Important Information about Minimum Wage sa Japan na dapat mong malaman (PART 1)

Sa mga kababayan natin dito sa Japan lalo na po yong mga working, arubaito man kayo or employee, since nababalita sa ngayon ang pagbabago sa minimum wage sa ibat-ibang prefecture, I want to share here ang ilang mahahalagang information tungkol sa Minimum Wage (MW) ng Japan.

Necessary na malaman nyo po ito para alam nyo kung niloloko na kayo ng inyong employer tungkol sa rights nyo sa tamang pasahod po.

(1) Ano ba ang Minimum Wage na tinatawag sa Japan?
Ang tawag as MW sa Nihongo ay 最低賃金 (SAITEI CHINGIN), remember this term po. Ito ay pinaka-mababang amount or pasahod na dapat bayaran ng isang employer sa kanyang worker na nagtatrabaho sa kanya in per hour basis.

It means to say na kapag mas mababa pa sa amount na itinakda ng government, isa na itong illegal action ng employer na pwede syang mahuli at makulong. Ang MW ay palatandaan or pinaka-boarder line kung saan ang isang worker ay makaka-pamuhay ng tama at sapat (walang luho), or mabibili nya ang kanyang mga basic needs.

(2) Pare-pareho ba ang Minimum Wage sa buong Japan?
HINDI magka-pareho ang MW sa buong bansa ng Japan. Magkakaiba ito at itinatakda nila bawat prefecture. Halimbawa po ay iba ang MW sa Tokyo at iba din sa Okinawa.

Ang reason dito kung bakit magka-iba ay dahil sa binabase nila sa standard of living ng bawat prefecture. Kaya kung saan meron mas mataas ang standard ng pamumuhay tulad sa Tokyo, mas mataas din ang MW.

May mga maririnig kayo sa ilang kababayan natin lalo na yong mga baguhan na minsan ay umaangal kung bakit mas mababa ang pasahod sa kanya, minsan ang dahilan dito ay hindi sa skill kundi sa working location din kung saan kayo nagtatrabaho dito sa Japan.

(3) Sino ang nagtatakda ng MW sa Japan?
Ang nagtatakda ng MW sa Japan ay ang pinaka government mismo nila lead by Ministry of Labor, then also the prefectural government ng bawat prefecture or province dito sa Japan. Sila ang nag-uusap at nagpupulong every year kung babaguhin ba ito o hindi depende sa economic status ng Japan.

(4) Kelan nila binabago ang Minimum Wage?
Dito sa Japan, starting April of the year, nag-uumpisa na magpulong ang mga kinauukulan at ibat-ibang sangay ng government tungkol sa gagawin nilang pagbabago sa MW.

Ang pinaka-duty ng central government sa pamumuno ng Ministry of Labor ay maaprobahan muna ang amount na itataas sa MW na syang pagbabasehan ng bawat prefectural government. Halimbawa, this year 2025, napagpasyahan nila na 63 YEN ang dapat itaas sa MW.

Ang amount naman na ito ang pagbabasehan ng mga prefectural government kung magkano ang actual amount na itataas nila sa kanilang prefecture na nasasakupan. Pwede silang magtaas ng above 63 YEN, subalit hinding-hindi pwede na mas mababa sa 63 YEN lang ang itataas nila sa existing MW nila at present.

(5) Kelan usually napapa-implement ang bagong MW?
Ang bagong itinakdang MW sa Japan ay mostly inuumpisahan nila ang implementation every October of the year. Subalit may ilang prefecture na nali-late ng kunti at inaabot ng November or December ang start nito.

Kung ang sahod nyo ay nasa MW lamang sa ngayon at tumaas ang MW sa inyong lugar simula October, usually meron kayong matatanggap dapat na notice sa inyong employer about sa changes ng pasahod din na gagawin nila.

(6) Lahat ba ng workers dito sa Japan ay sakop nitong MW?
Usually, most of the workers po ay sakop nito, pati tayong mga foreigner na nagtatrabaho dito sa Japan, ano mang type ng visa ninyo.

Ang hindi lang sakop nito ay mga trabahador working in a specific or special field or industry lalo na yong mga nasa high tech field workers. Iba po ang sinusunod nilang MW at mas mataas sa usual na itinakda ng Japan government.
