ARO Alliance for Southeast and East Asia-ARISE-NCGM/国立国際医療研究センター ARISE is an international clinical trial network in Southeast and East Asia focusing on infectious diseases. All posts are by ARISE Secretariat (NCGM).

ARO Alliance for Southeast & East Asia (ARISE) is a network of academic research organizations (AROs) in Southeast and East Asian countries dedicated to fostering collaboration and facilitating clinical trials of therapeutics, vaccines, and diagnostics for tackling infectious diseases. The Department of International Trials of the National Center for Global Health and Medicine serves as ARISE Secretariat facilitating ARISE network activities.

On June 27, 2025, we welcomed a visit from the representatives from the Indonesian Ministry of Health, the Indonesia Food and Drug Agency (BPOM), Ciptomangunkusumo Hospital and JICA Indonesia. The delegation was led by Ms. Dita Novianti Sugandi Argadiredja, S.Si., Apt., MM, Director for Pharmacy Production and Distribution Ministry of Health and Ms. Yanti Herman, SH., MH.Kes, Director of Referral Health Service development, Ministry of Health. This visit further strengthened the good relationship between Japan and Indonesia in the field of health cooperation.

On May 30, 2025, Professor Yasutoshi Kido, head of the Department of Virology and Parasitology at Osaka Metropolitan University and member of the Japanese initiative for Global Research Network &Link on Infectious Disease (J-GRID+), led a delegation of scientists from his laboratory and Africa on a working visit to the Japan Institute for Health Security (JIHS).

- Professor Dieudonne Mumba, Head of the Department of Parasitology at the National Institute for Biomedical Research in Kinshasa,
- Professor Placide Mbala, Head of the Department of Epidemiology and Global Health at the National Institute for Biomedical Research in Kinshasa,
- Mr. Jacque Likofata, Director of the Provincial Laboratory of Public Health in Equateur Province.
From Kenya: Professor Jesse Gitaka, Head of the Center for Malaria Elimination at the Institute of Tropical Medicine at Mount Kenya University
From Nigeria: Professor Emmanuel Balogun, Head of the Department of Biochemistry at Ahmadu Bello University in Zaria.
From his laboratory: Ms. Natsuko Kaku, lecturer, and Ms. Ryoko Asari, Ph.D. student.
During their visit, the group exchanged ideas with JIHS researchers on topics of mutual interest, primarily the management of infectious diseases and clinical trials.
The group also paid a courtesy visit to President Norihiro Kokudo, the president of the Japan Institute for Health Security, who expressed his willingness to strengthen research collaborations between the JIHS, the J-GRID+, and African researchers.

On May 13-17, 2025, the ARISE Secretariat and JIHS researchers (Dr. Daisuke Tokita, Mr. Naoki Tomotsugu, Dr. Sho Saito, Ms. Shinobu Ashida, and Ms. Marlinang Siburian) visited Jakarta to discuss about potential studies with ARISE member institutions in Indonesia. On January 31, 2025, Department of International Trials of NCGM was honored by the visit of Prof. Muh. Nasrum Massi, Head of the Institute for Research and Community Service, Hasanuddin University, Makassar, Indonesia.

On January 10, four distinguished delegates from the Forum of Ethics Review Committees in the Asian and Western Pacific (FERCAP) visited NCGM. The delegates were Prof. Dr. Kenji Hirayama, Chair of FERCAP 2024, who is also Dean of the Interfaculty Initiative in Planetary Health at Nagasaki University, Prof. Juntra Laothavorn of Thammasat University, the Coordinator of SIDCER, and Prof. Kwanchanok Yimtae of Mahidol University, and Dr. Naoki Hosogaya of Nagasaki University.

FERCAP is a project of the World Health Organization (WHO) Special Training and Research Programme in Tropical Diseases (TDR) and is a regional forum under the umbrella of the Strategic Initiative for Developing Capacity in Ethical Review (SIDCER). Its main mission is to improve the quality and capacity of ethics committees in their roles and responsibility to review clinical research application. Since its inception, there has been a growing number of Ethics Committees in Asia and also in Africa that have been recognized by FERCAP.

The delegates were welcomed by the Department of International Trials and the ARISE Secretariat. FERCAP and ARISE discussed potential collaboration with the common interest of improving the conduct of clinical trials in the region.

Dr. Muchanga Sifa introduced the ARISE's activities at the 24th Forum of Ethical Review Committees in the Asia and Western Pacific Region (FERCAP) held on Nov 24-26, 2024, in Kathmandu, Nepal. The theme " Maximizing Benefits through Responsible Conduct of Research" gathered Ethical Committees members and researchers from the region to discuss on updates related to the safe conduct of clinical research and trials.

