすかということを発表しあいました。
昨年も、同様の研修を行いましたが、その成果を踏まえた上で、より具体的で実施に向けてすぐ活動できるようなアクションプランを作成していました。研修員の方々が帰国した後、すぐに当院の看護師である池田が、現地シエラレオネで直接サポートを行います。
研修員の方々の今のモチベーションを維持し、研修で学んだことを、いかに実行していくのか、これからが真価が問われます。
研修員の方々、2週間お疲れさまです。日本で最終の夜を楽しんでください。シエラレオネでまた会いましょう！

The two-week training in Japan for trainees from Sierra Leone was completed today. The participants were paired up and divided into 5groups and presented to each other what they learnt during the training and how they will apply what they have learnt back home.
Last year, the same training programme was held, but based on the results of the training, the trainees developed action plans that were more concrete and ready for immediate action towards implementation. As soon as the trainees return home, Ikeda, a nurse from our hospital, will provide direct support in the local Sierra Leone.
The real challenges will now be how the trainees maintain their current motivation and implement what they have learnt during the training.
Thank you, trainees, for your hard work over the past two weeks. Enjoy your last night in Japan. See you again in Sierra Leone!

【医療機器勉強会を体験！シリンジポンプ＆除細動器のSOP作成で実践力アップ Hands-On Medical Equipment Training! Boosting Practical Skills Through SOP Creation for Syringe Pumps and Defibrillators】
今回のセッションでは、当院の新人看護師向け医療機器勉強会を体験。実際にシリンジポンプを使いながら学ぶことができます。勉強会の前後でミニテストを行った結果、研修生はテストの点数が向上し、学びの効果を実感できました。
また、除細動器の定期点検方法を学び、医師や看護師にもわかりやすい標準手順書（SOP）の作成に取り組みました。彼らの病院にも除細動器はありますが、実際に使用された例はなく、使用方法や点検方法をじっくり学び、最終的に自分たちでSOPを作成しました。
「ユーザーの目線で伝える」ことの大切さを実感した一日でした。

In this session, participants joined our medical equipment study program designed for new nurses. They had the opportunity to operate syringe pumps while learning their functions. Mini-tests conducted before and after the session showed clear improvement in scores, demonstrating the effectiveness of the training.
Participants also learned how to perform regular inspections of defibrillators and worked on developing easy-to-understand Standard Operating Procedures (SOPs) for doctors and nurses. Although defibrillators exist in their hospitals in Sierra Leone, they had rarely been used. This training provided them with the chance to thoroughly learn how to operate and inspect the devices—and ultimately draft their own SOPs.
It was a day that highlighted the importance of "communicating from the user's perspective."

今回のセッションでは、当院が災害拠点病院として行っている医薬品の備蓄方法と、「ストックローテーション」による効率的な在庫管理について学びました。この取り組みは、薬剤の期限切れを防ぎ、災害時に必要な薬剤を確実に届けるために非常に重要です。 また、日本赤十字社の救護活動における薬剤師の役割や、平時からの備えについても紹介し、実際に救護バックを使って医療セットの確認を行いました。研修員たちは、災害時における薬剤師の在庫管理や、お薬手帳を活用した処方提案についても強い関心を示していました。 災害は予測できません。だからこそ、平時からの準備が重要です。今回の学びが、シエラレオネでの災害対応力向上に役立つことを願っています。 #災害医療 #薬剤師 #災害対応 #医薬品管理 #ストックローテーション #大阪赤十字病院 #国際協力

In this session, he learned about the methods used by our hospital, as a disaster response base hospital, for stockpiling essential medicines and efficiently managing inventory through the "stock rotation" system. This approach is crucial for preventing medication expiration and ensuring that the necessary medicines are delivered promptly during disasters.
Additionally, we introduced the role of pharmacists in the Japanese Red Cross’s relief activities and the preparations we make during peacetime. He also had the opportunity to inspect the emergency supply kits to check which medicines are stocked. The trainee showed a strong interest in the pharmacist’s role in inventory management during disasters, as well as in using medication records for prescription recommendations.
Disasters are unpredictable, which is why preparation during peacetime is critical. We hope that what they have learned during this training will help improve disaster response capabilities in Sierra Leone.

