As you maybe aware, the demand for a better Health and Safety environment is increasing, thus active management and monitoring are required in order to achieve progress in this field. This is not only good practice but it is also enforced by the law. The Client’s legal obligation in accordance to the Occupational Health and Safety local legislation (Legal Notice 281 of 2004) is to ensure that all
Health and Safety aspects on site are in conformity when engaging the services of a contractor/s to perform construction works on his/her behalf. Duties of the Client:
1) Shall ensure that an Occupational Health and Safety Construction Notification Form (Prior Notice) is duly filled-in and sent to the Occupational Health and Safety Authority (OHSA) at least four calendar weeks prior the commencement of works.
2) Is to provide a comprehensive Occupational Health and Safety plan to all stakeholders performing works onsite on his/her behalf.
3) Shall engage the services of a competent person/s in Occupational Health and Safety to carry out frequent Health and Safety onsite inspections.
4) To always provide Occupational Health and Safety to all workers and third parties onsite during construction works. Duties of the Contractor/s:
Every appointed contractor shall carry out a Health and Safety Risk Assessment prior to the commencement of works onsite. To this effect, allow me to introduce myself; my name is James Delia and in 2014, I have completed a two year Diploma course in Occupational Health and Safety at the University of Malta. During these two years I have learned how to introduce the concepts and skills involved in the promotion and effective pursuit of Health and Safety at work according to local legislation. I have also developed the basic investigative and analytic competences necessary to recognise, evaluate and minimise workplace hazards. At the same time I can communicate the principle of risk reduction of workplace hazards and practices. With the help of this course I can now identify and appreciate the psycho-social features of workers and working environments which have a bearing on the nature and incidence of occupational hazards and diseases. In addition, I have more than Ten years of experience in the construction industry as I was working with a firm of architects and also a considerable amount of experience in the various fields of Health and Safety related to the subject.
