📚🤝 Thanks to the ongoing collaboration between UNHCR and the University of Donja Gorica, a new group of Law students is embarking on an 8-week journey to deepen their knowledge of international refugee law and statelessness.
As part of the program, students will also participate in a moot court, applying their learning in practice. This event will be held in celebration of International Human Rights Day, highlighting the importance of legal education in promoting justice and human rights.
Together, we’re shaping a future of inclusion and legal empowerment. 🌍⚖️

Strengthening asylum procedures in Montenegro 🇲🇪
Two judges of the Administrative Court, with UNHCR support, took part in the AEAJ workshop in Brussels. Discussions covered the judiciary’s role in the EU Pact on Migration and Asylum, key CJEU and ECtHR rulings, and the ‘safe third country’ concept.
These insights will help strengthen the Court’s capacity in asylum and immigration law.

UNHCR, in cooperation with Montenegro’s Border Police and Frontex, held an information session for 14 newly deployed Frontex border guards.
The session introduced them to UNHCR’s mandate in Montenegro and the national asylum system, with a special focus on border operations.
This cooperation, started in 2023, strengthens protection-sensitive border management and ensures access to international protection for those in need.

🧩 Building Stronger Support for Refugees and Stateless People

UNHCR recently organized a workshop for social workers from municipal centers in central Montenegro—the region with the highest number of asylum seekers and persons at risk of statelessness.

The training focused on international and national standards related to birth registration and refugee protection, with social workers also sharing the day-to-day challenges they face on the ground.

Together, we’re working to ensure no one is left without legal identity or protection.

✅ Milestone Achieved: Closure of the Former Yugoslavia Refugee Caseload in Montenegro

Ministarstvo unutrašnjih poslova Crne Gore and UNHCR marked a historic achievement — the issuance of permanent residence permits to the last remaining refugees from the former Yugoslavia in Montenegro.

This moment closes a 30-year chapter of displacement, during which more than 12,400 people secured their legal status and built new lives in Montenegro.

Together with the Vlada Crne Gore, UNHCR worked over the decades to ensure access to documentation, legal status, voluntary return, housing through the Regional Housing Programme, and social inclusion.

For fewer than ten people whose cases remain, UNHCR and the Ministry will continue monitoring their situation under UNHCR’s statelessness mandate, with the assistance from our legal aid partner, the Gradjanska alijansa.

⚽🏀 On 23 June, the Crnogorski olimpijski komitet commemorated the Olympic Day and World Refugee Day, and together with UNHCR, Ministarstvo sporta i mladih i Glavni grad Podgorica, celebrated the spirit of sport, unity, and inclusion.

Thanks to the excellent organization by the Olympic Committee, refugee children and children at risk of statelessness had the chance to take part in a day filled with fun, games, and joy. 🙌

Sport is more than just play. It’s a powerful tool for inclusion, resilience, and healing—especially for those who have been forced to flee. As UNHCR Representative Stefanie Krause said:

👉 "Sport empowers children, promotes well-being, and restores a sense of normalcy. It allows refugee children to simply be children."

🎓 On , we honour resilience and reaffirm our commitment to solidarity.

Today, UNHCR and the Faculty of Law Univerzitet Crne Gore celebrated the generation of students who completed the Legal Clinic on international refugee and statelessness law—gaining skills to support people forced to flee.

👏 Part of the Sergio Vieira de Mello Chairs initiative, this Legal Clinic helps build a world where refugees are protected, welcomed and included.



↪️ Legal clinics is UNHCR’s activity implemented under IPA-III project “EU Regional Support to Protection-Sensitive Migration Management Systems in the Western Balkans".
