PRESENTATION
Assistance to Psychiatric crime victims, it arises to shop the impunity that, under the mask of psychiatric treatment such as electro-conclusive therapy, abuse is committed towards Human Rights, which at the same time, produces offences to the penal code.
In Mexico, there are no rules or laws that protect the children, women and adult patient rights who suffer from mental diseases. These patients suffer from abuse and real crimes without being listened; they do not legal or penal support. Moreover, we have to add their case before the authority; the traumatic fact is present once and again. This requires immediate help.
It was founded in May 18th 1999 as a Civil Association. A group of people and professionals interested in the fight against psychiatric torture was formed.
The recovery from a mental disease does not have to be worse that the disease itself and the goal does not have to be their survival as a unique exit.
Our mission, according to Catholic principles, is to make people respect human integrity, respect people whit emotional problems or nervous breakdown. We are also interested in legally protecting the rights of patients who suffer from and “mental disorder” so that they do not turn into psychiatric patients who will have to undergo one more torture.
We entrust God, the Father Almighty, his son Jesus Christ. The Holy Spirit and the Virgin Mary to help these psychiatric crime victims.

PROBLEM
A psychiatric crime consist of the application of electro-conclusive Therapy (electroshock), Gaso-thepary (carbon dioxide at 30%), psycho-medication (antipsychotics, antidepressives, antidiskinectics, hypnotics, tranquilisers and sedatives), unwilling internment (clandestine), determination of mental diseases without a diagnostic or psychometric and laboratory test, in one word, the application of the pseudo psychiatric science without rational or human bases.
Nobady worries abpout helping mental patients; we have to shout to defend the human rights of these misfortune patints, who, if able to talk, will be gagged and subdued by psychiatrists, directors, of the insane asylums.
It is sad to see how people and families are being destroyed in Mexico City and the Federal States due to the indiscriminative use these torturing treatments.
The number of victims has risen drastically. A long chain has been formed that, even if the attention system towards the mentally sick is re-structured, will be unable to stop.
It is true that there are hospitals, psychiatric clinics, rehabilitation centres, but it is also true that the public ones lack of specialised attention as well as sufficient economic resources because of ther high incidence of personal and economical interest around the patient. These might include getting rid of him or her, making a divorce possible, inheriting, etc.
We do not have a current general evaluation of the situation or the statiscal incidence of mental diseases in children, women young or old people, who fall into any psychiatric treatment.
In Mexico, the stigma of the mental patient is shameful, that together with the lack of supervision by authorities, result in a true psychiatric crime paradise.
There are no congressmen or women who represent mentally disordered patients.

OBJETIVES
We will present two areas: I) prevention: based on information, education, training, and human Rights culture (obtainment of statistics). II) Rescue, when giving the order to maximize the locked-up or released patient recobery; this is so as there is irreversible damage in the majority of the cases. III) Family as a restoring agent.
Our goal is to prevent and rescue every single person victim of any psychiatric crime.
Through communication, population has been aware of the need of demanding a better service in the health sector owing to the lack or scare current medical activity.
We will make an efford on the economic area, fond collection that is an imminent factor as psychiatry feeds from big quantities of economic resources from various sources (huge pharmaceutical trans-nationals), governmental budget directed towards the Mexican Psychiatry Institute and Mental Health Institutional pragrammes, and subsidies to public Universities (UNAM).
Taking advantage of the social ignorance to promote the magic panacea with respect to mental health, a great number of incautions patients will become captive ones.
This is why haif of our afford will be that of diminishing their economic power.
With respect to Human Rights, everybody with the willing to defend human rights will be invited so as to satisfy the most essential needs of people who suffer from emotional crisis or nervous problems. The idea is to form a bigger group; a community that expresses its critical and analytical opinion in order to urge and demand the respect of individual rights. This is done under three scenarios: Executive, Legislative and Judicial, together with their correspondent strict application of the legal status.
We don not have to forget that r**e and sexual harassment to women by mental health workers are always present.

FINANCIAL CAMPAIGN
I) $12,000 dollars annually, $1,000 dollars monthly in order to have informate spots on the press and radio.
Information that strengthens Human Right Culture will also be used. Sub-total $12,000
II) Rehabilitating and integrating a mental patient back to society cost $6,000 dollars (including therapy, medical assistance and legal advice). There are approximately 20,000 abandoned patients in psychiatric hospitals.
Sub-total $12’000,000 dollars.
III) Train families as restoring agents through three modules: 1) basic caring, 2) schooling for parents, and 3) reaches and limitations. It costs $300 dollars for three modules, and we estimate 10,000 families.
Sub-total $13’000,000 dollars.
IV) Train and educate Mexican psychiatrist and mental healthy workers on the subject of humanitarian treatment, honourable and mental healthy workers on the subject of humanitarian treatment, honourable and specialized to each patient whether mentally sick or not. The cost for such training and education is $200 dollars per psychiatrist; there are 2,100 psychiatrist ; there are 2,100 psychiatrist in Mexico. Sub-total $420,000

We want to end up with the psychiatric torture in Mexico within an actual time of five years or less if we get the totality of the required resources.
Assistance to Psychiatric Crime Victims is capable of issuing tax-deducible receipts. This permission was granted by the Secretariat of Finance (Secretaria de Hacienda y Credito Publico-9, and was published in the second section, annex 14 No. 15 on Diario Oficial de la Federacion in May 18th 1999. Furthermore, an campaign auditing to guarantee the clean management of the received resources.

PROGRAMMES

Our Group of Human Right Defenders will make families and society be aware of the fact that an emotional problem or a nervous breakdown with its evolution, will not necessarily lead them to consult a psychiatrist or will not translate into a mental disease. If that were the case, this daily and normal event would turn into a new case of abuse and even in to a psychiatric crime, undergoing through psycho-pharmaceutical, gasother**eutical and electroshocking “treatments”.
-We will denounce scale, the least protected are the mentally disordered patients; the most maltreated they are since they do not have rights.
People wonder why giving them rights if they cannot exercise them.
Our fragility might end up in a clandestine internment caused by drugs, alcohol or just by insolation itself.
Everybody is subject to form part of it.
