National Institute of Public Health (NIPH) is a governmental organization in the Ministry of Health, Cambodia. The institute was officially recognized by the Royal Government of Cambodia in October 1997 as a successor to the National Centre for Hygiene and Epidemiology. Since 2007, NIPH has become administratively autonomous institution. MISSION NIPH is the representative body of the ministry of health providing public health and laboratory services, training and research to improve the health of the Cambodian people. GOALS • Offer master program of public health • Offer relevant diploma or short course training program • Conduct public health research • Establish a National Reference Laboratory Center • Strengthen public health services (laboratory and consultancy) • Improve and strengthen information sharing system STRATEGIES> • Advocate for more support from MoH • Resource mobilization • Capacity building • Conduct health system and policy research, program evaluation and national scale survey • Infrastructure development • Dynamic governance and management • Marketing • National and international collaboration and networking It composes of four main departments: technical, laboratory, administration and finance. I. TECHNICAL DEPARTMENT This department has four units: School of Public Health, epidemiology, Health service development support and computing and library. All of the three units of the technical support office has inter-related functions, focusing on three different areas: training, research and services. a. School of Public Health at the National Institute of Public Health After almost two years of preparation, with the financial support from the Rockefeller Foundation as the prime mover of this initiative and strong support from the Royal Government of Cambodia and other development partners in the country, NIPH opened the door of the school of public health (NIPHSPH) to the public on October 12, 2007. As of July 2010, More than 100 students have been enrolled in the programme. NIPHSPH is now recruiting the fourth batch students. The school has 25 faculty members with post -graduate degree from abroad and working in different public health background. This MPH program has two tracks: 1. Health System Development This program will enable the students to comprehensively analyze the situation and challenges in health system development and health service organization. Public health officers in management and leadership positions are the prime target of the program. 2. Disease Prevention and Control This research oriented program aims at providing students with a broad understanding of disease dynamics; the tools and skills to study the factors related with the disease occurrences, and strategies in disease prevention and control. Health program managers and public health researchers are the prime target of the program. a. Epidemiology Unit The role of this unit is to provide training on epidemiology and to provide evidence-based suggestions to the ministry of health through the conduct of epidemiological research. This unit will also provide consultancy services according to their expertise. Currently this unit is offering short courses on research methodology and conducting several national scale surveys: Malaria Survey, abortion survey, accident and injury survey, and Cambodian Demographic Health Survey. In the last 5 years, this unit was also involved in review, assessment and evaluation of policy, strategy, projects and program implementation. b. Health service development support Unit This unit’s role is to provide training in health services field and to provide evidence-based suggestions to the Ministry of Health through the conduct of on health system research. This unit will also provide consultancy services according to their expertise. This unit used to offer two diploma courses: health service management course and hospital management course. Heath service management is a 6 months training course for Provincial and Operational District level management teams. The training uses a modern, interactive, problem-solving approach. Most provinces now have trained teams who assist the MOH to implement the health system reform. Hospital management course a 9 months diploma course. c. Computer laboratory and Library Unit This unit role is to provide information support and services, computer support and training, and documentation and publication services. It also involved in research projects conducted by NIPH. The Computer laboratory is equipped with 35 flat screen desktop computers connected with local area network. Staff are familiar with Epidata for database development and STATA for statistical analysis. II. LABORATORY DEPARTMENT Laboratory department recognized as National Public Health Laboratory (NPHL) has 6 units Out-patient service, Hematology, Biochemistry, Immunology, Microbiology, Quality assurance. This department provides laboratory services to public, collaborates with other institutions and NGOs, international organizations and national programs to conduct biomedical research and supports quality assurance for public health laboratories throughout the country through monitoring and training. The laboratory provides routine services to the public with more than 20,000 bio-medical analyses (hematology, biochemistry, serology & bacteriology) and around 12,000 vaccinations per year. Vaccination available includes tetanus, hepatitis B and rabies. The NLPH is the measles control laboratory for Cambodia as part of the WHO Measles Control Network. The NPHL also provides Supervision and “on the job” training in public laboratory services. Currently, laboratory supervision for quality control and quality assurance, is conducted in collaboration with the National Blood Transfusion Center (NBTC) in referral hospital at OD level in 12 provinces. “On the job” training and use of the standardized checklists are seen as important tools to increase quality in laboratory services. Another role of NLPH is to conduct research on diseases: many studies on infectious diseases haves carried out in collaboration with international agencies, NGO’s and national programs. Studies on measles vaccination coverage rate in young children, on Hepatitis B sero-prevalence and H IV/AIDS prevalence in risk groups and on out breaks of dengue, cholera and other diseases have been conducted. III. ADMINISTRATION DEPARTMENT This department has four units: administration, public relation and marketing. This department provides supporting services to other departments. IV. FINANCE DEPARTMENT This department has two units: finance and accountant unit and procurement unit. This department provides supporting services to other departments.
