Higher Visa Fees in Japan, to be deliver to Upper House

Japan’s government is planning to increase the fees that foreign residents must pay for immigration procedures. A proposed revision to the Immigration Control and Refugee Recognition Act has already passed the House of Representatives and will now be discussed in the House of Councillors, and it will start by middle of May.

The main goal of the proposal is to introduce what officials call a “beneficiary pays” principle, meaning people who receive immigration services should help cover the cost of managing them.

Foreign nationals must have a valid residence status to stay in Japan. There are 29 types of residence status, such as work visas, student visas, or family visas. These usually need to be renewed every three months to five years. Until now, the maximum fee limit for immigration procedures had remained unchanged since 1981.

Under the new proposal, the upper limits for fees will increase significantly. The fee for changing or renewing a residence status could rise from the current ¥6,000 to roughly ¥10,000–¥70,000, depending on the length of stay. Applications for permanent residency may increase from about ¥10,000 to around ¥200,000. The law itself sets only the maximum limits; the exact amounts will later be decided by government regulations.

The Immigration Services Agency explained that earlier fees were based mainly on administrative costs. However, the new system also considers broader expenses needed to maintain fair immigration control and management.

Supporters argue that higher fees are reasonable because immigration services require more resources today. Critics, however, question whether the large increase may place too much financial burden on foreign residents living and working in Japan.
