"포효하는 사자(Roaring Lion) 작전 관련 배경 설명
국제인도법(International Humanitarian Law)에 따르면, 전쟁 중 군대를 지휘하는 군 사령관은 합법적인 군사 타격 대상이 됩니다. 이란의 최고지도자 알리 하메네이는 이란군의 총사령관으로서, 정권 내 최고 군사 통수권자 역할을 수행해 왔습니다.
그는 이란 군사 작전의 최종 의사 결정권자입니다. 현재 진행 중인 분쟁 과정에서 이스라엘에 대한 무력 사용을 직접 지시했을 뿐만 아니라 헤즈볼라, 후티 반군, 지역 내 시아파 민병대 등 테러 대리 조직들에 대한 자금 지원과 무장, 작전 조율을 진두지휘해 왔습니다.
이번 타격은 합법적 군사 타격 대상인 이란군 고위 관계자들이 하메네이와 함께 있는 상황에서 시행되었습니다. 본 '포효하는 사자' 작전은 군사적 구별, 비례성, 주의 의무 등 국제법 원칙을 철저히 준수하였습니다.
정권의 총사령관을 무력화한 것은 이스라엘을 향한 이란의 공격 계획 및 조율 능력을 약화시킴으로써 명확한 군사적 우위를 확보한 조치입니다."

As Iran’s Supreme Leader, Ali Khamenei served as Commander-in-Chief of the Iranian Armed Forces, making him the regime’s highest military authority.
𝘼𝙨 𝘾𝙤𝙢𝙢𝙖𝙣𝙙𝙚𝙧-𝙞𝙣-𝘾𝙝𝙞𝙚𝙛, 𝙆𝙝𝙖𝙢𝙚𝙣𝙚𝙞 was the final decision-maker on Iran’s military operations. During the ongoing conflict, he directed the use of force against Israel and oversaw the funding, arming, and coordination of the regime’s terror proxies, including Hezbollah, the Houthis, and Shiite militias operating across the region.
The strike was carried out while Khamenei was with other senior Iranian military officials who also constituted lawful military targets. Under the principles of distinction, proportionality, and precautions, the strike complied with international law.
