The National Council for Persons with Disabilities (NCPWD) is a State Corporation mandated to coordinate all issues of PWDs in National Development. NCPWDs was set up by the Persons with Disabilities Act No 14 of 2003 to coordinate, supervise and the implementation of programs and activities to enhance the participation of Persons with Disabilities in National Development and to protect and promote the rights of Persons with Disabilities (PWDs).

The Council today held an engagement with Members of Parliament from the Committee on Social Protection and the Kenya Disability Parliamentary Association (KEDIPA) to discuss the implementation of the Persons with Disabilities Act of 2025.

NCPWD Chief Executive Officer, Dr. Michael Munene, reaffirmed the Council's commitment to the Act’s success through structured stakeholder engagements and coordination. A key highlight was the Council’s call on all Ministries, Departments, and Agencies (MDAs) to submit annual audit reports assessing compliance with the constitutional requirement of a minimum 5% employment for persons with disabilities, as a means of tracking progress. Additionally, MDAs to comply with all statutory provisions to ensure effective implementation of the Act.

In attendance were stakeholders including the Public Service Commission, the National Police Service, the Teachers Service Commission, Kenya Airways, the Kenya Airports Authority, the Kenya Revenue Authority, and the Ministry of Youth Affairs, Creative Economy, and Sports. This multisectoral representation underscored a collective consensus that inter-agency collaboration is essential to overcome systemic barriers facing disability inclusion in the country.

The Council and its partners highlighted to the Members of Parliament that the major setback to the success of the 2025 Act is inadequate budgetary support.

Today, the National Council for Persons with Disabilities (NCPWD) joined the students and management of Mount Kenya University for a career talk centered on empowerment and professional readiness. Council Executive Director addressed a motivated audience, emphasizing that the transition from university to the workplace is not just about finding a job, but about navigating the world with confidence, competence, and purpose.

While acknowledging that barriers like inaccessible workplaces and outdated perceptions still exist, the message was clear these challenges should inspire students to prepare strategically, strengthen their digital skills, and position themselves for success.

Kenya continues to make significant strides in disability inclusion, anchored by the Constitution and the Persons with Disabilities Act of 2025. The Council remains at the forefront of this mission, offering support through educational bursaries, assistive devices, and economic empowerment initiatives.

A major highlight is the 5% reservation of employment opportunities in public institutions and the 30% government procurement reservation (AGPO) for youth, women, and persons with disabilities. To bridge the gap between talent and opportunity, we encourage all students to register on the NCPWD Career Portal, which has already successfully linked thousands of job seekers with inclusive employers across the country.

Advancing Justice and Equality in Nyandarua County.

The Council has officially kicked off a four-day free legal aid clinic at Kwa Haraka, Kinangop, hosted by the Kinangop Worldwide Ministries Church, 39 participants attended today sensitization exercise.

This program is designed to creating a supportive forum where persons with disabilities can learn extensively about their rights and gain clarity on the systems available to help them access justice.

Navigating judicial processes can often be complex for persons with disabilities, through our collaboration with partners L’Arche Kenya and the Joyce Munyua Foundation the Council commits to ensure that persons with disabilities are fully informed, empowered, and kept up-to-date on current legal processes that impact lives.

The Council is currently undertaking a four-day free legal aid clinic in Nyandarua County, aimed at empowering persons with disabilities with knowledge of their legal rights and pathways to justice. The opening session drew 39 participants, reflecting a significant local demand for legal support and advocacy. During the clinic, most of the cases addressed includes medical negligence to insurance disputes providing attendees with actionable guidance on navigating relevant regulatory and judicial systems.

To ensure a meaningful impact, the Council is working closely with partners such as L’Arche Kenya and the Joyce Munyua Foundation to educate on judicial processes for the disability community.

Following positive feedback from local leadership regarding the necessity of these services, the initiative is continuing its outreach to reach more residents. Upcoming clinics are scheduled for Leshao Pondo, Nyahururu, and Kasuku to further expand legal support across the region.
