Addressing the Justice Gap for Survivors of Technology-Facilitated Gender-Based Violence in Meru County

Earlier this week, we attended a critical engagement organized by InformAction Kenya, bringing together grassroots organizations and local actors for a community dialogue on Technology-Facilitated Gender-Based Violence ( ) in Meru County.

The discussions revealed a deeply concerning reality: survivors of digital violence continue to face significant barriers and long delays in accessing justice, primarily due to limited technical capacity at the county level.

A pivotal takeaway from the dialogue is the urgent need to:
- Establish county-level digital forensic units to properly collect and handle digital evidence.
- Strengthen the capacity of police stations, NGAO officials and GBV recovery centres with the right tools, specialized training, and dedicated personnel to handle TFGBV cases effectively and empathetically.
- Include visually impaired friendly services to boost the means of communication.
- Finalizing and implementing the County Gender Policy.
- Ensure that services remain free and fair to all in the Government - Hospital - facilities..

Without these foundational systems, perpetrators of online abuse continue to act with impunity, while survivors' quest for justice and healing is hindered.

As we approach the , the project, supported by the European Union in Kenya, is amplifying the call for a multi-stakeholder approach. We need stronger, coordinated action that includes:
> Policy reforms to keep pace with digital evolution.
> Improved investigation processes for TFGBV cases.
> Survivor-centered support systems that prioritize dignity and safety.
> Enhanced collaboration between local actors, state agencies, and civil society.

Together, we can bridge the digital justice gap and create a safer online environment for all.

Harvesting Change, Mapping the Future!

This week, the team engaged in two powerful days of Outcome Harvesting and Mapping under the TUNU Project, supported by Tisa Kenya and Transparency International with funding from the European Union in Kenya. The session was significantly bolstered by the presence of a Director from the The County Government of Meru - 012 , focusing on matters of Public Participation and the Budget Process, underscoring a shared commitment to governance. We gathered to review the strides made in Citizen-Led Accountability and the fight against corruption and impunity across Meru and Isiolo Counties, focusing on celebrating our progress, highlighting the challenges we face, and refining our strategies for the road ahead. The stories of change that emerged were truly inspiring, proving that when we organize our communities effectively, the results are nothing short of amazing!

Our key achievements under the TUNU Project are already making a difference. On the environmental front, we have brought critical attention to the alarming issue of improper sewage and waste dumping at two vital water sources in Municipality Ward, Imenti North Constituency: River Gachiuma near Meru Polytechnic, which supplies water to Gitoro Primary School, and at a water intake in Makutano that serves schools around Kaaga. We believe this environmental degradation is a major factor in the disturbing increase in chronic illnesses, including cancer, within Meru County. In the realm of mental health, our advocacy has contributed to an increase in mental health specialists at Level 3-5 hospitals, and we have been actively involved in supporting the implementation of the Mental Health (Amendment) Act 2022 and the Kenya Mental Health Policy 2015-2030 to ensure the protection of rights and drive systemic reforms.

Furthermore, through our strong partnerships with the Center for Rural Justice, Meru Business Professionals, Amiiru TV and Community-Led CBOs, we successfully launched the Sauti ya Mashinani initiative in Makutano, Meru. We have since held impactful open barazas in Kiigene (South Imenti Constituency) and Githongo (Central Imenti Constituency), with our next stop being Kibirichia in Buuri Constituency, before expanding to other areas. This is just the beginning—together, we are building a more just, healthy, and transparent society.