【MEセンターで医療機器の点検実習！安全管理と創意工夫をシエラレオネと共有　Medical Equipment Inspection Training at the ME Center! Sharing Safety Practices and Creative Solutions with Sierra Leone】
MEセンターで生体情報モニタや保育器、人工呼吸器の点検方法を学びました。日本の定期点検方法に加え、実際に機器を使用して点検作業を体験し、ダブルチェックの重要性についても実践的なノウハウを共有しました。
また、シエラレオネの現場では電源コードや酸素配管が床を這っており、つまずきのリスクがあります。日本ではそれらを天井に設置し、安全な環境が保たれていることに驚きの声もありました。
さらに、日本では温度や湿度を正確に測定できる高度な点検機器を使いますが、シエラレオネにはそのような機器はありません。そこで今回は、家庭用温湿度計を代用して点検を行いました。柔軟な発想と創意工夫が求められるシエラレオネの現場で、重要な学びがありました。

At the ME Center, participants learned how to inspect biomedical devices such as patient monitors, incubators, and ventilators. In addition to learning about Japan’s routine inspection protocols, they experienced hands-on inspections using actual equipment, emphasizing the importance of double-checking for safety.
In Sierra Leone, power cords and oxygen lines are often laid across the floor, posing tripping hazards. Participants were surprised to see that in Japan, these lines are installed overhead to maintain a safer environment.
Furthermore, while Japan uses advanced devices to measure temperature and humidity precisely, such tools are unavailable in Sierra Leone. During the training, we used household temperature-humidity meters as substitutes—highlighting the value of flexible thinking and innovation in resource-limited settings.

【薬剤部門の研修で実践見学！シエラレオネの薬剤師が小児科病棟で学びと交流Hands-On Training in the Pharmacy Department: Sierra Leonean Pharmacists Engage and Learn in the Pediatric Ward】
薬剤部門の研修では、日本の病院薬剤師が行っている調剤、在庫管理、病棟業務、抗がん剤関連業務、新人教育、そして災害対策について学びました。
今日は、小児科病棟で薬剤師による患者面談を見学しました。抗がん剤治療中の患児とお母さんから、副作用の症状や食事摂取状況を聴き取る様子を見て、研修生たちも非常に熱心に観察していました。面談後には、研修生が実際に患児とお話しする場面もあり、積極的に学ぼうとする姿勢がとても印象的でした。その後、病棟担当薬剤師と研修生たちで意見交換を行い、お互いの施設での取り組みや環境の違いについて学ぶ貴重な時間となりました。
シエラレオネでは薬剤師が圧倒的に不足しており、研修生が勤務する病院では、2人の薬剤師と3名の調剤補助員が多くの業務を担っています。特に抗がん剤治療を担当する薬剤師は国内で研修生一人だけという状況で、患者さんへの服薬説明や副作用のモニタリングは大変だと話していました。それでも、今回学んだことを施設のスタッフと共有し、薬剤師としての支援を実現したいと前向きに語ってくれました。

In the pharmacy department training, he learned about the various roles of hospital pharmacists in Japan, including dispensing, inventory management, ward duties, chemotherapy-related tasks, training new staff, and disaster preparedness.
Today, we observed a pharmacist-patient consultation in the pediatric ward. The pharmacist interviewed a child undergoing chemotherapy and their mother, asking about side effects and dietary intake. He was very engaged and attentive during the observation. After the consultation, he had the opportunity to talk directly with the child, and their proactive attitude towards learning was impressive. Following the observation, there was an exchange of opinions between him and the ward pharmacist, which provided valuable insights into the different approaches and environments in both facilities.
In Sierra Leone, there is a severe shortage of pharmacists, and in the hospital where the trainees work, only two pharmacists and three dispensing assistants handle a wide range of tasks. He shared that himself is the only pharmacist in his country involved in chemotherapy, making medication counseling and monitoring side effects a challenging task. However, he expressed his eagerness to share the knowledge gained from this training with his colleagues and take on the challenge of supporting drug therapy as a pharmacist.

