On 9th December, YOUTH EMPOWERMENT GROUP BOKOLE was privileged to attended a crucial engagement on the County Government of Mombasa Budget Analysis alongside other Civil Society Organizations (CSOs) and budget champions, within in collaboration with the Haki Yetu Wajibu Wetu Program, under the Sexual Reproductive Health and Rights (SRHR) Alliance Kenya This forum was pivotal in highlighting systemic challenges in allocations, , and within the county, with a focus on the , ( Department of Health Services - Mombasa County ), and sectors.

Despite Mombasa County returning Ksh 2.87 billions to the National Treasury in October due to underutilization of allocated funds, significant gaps persist:

1. Health Sector

Infrastructure Deficiencies: Inadequate funding for health facilities at subcounty levels has led to dilapidated dispensaries in areas such as Likoni and Changamwe. Overcrowding and poor facilities hinder service delivery.

Human Resource Constraints: The shortage of skilled labor, including community health promoters and subcounty-level health workers, exacerbates healthcare inefficiencies. Those employed face overwhelming workloads and irregular or inadequate remuneration.

Essential Commodities: Hospitals often lack critical medical supplies, forcing residents to rely on private facilities at higher costs. This disproportionately impacts low-income households, escalating the cost of living.

Recurrent Costs: A disproportionate focus on recurrent expenditures over development initiatives restricts investments in sustainable health projects.

2. Education and Youth Sectors

Youth Development Gaps: Limited budgetary allocations for youth empowerment programs hinder vocational training and employment opportunities, particularly in subcounties such as Kisauni and Nyali.

Education Infrastructure: Underfunding of public schools results in overcrowding and inadequate teaching resources, reducing the quality of education.

Today as we mark the beginning of the , Let's end the triple threats. , .
it's a call to fight for the rights of our people in is a national disaster each and everyday we keep loosing the women and our young heroines. enough to the killings🥲🥲 enough is enough let's end this terrible threat.

Kenya has a long history of activism at a community and policy level on violence against women and girls, which includes femicide. This includes the work done by the Kenyan chapter of the International Federation of Women Lawyers, which was formally registered in 1993. The Coalition on Violence Against Women was founded in 1995.

These organisations, among others, have raised awareness and achieved shifts in the country’s legal framework.

The Sexual Offences Act of 2006 was informed by women’s rights work across Kenya. This legacy of feminist organising also informed the setting up of gender desks at police stations to create better conditions for vulnerable survivors to report violence. Women’s rights organisations led gender training for the police, judiciary and media to create a more effective chain of support for women survivors.
Here, I focus on three because they speak to the root causes of femicide rather than the symptoms. I draw on my work as a an Advocate for and including my research into femicide in Kenya.

The first of the three demands asks that the government declare femicide a national crisis. This would lead to the extraordinary allocation of financial and human resources, as well as the highest level of government attention to address the root causes and symptoms of femicide.

The second is zero tolerance of violence against women. This would elevate any report of femicide to full legal penalties.

The third is better, regular and accessible data collection. This would allow any agency, including civil society organisations, to better understand the science
