NEC Liberia Makes Input at Africa Conference on Disability Inclusion in Elections

The Africa Conference on Disability Inclusion in Electoral Processes in the Digital Era is currently taking place in Dakar, Senegal, bringing together Electoral Commissions, Organizations of Persons with Disabilities (PWDs), regional bodies, development partners, and election stakeholders from across the continent.

The conference is focused on advancing inclusive and accessible electoral processes through discussions centered on accessibility, participation, digital transformation, data, and accountability throughout the electoral cycle.

At the opening session on Tuesday, 12 May 2026, NEC Liberia Deputy Executive Director for Programs, Ignatius B. Wisseh, joined other regional election experts on a high-level panel advancing the rights of PWDs and other underserved groups in Africa.

Mr. Wisseh highlighted Liberia’s electoral legal framework, which aligns with Article 29 of the Convention on the Rights of Persons with Disabilities (CRPD).

He further referenced Article 77 of the Liberian Constitution, which guarantees voting rights to all Liberians aged 18 and above, as well as provisions of the New Elections Law that ensure access for PWDs to registration centers and polling places during elections.

The NEC official also informed the conference that, in fulfillment of Liberia’s commitment to implementing Article 29 of the CRPD, the Government of Liberia ratified the Convention in 2012, making disability inclusion part of its National Development Agenda 2025–2029 (ARREST Agenda), which emphasizes the inclusion of women, children, and Persons with Disabilities, among others.

Also representing Liberia at the conference is the Head of the National Commission on Disabilities, Rev. Aaron Wright.

The Africa Conference on Disability Inclusion in Elections is organized by the United Nations Development Programme (UNDP) in partnership with the United Nations Electoral Assistance Division (EAD) and the Africa Disability Alliance (ADA), with support from Germany and Spain.

This marks the first United Nations Electoral Assistance conference dedicated to placing the inclusion of PWDs at the center of discussions on digital transformation, political participation, and electoral processes.

Lofa County District Five Representative Augustine B. Chiewolo has pledged continued support to a community-led road project in Barkolleh Newtown, Salayea District.

Representative Chiewolo made the commitment on May 9 during a groundbreaking ceremony for a handmade road initiative launched by residents of the town to improve access to their community.

During the event, Representative Chiewolo told citizens that the Government of Liberia is showing increasing commitment to pave the road and construct a major bridge linking Gbarlen Clan in Salayea District.

According to his office, the proposed road and bridge projects are expected to improve transportation, boost trade, support farming activities, and increase access to nearby towns and villages.

As part of his contribution to the ongoing road work, Representative Chiewolo donated cutlasses, files, shovels, bags of rice, and 20,000 Liberian dollars in cash.

He praised the people of Barkolleh Newtown for taking the lead in developing their community and reaffirmed his commitment to supporting development initiatives across Lofa County Electoral District Five.

The district includes communities in Zorzor and Salayea.

The series highlights key messages delivered by Hon. Clarence K. Massaquoi, Chairperson of the Board of Commissioners of the Liberia Telecommunications Authority, with focus on digital access, student excellence, discipline, teamwork, and education for national development.

“Digital access is now part of education.”

This message reminds us that learning is no longer limited to the classroom, the chalkboard, or the textbook. Today, students also need access to information, digital tools, and reliable connectivity to research, compete, and prepare for the future.

As students across Liberia take part in this national academic exercise, AYR joins in highlighting the importance of education, access, discipline, and student excellence.

The Chairman of the Board of Commissioners of the Liberia Telecommunications Authority, Clarence K. Massaquoi, has linked student excellence to digital access as he officially launched the Liberia National Students’ Union National Quizzing Meet Competition 2026.

In his address, Massaquoi said academic excellence is now strongly connected to access to information, digital tools, and the ability of students to learn beyond the classroom.

He said the LTA is working with the Ministry of Education and Starlink through the School Connect initiative to provide internet service to 156 public high schools across Liberia.

According to him, the initiative is not only a technology project, but also an education, youth development, and national development project.

Massaquoi also commended President Joseph N. Boakai for what he described as the government’s commitment to digital inclusion and youth development. He said young people who are connected to information are better prepared to learn, compete, and contribute to national growth.

The LTA Chairman noted that many students still face unequal access to electricity, internet, modern learning devices, computer labs, and science equipment.

He said the Authority’s Universal Access Program is also supporting connectivity in hard-to-reach and underserved communities, with the goal of ensuring that geography does not limit the dreams of students.

