The what so call qualified outlet mean they have optometric eye examination and refraction done by an optometrist, a vision specialist possed a university degree in optometry ( defer from optician who only have experience in optical bussines but no medical backgroung). Opticians are more interested in doing bussiness where as an optometrist are primary eyecare and they worked hand in hand
with ophthalmologist, an eye specialist doctor, especially in govement hospitals. In optometry clinic, we do care about our patient eye health by giving them proper eye examination and refraction, consultation, eye exercise if needfull, contact lens prescription, prism priscription for double vision patient and last but not lease, low vision management and rehabilitation. Beside that an optometrist also advice on the proper way of choosing and wearing spectacles according to their needs, shape of their face and etc. An optometrist are trained to detect and dianose eye diseases and related them to systemic deseases if any, and refer the cases to an ophthalmologist.
