We discussed key issues affecting doctors, revisiting previously submitted proposals and presenting new initiatives aimed at improving the healthcare system and addressing challenges faced by medical professionals. දුර පළාත් වල සේවය කරන වෛද්‍යවරුන්ට ඡන්දය පාවිච්චි කිරීම සඳහා අවශ්‍ය නිවාඩු ගැනීම බොහෝවිට අසීරුය . එයට ප්‍රධානම හේතුව වන්නේ , තනි පුද්ගලයෙක් හෝ ඉතා අවම වෛද්‍යවරුන් පිරිසක් සේවය කරන ස්ථාන තිබීමයි.
දැනට පවතින මැතිවරණ පණත අනුව ඔවුන්ට , තැපැල් ඡන්දය ස‍ඳහා අයදුම් කළ නොහැකිය .
එමනිසා ඒ සඳහා , advanced voting ක්‍රමයක් ඉල්ලා සිටිමින් අප මැතිවරණ කොමසාරිස් සමන් ශ්‍රී රත්නායක මහතා හමුවුණෙමු.
එමෙන්ම සෞඛ්‍යයේ අනෙකුත් කාර්‍ය මණ්ඩලයටද එය අත්‍යවශ්‍යය බව එහිදී සාකච්ඡා විය.
නව පාර්ලිමේන්තුව පත්වූ පසු ඒ සඳහා අවශ්‍ය වන පණත් සම්මත කර ගැනීමට උපරිම උත්සාහය ගන්නා බව ඒ මහතා පැවසීය .
E voting පිළිබඳව ද අප විසින් විමසන ලදී.
ඒ සඳහා විශාල ප්‍රාග්ධනයක් අවශ්‍ය වන බවද, advanced voting ඊට වඩා ඉතා පහසු හා තැපැල් ඡන්දයටත් වඩා ලාභ දායී බව ඔහු පැවසීය.

Today we DASL concluded a successful meeting with election commission on "advance voting system" for doctors who are unable to cast their votes due to job comitments. EC told it is a possible solution and important measure. They agreed on present this to the next cabinet meeting and try to get it done.

This statement is specifically made with regard to the Facebook Post and any other media publicationsrelated to the recent incident at the Base Hospital-Chavakachcheri (Northern Province) particularly in which Dr.Ramanathan Archchuna, the Medical Superintendent believed to have made a statement mentioning the Doctors’ Association of Sri Lanka (DASL).
According to the Facebook/media post, Dr.Ramanathan Archchuna asserted, ‘I am a member of Ex-Co and Writer of DASL (Doctors Association of Sri Lanka), I have the right to speak to the media as a DASL writer…’ and ‘…whereas DASL passively gave me the right to speak to the public through the same trade
union…’
The Doctors’ Association of Sri Lanka expresses grave concern over the aforementioned statements, in particular, deeming the same to be a misrepresentation of the facts and hereby wishes to clarify the following;

a) Dr.Ramanathan Archchuna is an Executive Member (one of the Co-Editors) of the Doctors’ Association of Sri Lanka.

b) The Doctors’ Association of Sri Lanka has not given any active or passive right for Dr.Ramanathan Archchuna to speak to the public about that particular incident representing the Doctors’ Association
of Sri Lanka in any manner whatsoever and his position at the Doctors’ Association of Sri Lanka does not expressly or impliedly warrant him of such right.

c) The Doctors’ Association of Sri Lanka has initiated appropriate measures to inquire from
Dr.Ramanathan Archchuna according to the provisions of the Constitution of DASL.

Therefore, The Doctors’ Association of Sri Lanka emphatically calls for the retraction of the aforementioned statements which are believed to have been made by Dr.Ramanathan Archchuna.

SERIOUS IRREGULARITIES IN ANNUAL TRANSFER LIST OF GRADE MEDICAL OFFICERS - 2024

This is to bring your immediate and earnest attention to a pressing issue of major irregularities in the annual
transfer list of grade medical officers – 2024.
The transfer list plays a pivotal role in transferring grade medical officers annually. It ensures that the medical officers are allocated appropriately and in a justifiable manner. Without a well-managed and transparent annual transfer list, it can cause imbalance in healthcare provision leading to disparities in access to patient care, burnout and dissatisfaction among medical officers affecting their morale, dignity and misallocation of resources leading to inefficiencies. Further, the importance of a transparent transfer list is
remarkable in the context of current brain drain as well.

Therefore, we kindly request you to investigate the irregularities to ensure a smooth, transparent and fair transfer process without any further delay. Some of the irregularities are highlighted as follows;

1. Some of the vacancies which are required to be advertised have not been advertised as per the
established process;
2. Some of the advertised vacancies have been omitted or removed from the interim list
(for example:
MO Pediatrics-OPD at PGH Kurunegala, MOIC-PMCU at Kahengama-West);
3. Non-adherence of publishing the full list of vacancies;
4. High intervention of the Trade Union and active members of the Trade Union at the
hospital/institution level.

We have observed that the current practice is to obtain details of the number of vacancies from the Trade Union and prepare the annual vacancy list including temporary transfers. This practice does not reflect the real requirement of the institution and ultimately leads to corruption and hinder transparency of the annual list. This wrongful practice further force medical officers to go behind the Trade Union in order to get their transfers affecting the dignity of the medical professionals and the profession. According to the Establishment Code, the scope of a Trade Union is to involve if there is an unjustified transfer or transfer process to ensure that the members of the Trade Union provided with a fair and justifiable transfer according to their merit order. Therefore, this unauthorized involvement of the Trade Union violates the provisions of
the Establishment Code.

In this context we suggest, the requirements of the institutions should be collected from the respective institutions and forward within the hierarchy without any involvement of Trade Union. All vacancy posts should be advertised and the advertised posts to be allocated according to the merit order by the medical
administration following the policy of the Ministry of Health.

In addition to the above, we have analyzed the concerns raised by members including non-members of DASL and we are open for further discussions with you on this matter at your earliest convenience.

Considering the above factors, we urge you to draw your immediate attention to the above matter and to adopt a fair, equitable and transparent system in respect of transfers of grade medical officers

During the recent meeting of Parliamentary Committee on Ways and Means, representatives from DASL, raised important concerns regarding the taxation of arrears payments and PGIM reimbursements for doctors.

DASL emphasized existing tax structure places a considerable burden on salaried employees speciallygovernment sector. This inequality can be mitigated by adopting Fintech solutions for “professional fee” transactions.

The committee accepted points brought up and the chairmen of the committee agreed to consider it in future reforms.

During the recent meeting of Parliamentary Committee on Ways and Means, representatives from DASL, raised important concerns regarding the taxation of arrears payments and PGIM reimbursements for doctors.

Their insights shed light on the challenges faced by the medical community in the current taxation framework.

Our representatives expressed concern over the unfair taxation of arrears payments for doctors. Arrears payments almost always resulting from administrative and clerical delays; beyond the control of the recipients. The representatives also brought attention to the taxation of PGIM reimbursements which can act as disincentives for doctors to pursue further education and training.

DASL emphasized existing tax structure places a considerable burden on salaried employees speciallygovernment sector. This inequality can be mitigated by adopting Fintech solutions for “professional fee” transactions.

The committee accepted points brought up and the chairmen of the committee agreed to consider it in future reforms.