Massaquoi described quizzing as more than a contest of questions and answers. He said it teaches discipline, teamwork, quick thinking, humility, and the ability to perform under pressure.

Addressing the students, he said Liberia’s greatest resource is not its iron ore, rubber, forests, or coastline, but the minds of its young people.

He encouraged students to use their phones and other digital tools for learning, read beyond classroom assignments, ask questions, form study groups, and respect their teachers and coaches.

Massaquoi also urged the competitors to compete with courage, win with humility, lose with grace, and learn from every round.

He thanked LINSU for organizing the competition, the Liberia Institute for Knowledge and Excellence for supporting quizzing in Liberia, and the schools, parents, teachers, and coaches for preparing the students.

The LTA Chairman then officially declared the Liberia National Students’ Union National Quizzing Meet Competition 2026 open.

The United Nations in Liberia has opened applications for the second cohort of its Youth Advisory Panel, known as UNYAP.

The panel will run from 2026 to 2028 and is open to young people in Liberia between the ages of 18 and 35.

According to the announcement, UNYAP is a voluntary and unpaid platform that brings together young people from different backgrounds to contribute to United Nations policies, programs, and initiatives in Liberia.

Selected members are expected to represent youth voices in national dialogues and contribute to programs in areas including peacebuilding, governance, climate action, and inclusive youth participation.

Members will also engage with UN agencies and partners while serving as youth advocates and advisors.

The call is open to young women, marginalized communities, persons with disabilities, and other young people from diverse backgrounds.

The Zorzor Administrative District Health Officer says a measles outbreak has been reported across communities in the district.

District Health Officer Michal Youdee made the statement during the dedication of water and sanitation projects at the Zorzor Administrative compound.

According to him, cases of the disease have been reported throughout Zorzor and surrounding communities.

Mr. Youdee called on the district lawmaker to support community outreach and prevention efforts, including vaccination activities in affected areas.

He said additional support would help health workers with transportation to reach communities and carry out medical intervention.

The Health Officer, however, did not provide figures on the number of people affected. He also did not give details on whether there has been recoveries or deaths linked to the outbreak.

Several government-employed teachers in Zorzor Administrative District have accused District Education Officer Emmanuel Zayzay of allegedly imposing renovation fees on public school teachers across the district, a claim he has denied.

The teachers, who asked not to be named for fear of reprisal, claimed that B Certificate holders were instructed to pay L$1,800, while teachers with higher qualifications were asked to pay L$2,000 toward the renovation of the District Education Office building.

They further alleged that some teachers were told not to sign the daily attendance ledger until they complied with the payment instruction.

Zayzay denied personally forcing teachers to pay the money. He said the contribution was agreed upon during a meeting of principals and was intended to address the poor condition of the DEO office building.

“We did not tell anybody to stop somebody from signing a ledger,” Zayzay said, denying claims that teachers were being prevented from signing attendance for non-payment.

He, however, confirmed that government-paid teachers are expected to contribute toward the renovation, but said the money is being collected by a committee of principals and not by him personally.

According to him, the DEO office building is leaking and deteriorating, while government support has not come to address the problem.

The teachers said the situation has created concern across the district, especially among instructors who believe public employees should not be pressured to finance the renovation of a government office building without clear authorization from the Ministry of Education.

Zorzor Administrative District has about 50 public schools and more than 300 government-employed teachers.

Zayzay maintained that the contribution was based on collective agreement, saying a unanimous decision within a group becomes binding. He also described teachers refusing to cooperate with the renovation effort as “deviant.”

The issue comes amid previous Ministry of Education actions against unauthorized or extra fees in Liberia’s school system. In past cases, the Ministry has suspended education officials and school administrators over arbitrary fees and warned schools against charging unapproved fees.

As of publication time, there was no public comment from the Ministry of Education on whether the reported renovation contribution in Zorzor was officially authorized.

Abdul Olise Barry was named Man of the Match on Sunday after helping his team secure a 2-2 draw against Whein Town FC.

Barry is a former player of Redemption FC and Lofa United FC.

According to available information, Barry was first identified during a school friendly match between Zorzor Christian Academy High School and T-Gary High School. In that match, his strong performance helped Zorzor Christian Academy earn a 2-1 victory.

Barry's latest award highlights his continued progress from school football in Zorzor to competitive football in Monrovia.
