Social Health Authority

Social Health Authority National Hospital Insurance Fund (NHIF) is a State Parastatal that was established in 1966 as a department under the Ministry of Health.

The Social Health Authority (SHA) facilitates healthcare services from enlisted providers by pooling contributions, ensuring the equitable distribution of quality healthcare. The original Act of Parliament that set up this Fund in 1966 has over the years been reviewed to accommodate the changing healthcare needs of the Kenyan population, employment and restructuring in the health sector. Currently an NHIF Act No 9 of 1998 governs the Fund. The transformation of NHIF from a department of the Ministry of Health to a state of corporation was aimed at improving effectiveness and efficiency. The Fund's core mandate is to provide medical insurance cover to all its members and their declared dependants (spouse and children). The NHIF membership is open to all Kenyans who have attained the age of 18 years and years and have a monthly income of more than Ksh 1000. NHIF has 31 fully autonomous branches across the country. Each of these branches offers all NHIF services including payment of benefits to hospitals or members or employers. Smaller satellite offices and service points in district hospitals also serve these branches.

“What does SHA’s transitioning of uniformed services to Usalama Cover mean in practical terms? Under the old system, officers of the National Police Service and Kenya Prisons Service could access care from just 800 facilities. Today, that number has risen to 6,000 public, private, and faith-based facilities nationwide, a major transformation that improves health access as they serve our nation...” Hon. Onesimus Kipchumba Murkomen, Cabinet Secretary for Interior and National Administration, during the onboarding of officers to Usalama Cover at Avenue Hospital, Nairobi.

“We are proud to welcome the Kenya Prisons Service into the Social Health Authority family through the launch of the Usalama Cover, extending quality, reliable healthcare to our uniformed officers.

This builds on our successful transition of over 400,000 teachers and their dependents into the Mwalimu Cover under POMSF. Despite the scale, SHA, working closely with the Digital Health Agency, has proven its capacity by processing hundreds of thousands of hospital visits and paying out billions in claims efficiently through a robust digital system....” Hon. Aden Duale, Cabinet Secretary, Ministry of Health.

Good news for Kenya’s uniformed forces

On Thursday, the Social Health Authority (SHA) rolled out Usalama Cover, a new medical scheme under the Public Officers Medical Scheme Fund designed for police and prison officers and their families.

The programme guarantees uninterrupted treatment, faster access to care, and 24/7 support, with simple digital access to services. It’s built to remove delays, reduce stress, and ensure officers get the care they need when they need it.

The launch at Avenue Hospital, Nairobi, was led by Health CS Hon. Aden Duale and Interior CS Hon. Kipchumba Murkomen, alongside SHA CEO Dr. Mercy Mwangangi, senior security leadership, and top government officials.
