GF sent notification for Disbursement notification for the release of US$ 2,157,618.40 to HIV grant. we expect to receive fund in Laos in one week. the PR will inform SRs the requested amount to be prepared in Lao for MoH.

Meeting with procurement and logistic team on 7 January at 9:00 AM, PR office

PR will have a meeting with procurement and logistic team of CHAS, CMPE, NTC, BTC and MPSC to be organized on 07 January 2014 at 9:00AM at PR office.

the objectives of the meeting will be:

1. discussion on setting-up a coordination team for PSM related issues for the main SRs (CHAS, CMPE, NTC, BTC, MPSC/MLC) and communicate to the Global Fund by 31 January 2014 the structure and function of the team to work with the SRs and Central Warehouse team and agree on key PSM issues.

2. The meeting will review reports from service delivery points, inventory report from Central/provincial medical warehouses, and order/pipeline information from the PR.

HAPPY NEW YEAR 2014 to ALL!

GF will visit Laos during the 27th -1st of January 2014.

The main purpose of this trip will be to conduct a training on financial management with the PR, SRs and SSRs, as well as those key provincial finance staff that are managing global fund resources.

The training is planned to ensure that the PR and other implementing partners have a common understanding of the Global Fund requirements for financial management and reporting.

For this trip GF would like to request that for Monday and Tuesday the 27-28th the PR organize with SRs and SSRs and provinces, some site visits to be able to review the financial systems and to sit and discuss with the local staff how the management takes place.

We ask that the PR develop a plan and propose to us for review and discuss in early January 6th at the latest.

For the three day training to take place on the 30th through the 1st of January GF ask that you define ( the first two days can be full days, and day 3 will end after lunch).

please provide the PR:

a) a list of participant ensuring that all and only relevant finance
staff can participate and is invited from SR and SSR as well as some key provinces ( those managing money), be available.

b) the training will be organized in a hotel, savings or unimplemented activates resources can be used to fund the activity, please submit the plan for us to review and approve by January 6th as well, this can include per diem and travel for those coming from provinces

c) propose provincial/SSR site for GF to visit

Orientation workshop on PU/DR preparation, day 2 with TB component

Orientation meeting on PU/DR preparation held on 10-13 December 2013

The objective of the workshop is to ensure that all sub recipients prepare and submit their progress updates and disbursement request (PUDR) to the Principal Recipient (PR) on time.

The workshop will split into 4 days and one day for each of Malaria and Tuberculosis component while two days workshop for HIV/AIDS component due more SRs and participants.

The workshop will focus
1. issues in the management letter from the Global Fund for each grant
2. overview of PUDR
3. Monitoring and Evaluation-programmatic reporting
4. Logistic reporting
5. Financial reporting

Participants include coordinator/manager, M&E staff, finance staff, logistic staff and procurement staff from the PR office as well as from offices of SRs.

Implementation Mapping: Lao PDR
Improving grant and program management

this is one of the GF mission topic in Laos.

the objectives are

1) Ensures that all stakeholders (GF, CCM, PR, LFA, partners) have a detailed and common understanding of the program
2) Allows for greater focus of grant management efforts on “priority” areas for improvement
3) Feeds into Global Fund’s risk assessment process, and serves PR and CCM management and oversight efforts

the three main components: Malaria, TB and HIV will require to have this exercise.

External financial audit of Malaria R7 Y5 (January 2012 to June 2013) will start from 4 to 29 November 2013

The annual audit is part of condition and requirement by the GF. The 3 SRs: CMPE, HPA, PEDA and PR office will be audited. This is the last year audit of Malaria R7 phase 2.

The auditors started to request related documents for their audit planning and the PR is requesting related SRs to have good cooperation in provision of information and supporting documents as required by auditors.

The visit plan by auditor to each SR office will be held. The visit plan will shared with each SR after auditor share this plan.
