The most recent joint global response to combat climate change was the signing of the Paris Agreement in December 2015, when 194 countries committed themselves to taking urgent measures required to reduce the impacts of climate change. All the countries that signed the Paris Agreement are parties to the United Nations Framework Convention on Climate Change (UNFCCC), which entered into force on March 21, 1994.
In related and broader global effort, heads of states and government adopted the UN Agenda for Sustainable Development (UN Agenda 2030) whose implementation will be guided by 17 Sustainable Development Goals (SDGs) in September 2015. SDG 13 is specific to climate change and requires countries to take urgent action to combat climate change and its impact by, among others measures, strengthening resilience and adaptive capacity for climate related hazards and natural disasters and integrating climate change measures into national policies, strategies and planning (UN, 2015).
Africa’s commitment towards taking action to combat climate change is evident in the continent’s development blueprint for the next 50 years, a process which began in 2013 and is known as Africa Agenda 2063. The document constitutes the strategic framework for the socio-economic transformation of the continent. It builds on and seeks to accelerate the implementation of past and existing continental initiatives for growth and sustainable development. About Africa’s response to climate change, Agenda 2063 notes that whilst the continent at present contributes less than five per cent of global carbon emissions, it bears the brunt of the impact from climate change.
According to the draft climate change action plan 2018-2022 Climate change has increased the frequency and magnitude of extreme weather events in Kenya that have led to loss of lives, diminished livelihoods, reduced crop and livestock production, damaged infrastructure, among other adverse impacts. An example is the torrential rains and severe flooding from March to May 2018 that devastated communities that were already struggling to recover from a prolonged drought. Climate change is likely to negatively impact Kenya’s future development and achievement of the goals of Kenya Vision 2030 – the long-term development blueprint – and the Government’s Big Four agenda for 2018-2022 which focuses on ensuring food and nutrition security, affordable and decent housing, increased manufacturing and affordable healthcare. Kenya takes climate change seriously, as demonstrated by the enactment of the Climate Change Act,2016. This is the first climate change-dedicated legislation in Africa and provides a regulatory framework for an enhanced response to climate change. It provides mechanisms and measures to transition to a low carbon climate resilient development. This pathway emphasizes sustainable development and prioritizes adaptation, recognizing the importance of increasing the climate resilience of vulnerable groups including women, youth, people with disabilities, and marginalized and minority groups.
The Climate Change Act,2016 in section 19 sub-sections 1 and 2 obligates the county governments in performance of their functions to integrate and mainstream climate change actions into its functions. Specifically, the county governments shall, in development, updating and approval of the County Integrated Development Plans, and the county sectoral plans mainstream the implementation of the National Climate Change Action Plan, taking into account the national and county priorities.