NICUで未熟児の適切なポジショニングについて学びました。座学だけでなく、ポジショニングピローを使い、実際に手を動かして新生児に適したポジションの取り方やピローの作り方を学びました。実際の手技を通じて、当院と現地の医療環境の違いを比較し、活発な議論を交わすことができました。
さらに、この日は新生児を扱う医療者向けの専門誌の出版社の方が取材に来られました。自国の新生児ケアを発展させようとする研修員の奮闘が少しでも多くの人々に知ってもらい支援につながれと願っています。

We learned about appropriate neonatal positioning in the NICU. Not only did we attend lectures, but we also had hands-on practice using positioning pillows to learn how to position neonates correctly and how to create pillows tailored to their needs. Through this practical experience, we were able to compare the differences between our hospital and the local medical environment, and engage in active discussions.
Additionally, on this day, a publisher from a professional magazine for healthcare providers working with neonates visited for an interview. We hope that the efforts of the trainees, who are striving to improve neonatal care in Sierra Leone, will reach more people and lead to further support.

【手洗い研修＆N95フィッティングテスト！シエラレオネ看護師が確実にスキルアップ　Handwashing training & N95 fitting test! Sierra Leone nurses being sure to improve their skills】
感染管理の一環として、手洗い研修とN95マスクのフィッティングテストを行いました。
日本でよく行われる手洗いチェッカーを使った手洗いを、シエラレオネからの看護師の方々に実践していただきました。昨年の研修でも好評だった方法でした。研修員の半数が一発で手洗いチェックをパスしました。この結果は、昨年の研修生が当院での学びを自国で実践した成果だと思われます。帰国後も引き続き手洗いに取り組んでいただけることを期待しています。
また、シエラレオネではカップ型のN95マスクを使用しており、寄附で提供されています。当院ではクチバシ型を採用していますが、シエラレオネではどの型が寄附されるかは不明です。今回のフィッティングテストでは、マスクの正しい着け方、外し方、装着後のセルフチェックのポイントを学び、帰国後の実践に大いに役立つことと思います。

As part of infection control, we conducted handwashing training and N95 mask fitting tests.
The trainees from Sierra Leone practiced handwashing using the handwashing checker, a method commonly used in Japan. This method was well-received during last year's training as well. Half of them were passing the handwashing check on the first try. This result is likely due to the trainees from last year applying what they learned at our hospital back in their home country. We hope they will continue to diligently practice handwashing even after returning Sierra Leone.
In Sierra Leone, cup-shaped N95 masks are used, which are provided through donations. Our hospital uses the duckbill-type masks, but it is uncertain which type will be donated to Sierra Leone. Our Story

　大阪赤十字病院は、病院全体として積極的に国内国際救援を行うべく、院内に専門部署である国際医療救援部を持ち、国内外の救援活動にあたっています。　部内には、国内救援課と国際救援課があり、それぞれに専任職員がおります。国内救援課では、国内災害発生時に365日24時間すぐに救護チームを出せるよう、資機材や車両、人員の体制を維持し、救護員の研修、訓練、また災害発生時には後方支援基地として派遣職員のバックアップを行います。　国際救援課では、海外で発生した災害や紛争、人道危機に対する緊急支援をはじめ、復興期の支援事業や平時における途上国の開発支援も行います。

Japanese Red Cross Osaka Hospital is strongly dedicated to the international humanitarian activities. We have a lot of activities both internally and abroad every year. The international medical relief department is the specialty division for them. The international medical relief department is composed of two divisions, international relief division and domestic relief division that have professional staff respectively. The domestic relief division prepares medical relief teams and their equipment in order to dispatch anytime. It also organizes trainings or workshops for disaster management. The international relief division is responsible for disasters and conflicts abroad. There are projects from emergency phase to recovery phase. We also have development support in developing countries.