FERCAP is a project of the World Health Organization (WHO) Special Training and Research Programme in Tropical Diseases (TDR) and it is a regional forum under the umbrella of the Strategic Initiative for Developing Capacity in Ethical Review (SIDCER). It stands with the aim to improve and standardize quality of EC in Asia Pasific. Some of the ARISE members institutes have received accreditation from FERCAP for their EC. The FERCAP holds a meeting annually and this time Dr. Sifa was invited to present about ARISE network. Participants could acknowledge the importance of clinical trial network to respond rapidly and timely to common health threats.

The 3rd ARISE Annual Meeting on November 21-22, 2024, in Bangkok, Thailand, was successfully carried out. We would like to thank Prof. Apichat Asavamongkolkul, the Dean of the Siriraj Hospital for hosting the two-day event. We also thank our Steering Committee members, distinguished guests, and our colleagues across the network for their participations and valuable contributions to the success of the event.

The meeting brought together the leaders of Academic Research Organizations of the ARISE network to discuss about strategies on how to catapult collaboration into actions. A special theme for the meeting was purposefully picked out: “Vaccines Trials for Pandemic Preparedness in the ARISE Network” considering the essential needs of the region to be self-sufficient especially in vaccine development. Three main agenda items were held: the Steering Committee and General Assembly meeting, a workshop on vaccine trial operations, and a hybrid symposium. At the General Assembly each ARISE member organization presented its recent activities in clinical research, especially in the field of infectious disease. It was an opportunity for the members to reflect on each other and grow together. On the first day, the participants also had the chance to know more about the Siriraj Institute for Clinical Research (SICRES) through a Siriraj Special Session. Also attending the meeting were Dr. Yosuke Kobayashi, Health Attaché at the Embassy of Japan in Thailand; Dr. Jun Kitahara, Head of the Pharmaceuticals and Medical Devices Agency (PMDA) Asia office; and Dr. Mitsumi Terada, Head of National Cancer Center (NCC) Asia Collaborating Office.

The ARISE network is supported by the Ministry of Health Labour and Welfare (MHLW) and the Japan Agency for Medical Research (AMED). Mr. Yasuo Iimura, the Director of Clinical Trial Promotion and Dr. Yoichi Nakanishi the Project Supervisor from AMED gave remarks at the General Assembly meeting via teleconference. Dr. Iimura emphasized Japan’s vision of establishing a Japan-led clinical trial network in Asia that could facilitate clinical trials that meet international standard and therefore the MHLW has high hopes for the ARISE network. Similarly, Dr. Nakanishi expressed his hopes for the network and willingness to work together with ARISE in the fight against infectious diseases in Asia.

Moving forward, the ARISE network is committed to continue its vision to be a reliable trial network for infectious diseases towards a pandemic-proof region.

ARISE 3rd Annual Meeting will be held on November 21-22, 2024, in Bangkok, Thailand.

This 3rd Annual meeting will be hosted by Siriraj Institute of Clinical Research, co-organized with NCGM and funded by Japan Agency for Medical Research and Development.

The ARISE network consisting of 14 lead institutes in clinical research from 6 countries including Japan, Thailand, Indonesia, Malaysia, The Philippines, and Vietnam. Aligning with the global health focus and to strengthen regional preparedness, the ARISE 3rd Annual Meeting takes the theme "Vaccine Trials for Pandemic Preparedness in the ARISE Network".

NCGM representatives—Dr. Sifa Muchanga, Senior Research Fellow; Mr. Katsumi Ishii, Japan Liaison Officer; and Dr. Maria Ruriko Umano, Philippine Liaison Officer—recently visited ARISE member institutions in the Philippines with the aim to strengthen existing partnerships and enhance local research capacity for conducting future clinical trials on infectious diseases.

It commenced with their participation in the Annual Scientific Meeting of the National Clinical Trial and Translation Center (NCTTC) at the University of the Philippines Manila, held from September 24 to 27. NCTTC Director, Dr. Benjamin Sablan Jr., led the event, which featured a workshop on training modules for clinical research professionals and a forum focused on vaccine trials.

Dr. Muchanga and Dr. Umano continued to West Visayas State University (WVSU) on September 30 and Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) on October 1. They met and discussed with key opinion leaders to better understand the clinical trial environment and capabilities of these institutions. The visits concluded with a tour of the facilities. WVSU President, Dr. Joselito Villaruz and CLMMRH Center Chief, Dr. Julius Drilon reaffirmed their steadfast support in fostering research collaboration between NCGM and their institution.

This signifies a key step for NCGM as it progresses to develop research-based partnerships, reinforce local capacities, and improve healthcare outcomes in underserved regions.

The National Clinical Trials and Translation Center (NCTTC) of the National Institutes of Health, University of the Philippines Manila is organizing the “1st Annual Clinical Trials and Translational Science Meeting: Enhancing capacities and collaborations towards patient-centered trials” September 24-27, 2024, in Manila, Philippines.

The annual meeting is jointly organized by NCTTC and ARISE-NCGM with support from the Japan Agency for Medical Research and Development (AMED), in collaboration with the Health Economics Research Centre (HERC), Oxford Population Health, University of Oxford.
