- As a National Consultant on Translation and Interpretation for PPCR Project, The Royal Government of Cambodia (RGC) through the Climate Change Department of the Ministry of Environment (CCD-MoE) is undertaking a project entitled “Preparation of a Strategic Pilot Program for Climate Resilience (PPCR)” – Phase I (November 2010 to April 2013). PPCR is financed by the Climate Investment Funds (CIF) and jointly implemented by the Asian Development Bank (ADB) and the World Bank Group. Thab has served his work in this field since June 5, 2012 through April 2013 according to nature of contract with PPCR project. Cambodia is one of the 9 pilot countries selected worldwide under the Pilot Program for Climate Resilience (PPCR) of the Strategic Climate Fund, one of the two targeted programs under the Climate Investment Fund (CIF). The PPCR Phase 1 has been commissioned since October 2010 and implemented by the Department of Climate Change under the Ministry of Environment (MoE) in partnership with the Asian Development Bank (ADB) and the World Bank Group (WBG).
- As Consultant on translation and interpretation Thab has edited the PPCR ‘s several knowledge products namely (i) development of screening tools, guidelines and manuals for mainstreaming climate change adaptation at national and sub-national levels in planning and budgeting; (ii) science-based adaptation planning involving vulnerability and adaptation assessments in key sectors and assessment of hydro-meteorology information system to provide more accurate parameters; (iii) development of a master plan on gender and climate change and studies on civil society and private sector engagement in climate change; and (iv) development of a concept note for the preparation of Monitoring and Evaluation (M&E) Framework for PPCR Phase 2 (Strategic Program for Climate Resilience or SPCR).
- He has served as interpretation during a number of outreach activities under PPCR as well as considerable institutional strengthening on those topics particularly in the MoE, Ministry of Interior (MoI), Ministry of Economy and Finance (MEF) and Ministry of Planning (MoP).
- During his tenure Thab has observed as a super confident staff that he meets the standards required by the PPCR project in Cambodia. He has provided simultaneous and consecutive translations in various project workshops, seminars, and several national and subnational meetings and coordination meetings with national, ministerial and provincial participants and stakeholders.

Despite the 27 Dec 2025 ceasefire, Thai soldiers invade homes, destroy property, and forcibly evict civilians in Banteay Meanchey, Preah Vihear, Oddar Meanchey, and Pursat.

Thousands of Cambodian families are homeless, landless, and traumatized, while motorcycles, tractors, and personal belongings are stolen.

The CHRC urges the UN to act immediately: stop demolitions, withdraw Thai forces, ensure safe return, and provide reparations.

For more than seven decades since our independence in 1953, Cambodia has walked a path filled with challenges, but also with courage.
Among those challenges, one stands out — the persistent border dispute with our western neighbor.

It has never been merely a question of lines on a map. It has been a test of our patience, our diplomacy, and our national soul.
And while the world has witnessed various attempts — in 1962, 2013, and even the ongoing efforts today in 2025 — each has served not as a final peace, but as a pause between storms.

Let us be clear:
Cambodia seeks peace not as a tactic, but as a principle.
Yet peace cannot rest solely upon paper; it must live within hearts — and hearts must be ready to accept truth.

1. The Roots of the Problem

The difficulty lies not only in territory but in mentality.
For generations, our neighbor has been taught to grieve the past, to yearn for lands lost before the Treaties of 1904 and 1907, when France, then Cambodia’s protector, defined our modern borders.

Such narratives have been passed through classrooms, literature, and political rhetoric — nurturing an illusion that Cambodia is an intruder rather than a rightful nation standing on her ancestral ground.

And when internal crises shake their nation — when corruption rises or protests swell — the easiest escape is to redirect anger outward.
They point to Cambodia, branding us the aggressor.

This is not new. It has happened before.
Every time leadership changes, the same cycle repeats — acceptance and denial, recognition and rejection, signature and silence.
Such instability does not change facts.
It only exposes the fragility of their truth and the steadfastness of ours.

Anutin — The Aggressor Disguised as a Victim: The World Will Soon See His Ugly Deception

Phnom Penh, October 14, 2025 — The recent statement made by Thai Prime Minister Anutin Charnvirakul, published by Khaosod English on October 8, 2025, has sparked outrage and disbelief across Cambodia and beyond. His remarks — delivered amid rising border tensions and civilian suffering — demonstrate a shocking level of irresponsibility, arrogance, and deceit.

In a report also covered by Politico, Anutin dismissed the goodwill offer from U.S. President Donald Trump, who had expressed readiness to mediate peace between Cambodia and Thailand. This rejection was not only undiplomatic and reckless, but also revealed a leadership that prefers confrontation over cooperation, and pride over peace.

While accusing Cambodia of “invading” Thai territory, Anutin’s own military continues to reinforce troops and deploy heavy weapons near the border.

This is not defense — it is aggression. This is not truth — it is deception.

Anutin’s victim act is nothing more than political theatre, designed to fool the world and manipulate ASEAN partners before the upcoming ASEAN Summit (October 26–28, 2025).

During the border clashes that erupted from July 24–28, before a ceasefire was established, independent reports confirmed that Thai forces opened fire first, violating Cambodian sovereignty. These actions were deliberate, expansionist, and unlawful — a blatant attempt to undermine Cambodia’s territorial integrity.

International organizations and respected media outlets have since acknowledged that Cambodia acted in self-defense.

Cambodia has never sought to seize another nation’s land. For generations, Cambodia has fought only to protect her own.

🕊️ Cambodia Chooses Peace — But Never Surrender

Cambodia continues to welcome all sincere efforts from the international community — including those by President Donald Trump — to encourage peace and facilitate dialogue. However, peace cannot stand upon lies. It must be built upon truth, justice, and mutual respect.

Thailand must immediately end its manipulative propaganda and stop pretending to be the victim. The world is watching. And no mask of deceit can hide the face of aggression forever.

💔 The Real Victims Are the People

The true victims of this conflict are not the politicians in Bangkok nor the generals in their offices.
