National Council for Persons with Disabilities (NCPWD) This is a State Corporation mandated to coordinate all issues of persons with disabilities in Kenya.

The National Council for Persons with Disabilities (NCPWD) is a State Corporation mandated to coordinate all issues of PWDs in National Development. NCPWDs was set up by the Persons with Disabilities Act No 14 of 2003 to coordinate, supervise and the implementation of programs and activities to enhance the participation of Persons with Disabilities in National Development and to protect and promote the rights of Persons with Disabilities (PWDs).

𝘾𝙚𝙡𝙚𝙗𝙧𝙖𝙩𝙞𝙣𝙜 𝙄𝙣𝙩𝙚𝙧𝙣𝙖𝙩𝙞𝙤𝙣𝙖𝙡 𝘿𝙚𝙖𝙛 𝘼𝙬𝙖𝙧𝙚𝙣𝙚𝙨𝙨 𝙒𝙚𝙚𝙠 𝙞𝙣 𝙒𝙖𝙟𝙞𝙧.

The Council, in collaboration with the Deaf community and other stakeholders in Wajir, commemorated International Deaf Awareness Week 2025 under the theme, “No Human Rights Without Sign Language Rights.” This celebration is a step toward amplifying the voices of the Deaf community and advocating for dignity, inclusion, and justice.

The day's events in Wajir County served as a platform to celebrate Deaf culture and raise awareness about the importance of sign language as a human right.

Mr. Joseph Etyang, a Board Director at NCPWD, was the Chief Guest. He reaffirmed the Council's commitment to dismantling barriers and creating new pathways to equality for all persons with disabilities, as enshrined in the 2025 Disability Act.

Today, the Council and the Kenya National Chamber of Commerce and Industry (KNCCI) signed a Memorandum of Understanding (MoU) to foster a more inclusive business environment in the country. The goal for this partnership is to ensure that as the country's economy grows, persons with disabilities (PWDs) are not left behind and have the same opportunities to succeed as everyone else.

This MoU foster's a more inclusive business culture. According to Dr. Erick Rutto, President of the Chamber of Commerce, the partnership is a "clear statement of support for inclusivity in the workplace, aiming to create lasting economic value for businesses and the nation." The Ag, CEO of the Council, Eva Njoroge, highlighted the timeliness of this MoU, especially with the upcoming implementation of the Persons with Disabilities Act of 2025. She stated that the collaboration will not only help businesses comply with the new laws but will also create real opportunities for persons with disabilities to thrive as entrepreneurs and employees.

The partnership will focus on several key areas, including supporting PWDs in starting and growing businesses, ensuring companies adhere to disability laws, and providing crucial digital and vocational training. This joint effort is expected to unlock new possibilities and fully integrate persons with disabilities into Kenya's business ecosystem.

The Council is collaborating with UK International Development, ICT Authority, and the Kenya Society for the Blind to create more inclusive government services for persons with disabilities in Kenya.

Today, the Council, in collaboration with partners, held a side event and launched a Baseline Assessment Report on Disability Inclusion in County Governments in Kenya 2025 at the Devolution Conference in Homa Bay County.

The report, prepared by the Council with the support of partners and the Council of Governors, highlights key findings on how county governments are implementing policies and programs for persons with disabilities. While the report's findings indicate that there's still a long way to go to achieve full inclusion, they also identify promising practices. It provides evidence-based recommendations to guide future planning and action.

A key finding of the report is that disability inclusion remains behind in many county governments. For example, only 16 county governments have enacted specific disability legislation, and only 12 have a stand-alone disability policy. In addition, only about 3.1% of county government staff are persons with disabilities, which is far below the 5% legal requirement.

However, there's also positive news: 39 county governments have employed persons with disabilities, and 35 have economic empowerment programs for persons with disabilities. The report also highlights that most county governments are implementing affirmative action policies such as the Access to Government Procurement Opportunities (AGPO) program and the extension of the retirement age to 65 years for persons with disabilities.

𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐏𝐨𝐥𝐢𝐜𝐲 2024

Today marks an important step forward in Kenya's journey towards full inclusion, as the Council and the Social Protection Department, in collaboration with various partners, officially launch the National Policy for Persons with Disabilities. This policy is a clear testament to the Kenyan government's commitment in upholding the rights of persons with disabilities.

It is a roadmap realized through consultations, informed by both national aspirations and international frameworks, including the UN Convention on the Rights of Persons with Disabilities (UNCRPD), the 2018 and 2022 Global Disability Summit Commitments, the Constitution of Kenya (2010), and the East Africa Disability Protocol.

This new policy is also aligned with the Persons with Disabilities Act No. 4 of 2025, which was assented to as law on May 8, 2025.

Implementation of this policy is a shared responsibility, demanding the collective effort of all stakeholders. The Council is ready to lead, coordinate, and collaborate in this agenda, reinforcing disability mainstreaming efforts across all Ministries, Departments, and Agencies, as now mandated by the Disability Act 2025.

We call upon government entities, Organizations of and for Persons with Disabilities (OPDs), the private sector, civil society, communities, and every person join hands.

Let us work together to eliminate barriers, foster accessible environments, and embrace the immense potential within our persons with disabilities, ensuring they fully enjoy their rights and pursue inclusion on an equal basis with the rest of society. This policy is a living document, and its success reinforce on our collective commitment to its vision.

Today, the Council commemorated International Albinism Awareness Day at Huruma Sub-County Hospital in Uasin Gishu County under the theme"Demanding our rights: Protect our skin, preserve our lives."

This observance served to highlight the significant strides made by persons with albinism, to honor the commitment of caregivers, and to acknowledge the vital efforts of the government and various stakeholders in advocating for the rights and overall well-being of persons with albinism.

The event was graced by the presence of 𝐇𝐞𝐫 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐲 𝐌𝐫𝐬. 𝐑𝐚𝐜𝐡𝐞𝐥 𝐑𝐮𝐭𝐨, the First Lady of the Republic of Kenya, who presided as the Guest of Honor.

Also in attendance were 𝐃𝐫. 𝐈𝐬𝐚𝐚𝐜 𝐌𝐰𝐚𝐮𝐫𝐚 𝐂𝐁𝐒, the Government Spokesman, who emphasized the government's dedication to supporting the albinism community, 𝐇𝐢𝐬 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐲 𝐃𝐫.
